Amendment 0003

A. This modification is issued to address the following industry questions:

1. Industry Question: Since the intent, according to the RFQ, is for the Government to NOT provide emergency backup power to the GN2 plant, is the DLA requesting the Contractor to provide emergency backup power for de-tanking purposes via a mobile or permanent generator?

GOVERNMENT RESPONSE: Yes

2. Industry Question: A subsequent statement in the RFQ states that “If the Contractor desires a permanent means for properly connecting temporary power…” are we expected to install a connection point? Since the current contract places the responsibility of providing “Electrical Power” to the GN2 plant on the Government, is the Government now changing its position and therefore no longer responsible for providing continuous redundant reliable power to the GN2 plant?

GOVERNMENT RESPONSE: YES. Per the RFP Statement of Objectives (SOO), the successful offeror will be responsible for assuring that the plant is not subject to any single point of failure. Any backup power source required to meet those SOO redundancy requirements, to include providing backup power, generator interfaces and connections will be required to be provided by the successful offeror. Also per the SOO the Government will provide two 3-phase 480 VAC circuits derived from two 2,500 kVA transformers located adjacent to the GN2 plant site, however, the Government will not provide any emergency backup power to these circuits.

a. Industry Question: Recent reliability issues of power have given rise to bringing in mobile/backup generators for safety reasons during launch events. If the Contractor is going to be responsible for supporting the launch events, we need to be clear about who’s responsible for what? Is the Government asking the Contractor to engineer, design and install a connection point with one or two double-throw switches (as it appears to be stated in the RFQ) for an emergency backup generator?

GOVERNMENT RESPONSE: See above response to Question No. 2.

b. Industry Question: If the Government is NOT going to provide the backup generator, is the Contractor going to be responsible for a backup generator? The contract stipulates that the Contractor should have redundant resources to assure high quality reliability for supplying nitrogen to all events. Therefore if the Contractor is responsible, we prefer to deploy a permanently installed backup generator as opposed to renting, moving, installing, uninstalling and removing a portable unit.

GOVERNMENT RESPONSE: See above response to Question No. 2.

3. Industry Question: The initial statement states that the Government will provide two 3-phase 480 circuits derived from two 2,500 kVA transformers located adjacent to the GN2 plant. Is the Government still going to be responsible for providing reliable redundant electrical power to assure that both source 2,500 kVA transformers are continuously “live” at all times?

GOVERNMENT RESPONSE: The Government will provide reliable power to the two 3-phase 480 circuits and two 2,500 kVA transformers adjacent to the GN2 plant but will not be responsible for providing back up power.

B. The solicitation closing date is extended to August 23, 2013, 3:00 p.m. local time.
