1.0 Introduction
This updated Operation and Maintenance (O&M) Manual for the Defense Fuel Support Point (DFSP) Point Loma Remediation System at Naval Base Point Loma (NBPL), San Diego, California was prepared by CB&I Federal Services LLC (CB&I) for the Defense Logistics Agency, Installation Support for Energy (DLA Energy) under Environmental Response Contract Number SP0600-13-D-5354, Delivery Order 0004. The former Replacement Recovery System (RRS) and Tanks 63/85 Recovery System comprise the DFSP Point Loma Remediation System;
the Remediation System is located within and adjacent to the DFSP Point Loma fuel terminal, located in the northeast portion of NBPL (Figure 1).
This manual supersedes the previous O&M documentation for groundwater recovery and site remediation efforts at the DFSP Point Loma. There are two distinct groundwater and non-aqueous phase liquid (NAPL) recovery systems: the RRS and the Tanks 63/85 Recovery System which collectively make up the DFSP Point Loma Remediation System. The RRS was constructed to replace an interim groundwater/NAPL recovery operation and went online in 2007; with the addition of many of the components for the Tanks 63/85 Recovery System, the DFSP Point Loma Remediation System began operating in November 2014. The DFSP Point Loma Remediation System is in the process of being completed, and is expected to be fully operational by mid-2016. The locations of all installed system components are depicted in Figure 2.
This manual is organized as follows:
Section 1.0: presents a brief site background, a summary of the basis of design, and descriptions of each of the unique aspects of the site remediation systems. The various system components are then covered in detail by individual sections.
Section 2.0: describes the Replacement Recovery System
Section 3.0: presents the Tanks 63/85 Recovery System
Section 4.0: describes the Remediation System
Section 5.0: presents the latest information concerning the Groundwater Monitoring Program
Section 6.0: provides the citations referenced throughout this document.
Sections 2 through 4 contain specific, detailed information including component startup and shutdown procedures, routine O&M requirements, media sampling, an equipment list, and a spare parts list.
10.26.15 Revision 0 – October 2015 1-2
Appendix A contains all of the DFSP Point Loma Remediation System drawings.
Appendix B contains examples of the RRS Human Machine Interface (HMI) touch screens and background information on the Programmable Logic Controller (PLC).
Appendix C contains the site-specific data collection, inspection, and operation forms.
Appendix D contains the original equipment manufacturer (OEM) literature, including specifications, catalog cut-sheets, and operating manuals (vendor data) for the serviceable RRS components.
Appendix E contains the OEM literature, including specifications, catalog cut-sheets, and operating manuals (vendor data) for the serviceable components that make up remainder of the DFSP Point Loma Remediation System.
Appendix F contains the City of San Diego Industrial User’s Discharge Permit (IUDP) for the sewer connection 220 at the Remediation Process Compound, where treated water is discharged to the sanitary sewer.
Appendix G is a placeholder for future amendments to this O&M manual.
1.1 Site Background
DFSP Point Loma is managed and operated by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC), formerly the Fleet & Industrial Supply Center (FISC). DFSP Point Loma is one of several tenants located at NBPL.
DFSP Point Loma is one of several facilities within NBPL that occupies a portion of the Point Loma Peninsula in San Diego, California. Some of the other major facilities of NBPL include the Naval Submarine Base, the Fleet Naval Mine and Antisubmarine Warfare Command Complex, the Fleet Combat Training Center-Pacific, and the Space and Naval Warfare Systems Command (SPAWAR).
The DFSP Point Loma Fuel Terminal contained aboveground and underground bulk-fuel storage tanks (ASTs and USTs, respectively) constructed primarily between 1918 and 1954. Prior to 2003, the tanks located in the DFSP Point Loma Fuel Depot were interconnected by a network of large-diameter underground pipelines. The underground pipelines within the facility were subsequently removed or closed in place and replaced with aboveground piping. Underground piping on the east side of Rosecrans Street (DFSP Point Loma to Marine Corps Air Station Miramar pipeline) remains in service. All USTs, the former Fuel Oil Recovery facility (FOR), old ASTs, and all associated piping have been demolished at the DFSP Point Loma Fuel Terminal, including Tanks 63 and 85. Military construction (MILCON) project P-401 replaced

the existing storage tank systems with eight state-of-the-art ASTs, a new FOR plant, and associated infrastructure.
Several historic fuel releases from the former tanks and associated piping occurred and were investigated. In 2000, a release investigation performed in the area of former Tank 43. This investigation was subsequently extended northward to address documented, open regulatory cases. Groundwater monitoring wells were initially installed at NBPL in 1995 to monitor groundwater downgradient of the DFSP Point Loma Fuel Depot. In 2000, NAPL was detected in monitoring well FISC-MW02 and the Defense Energy Support Center (DESC) initiated the investigation work using a U.S. Army Corps of Engineers Rapid Response contract. In 2005, a multiple-tank site assessment was initiated by DESC under their environmental response contract (DESC, 2007a) and additional monitoring wells have since been installed across the DFSP Point Loma Fuel Depot and downgradient of the site to monitor water quality.
The sources and nature of the contaminants of potential concern (COPCs) at the site are petroleum hydrocarbons, primarily from diesel fuel, marine (DFM, NATO designation F76) and jet propellant 5 (JP5, NATO designation F44), as well as minor amounts of aviation gasoline (Avgas). The tanks and piping that released the fuels were cleaned and demolished or closed in place by the MILCON P-401 project and are no longer a source. Residual soil contamination exists between the tanks or pipelines that leaked while NAPL is present at the groundwater table.
The residual contamination held in the soil is not migrating; NAPL has the potential to migrate and diffuse into the groundwater if not remediated.
In an effort to prevent the migration of NAPL toward San Diego Bay, several interim-action pumping systems were installed in former observation/monitoring wells while the assessment work was performed. The first of these interim systems began operation in 2000 and was expanded to include the SPAWAR compound in 2003. During a multiple-tank assessment, the interim system was extended toward the northern boundary of NBPL. A second interim-action pumping system was installed farther north in 2006. Both systems utilized pneumatically-powered total fluid pumps in vertical extraction wells for removal of groundwater and NAPL to be processed at the FLC-operated FOR plant. A third interim-action recovery system was installed in the area of former Tank 63 in 2006. The interim Tank 63 system utilized pneumatic-powered skimmer pumps to recover NAPL on the groundwater. The interim-action recovery systems were dismantled after the RRS was designed and installed to make the former AST area available to the MILCON P-401 project.
1.2 Basis of Design
The following sections address the basis of design for the various systems.

1.2.1 Replacement Recovery System Basis of Design
The basis of design for the RRS was formulated following the comprehensive site assessment work that was completed to address remediation and containment of the NAPL and groundwater plumes (DESC, 2007a). The California Regional Water Quality Control Board – San Diego Region (Water Board) Basin Plan (Water Board, 1994) identifies removal of free product as the established groundwater remediation goal for areas where groundwater has no designated beneficial uses. The multiple-tank Corrective Action Plan (CAP) (DESC, 2007b) presented a comprehensive summary of the findings of site assessment and characterization activities for selected fuel storage tank locations, identified existing and potential receptors, proposed site-specific cleanup goals, presented a remedial technology feasibility study, and proposed a remedial plan. Both migration of the NAPL plume to the San Diego Bay via the groundwater and vapor migration above the plume were considered complete pathways that needed to be addressed. Applicable cleanup levels (ACLs) were determined for total petroleum hydrocarbons (TPH) and selected components (benzene, toluene, ethylbenzene, xylenes [BTEX] and naphthalene). The most appropriate ACLs are those representing impacts to San Diego Bay for NAPL, and human health as measured as vapor concentrations in the vapor probes. A feasibility study presented in the CAP selected preferred alternatives for removal of the NAPL and remediation of the residual, dissolved, and vapor phases. The appropriate alternatives were combined into potential corrective action strategies and compared to select the most appropriate strategy. The selected strategy for the initial remedial plan at the site incorporated the following technologies and response actions:
Continue existing interim measures (total fluids pumping wells and groundwater monitoring) until the long-term recovery system is installed and operational.
Install a trench drain system to remove total fluids and petroleum hydrocarbons to the extent possible. The trench drain system was installed in the secondary containment/storm water retention basin (former “moat”) west of Rosecrans Street.
Coordinate all actions within the footprint of the MILCON project, designated P-401, with the design engineers and project constructors.
Continue extracting total fluids from the wells east of Rosecrans Street in the SPAWAR parking lot.
Pump the total fluids removed from the trench and SPAWAR parking lot to the oil/water separator (OWS) treatment system.
Monitor for hydrocarbon thickness in the trench and dissolved components in the existing sentry wells.
Monitor soil vapor probes across the site and at the northern boundary.

Remedial alternatives were identified and evaluated, and the combination of an extraction trench, a single horizontal well (HW), and vertical wells were selected because of the high level of effectiveness, ease of implementation, and minimal disruptions to base operations over the long term. This alternative effectively controls migration of the plume and recovery of available
NAPL.
This combination of systems (collectively known as the RRS) was designed and installed to meet the following goals in 2008:
Contain the NAPL and dissolved-phase groundwater plumes to both prevent the product from migrating to the San Diego Bay, and to remove the source of dissolved phase contamination.
Reduce the dissolved COPC concentrations in the saturated zone and residual contaminant concentrations in the unsaturated zone to minimize the risk of migration to the San Diego Bay.
Minimize the risk to aboveground receptors from vapor phase migration.
The design and installation of the RRS system was performed in order to utilize existing equipment to reduce project lead time and costs. The new components of the RRS included the installation of a collection trench along the entire length of the former containment area “moat” west of Rosecrans, the installation of one horizontal extraction well (HW-01) in the SPAWAR parking area, and the installation of four vertical extraction (VEX) wells to utilize existing pumps at the northern boundary. The system continued to use three existing VEX wells with existing pumps, piping and the original recovery system in the SPAWAR parking area.
Building 604 was then utilized as the main collection compound for the RRS, which discharged to the former FOR plant (refer to Figure 3). In 2012, the original recovery system tank components were updated to become the transfer compound in the SPAWAR parking area, as detailed in Figure 4.
Collected water and NAPL are transferred across the site via underground and aboveground double-walled containment piping systems. The transfer piping utilizes a hard-wired float leak detection system that provides the location of the leak in the system piping vaults, an automated shutdown of applicable transfer pump(s), and notification to the system operator of the leak.
The RRS groundwater recovery facility at Building 604 includes an influent collection manifold piping system and the PLC system which manages the liquids from the various subsystems and directs further treatment and/or discharge. The groundwater recovery facility includes the reverse osmosis (RO) system, RRS discharge compound and site office, Building 604. The compound area is secured with perimeter fencing and lockable gates to prevent unauthorized access to the compound. The area within the building is used as a site office to store spare parts,

materials, portable equipment, interact with the PLC and computer system, and perform management and oversight activities.
1.2.2 Tank 63 and 85 Recovery System Basis of Design
The CAP prepared for Tanks 63 and 85 (DLA Energy, 2011) identified active removal of NAPL as the preferred alternative for remediation of a large NAPL plume located beneath the former Tank 63/85 area. Two types of NAPL are present beneath the site: a combination of DFM and JP5 (referred to herein as DFM/JP5 NAPL); and a mixture of AVGAS, DFM, and JP5 (referred to herein as “low flash” NAPL). The Tank 63/85 recovery system will support long-term remedial operations by extracting recoverable NAPL through horizontal wells. Active removal of the NAPL plume will be accomplished using four horizontal wells installed in 2011 to recover available NAPL from the subsurface. Three wells were drilled into the DFM/JP5 NAPL plume and one passes through the low flash NAPL plume. Each well is expected to process 5 to 10 gallons per minute (gpm) of NAPL and wastewater. NAPL is expected to comprise approximately 80 percent of the total liquid volume pumped. That percentage is anticipated to decline over time as the volume of recoverable NAPL declines. Reinjection of collected wastewater may eventually be required to enhance recovery. The wells are configured to allow the westernmost well to be used for reinjection of treated water. Piezometers have been installed to monitor recovery efforts and system performance, and to assess the need for water reinjection.
The three DFM/JP5 NAPL horizontal wells (HW-02, HW-03, and HW-04) were drilled from a common area on the north side of the DFSP Point Loma fuel terminal AST area to a common area near former USTs 86 and 87 in the south. At the southern location, wells HW-02, HW-03, and HW-04 are terminated at a manifold and plumbed to the recovery system process/treatment pad (Figure 2).
