Actively administering over $2.5 billion in natural gas, electricity, coal, renewable energy and Energy Savings Performance Contracts for over 200 customers (DoD and federal civilian) Major focus areas include:
Execution of renewable energy and energy conservation requirements utilizing power purchase agreements, ESPCs and looking at Utility Energy Service Contracts Execution of agreements for implementation of electricity demand response at federal facilities Continued support for renewable goals through purchase of renewable energy credits

Renewable Energy Supply Agreement for the provisioning, production, purchase and delivery of electricity generated by an off-site Renewable Energy Generation System for multiple installations in the PJM territory
Contractor procures/finances/installs/owns/operates/maintains the REGS Government purchases electricity at fixed price per kilowatt hour Government reserves the right not to award the contract

Term and Transactions Up to a 21 year renewable energy purchase (20-year generation/purchase term; 1 year construction period)
A series of four conventional electricity purchases, to be renewed prior to the end of each five year period

Firm fixed price per kWh; first year contract prices cannot exceed the Maximum Contract Unit Prices identified in the solicitations; up to a 2.0 percent escalation rate compounded annually considered REGS must be fully operational within one (1) year of contract award Proposed off-site location must be “new” and within the PJM territory

New is defined as a REGS that has never been placed in operation prior to the issuance of the Notice of Intent to Award. For REGS where increased capacity is being used, only the new increased capacity can be used to meet the requirements.
Annual Reconciliation As renewable generation may not meet the instantaneous demand of the Department of Navy’s installations on an hourly basis, an annual true-up period is authorized.

General Terms and Conditions outlined within the RFP Contractor-specific T&Cs can be submitted with the proposal for government’s review and consideration
Only the Contracting Officer can affect changes
Contracting Officer’s Representative Upon award, a COR will be appointed

Non-price evaluation factors are listed in descending order of importance. When combined, the non-price evaluation factors are approximately equal in importance as price.

WARFIGHTER SUPPORT STEWARDSHIP EXCELLENCE WORKFORCE DEVELOPMENT
Proposals shall cross reference Section C, Statement of Work, and their proposal.
All amendments must be signed and returned.
Any proposal, modification or revision received at the government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered.
