A. The closing date of 06 December 2024 at 10:00 AM Eastern Local Time for Solicitation SP3300- 25-Q-0013 remains the same.
B. The following questions are being answered, which have been received by the Contracting Office. The questions and answers are hereby incorporated into the Solicitation SP3300-25- Q-0013 and may become a part of any resultant contract.
1. Attachment 2, Performance Work Statement states the contract will conduct the following services to include maintenance and service: “…daily operations testing, cybersecurity support and artifacts, upgrades, patches, migrations, enhancements, inspection and corrective and preventive maintenance.” Is it the intent of this contract to have daily tasks performed on site by a qualified technician outside the quarterly maintenance and service tasks?
Answer: That is not the intent. They do the test among other things as part of the QTRLY preventive maintenance.
2. If it is not the intent, please confirm that FFP CLINs for Maintenance (0001, 1001, 2001, 3001, 4001) do not include daily operations testing, cybersecurity support and artifacts, upgrades, patches, migrations, and enhancements.
Answer: Daily operations testing is not included. Cybersecurity support and artifacts, upgrades, patches, migrations, and enhancements are included.
3. Attachment 1, Schedule of Supplies lists FFP CLINs for Maintenance (0001, 1001, 2001, 3001, 4001); are these CLINS pricing only for the quarterly maintenance of the items in Attachment 3 Equipment List tested IAW Attachment 5 Maintenance Task List?
Answer: The provided equipment list does not reflect all components which require support; only the ACS components are noted. IDS components, CCTV/VSS (once upgraded and added to the contract via modification) and Morse Watchman Key Pro systems will be required to be maintained via preventative maintenance.
4. Since proposal pages must be marked CUI as appropriate in accordance with solicitation instructions, can Contracting please provide a DoD SAFE link for the Offeror to securely submit files?
Answer: There is no requirement to use DoD Safe for this, these are not proposals these are quotes and can be emailed directly to the Contract Specialist.
5. Can DLA identify which CLIN the annual license costs for the Lenel license renewal should be included under?
Answer: CLIN X001 should cover this as this would be considered preventative maintenance which should include all required annual maintenance of equipment and any and all software license required for the equipment.
6. Can DLA provide the Lenel dongle number so that the annual license cost can be quoted accurately?
Answer: The dongle number of our system is: 21218
7. Can DLA confirm if the Lenel system resides on the DLA network and whether or not the contractor can provide the cybersecurity services remotely?
Answer: Our Lenel system computer is a stand-alone system and is not connected to any network.
8. Could DLA confirm the current status of cybersecurity activities for the existing Lenel system? Specifically, when was the last ACAS scan performed, and are there any unresolved items that will require contractor attention under the new contract?
Answer: Since out Lenel computer is a stand-alone, cybersecurity services was never provided.
9. Question : Is the IR in cell H1 a typo? If not, what is the intent?
Answer: Yes, it is a typo please disregard
10. Question: Cell G27 I believe correctly sums cells G22:G26. This suggests that cell C27 should read Base +4 not 3. What is the correct data for cell C27?
Answer: Cell C27 should state a Base & 4 years.
11. Question: There are formulas within cells F6, F12, & F18 for all Option Year tabs.
These formulas include suggested % rates of increase year to year. These rates vary in cells F6, F12, & F18 and they appear to go down as well from year to year. Are these formulas to stay exactly as they are, or can they be adjusted by the contractor in an appropriate manner?
Answer: You can remove the formulas in the cells and input your unit pricing.
12. Question: Throughout the Performance Work Statement the scope mentions ACS, IDS, MNS, VSS, and EKC. However, the Government-provided "Attachment 3
Equipment List" only includes ACS equipment. Will the Government remove all non-ACS technology requirements from the PWS?
Answer: The provided equipment list does not reflect all components which require support; only the ACS components are noted. IDS components, CCTV/VSS and Morse Watchman Key Pro systems also exist at the site.
13. Question: In the solicitation under File I past performance evaluation. In this section it requires past performance to include other technology like video. Will the Government remove these requirements for the past performance file due to lack of relevance?
Answer: The requirement for video does exist with the CCTV/VSS equipment.
14. Question: The Government's response to the above questions provides a potential that the PWS and solicitation requirements will change drastically. If so, will the Government consider an extension to allow all contractors to adjust to these changes?
Answer: If more time is needed the solicitation will be extended.
15. In the Performance Work Statement. If the Government will not remove all non-ACS technology requirements from the PWS, will it provide a Bill Of Material that includes the missing equipment?
Answer: once upgraded and added to the contract via modification
