The purpose of this amendment is to answer vendor submitted questions:
A. The closing date of 15 April 2022 at 10:00am Eastern Local time for Request for Quote (RFQ) SP3300-22-Q-0048 has been extended to 29 April 2022 at 10:00 am Eastern Standard Local time.
B. The questions and answers are hereby incorporated into the Request for Quotation (RFQ) SP3300-22-0048 and may become part of any resultant contract.
C. To add the 2020-2024 Collective Bargaining Agreement and Special Plan Rates.
Questions and Answers:
1. If there is a current contract, how many FTEs are there, including Project Managers and Quality Control Managers?
ANSWER: The number of FTE’s is not being provided as this is a Performance Work Statement (PWS) and the vendor is responsible for determining the number of FTE’s required to perform the services.
2. Have there been any changes (additions or removal) in this PWS?
ANSWER: Whether or not there have been changes or additions to the PWS for the previous contract, the vendor is responsible for reviewing the current PWS to perform the services.
3. In supplies list description & Usage is it Annually and or Monthly ?
Answer: Solicitation Attachments PWS 6 and PWS 7
4. Are offerors required to submit completed PWS attachments 6 and 7 with the proposal?
If so, which volume of the proposal should this data be included with?
ANSWER: Yes. Technical Approach.
5. Does the total square footage of the solicitation exceed the total square footage of the current contract?

6. Since employee POV’s cannot be used in the performance of this contract, will charging stations for contractor owned electric vehicles be available?

10.A CBA and WD were attached to this solicitation. Will the government confirm which document is to be used for this solicitation?
Answer: The CBA takes precedence over the Wage Determination.
11.The H&W rate in the CBA is listed as “TBD” for 2022. Can the government provide the H&W rate for 2022?
Answer: Addendum A of 2020-2024 Collective Bargaining Agreement and Special Plan Rates provided with Amendment 00002.
12. The attached WD references 11 federal holidays. The PWS and CBA reference 10. Can the government please confirm 11 federal holidays is the correct number of federal holidays?
Answer: There are 11 federal holidays. PWS Section C-13.1 Holidays should also list Juneteenth Day.
13. Can we have a list of companies and their representatives attending the site visit?
Answer: See Attachment named Site Visit sign up sheet.
14. How many square feet is in the Contractors Office, and Storage Area?
Answer: Approx 900 SQ feet
15. How many desks and chairs are provided for the Contractor?
ANSWER: 2 desks, several chairs
16. Does the Contractor and employees have the use of the kitchens and break areas?
Answer: Breakroom is available.
17. Does Contractor Clean the Microwaves, and Refrigerators in the Break rooms?
ANSWER: Microwaves are cleaned in the breakroom’s exterior only. Cafeteria (Bldg. 100 & 16) microwaves are cleaned interior and exterior.
18. Does Contractor provide cleaning in the Dining Room and Kitchen operated by the MWR Building 100.
Answer: Yes
19. Please clarify if you need actual Resumes on everyone scheduled to be involved in the project from Management to staff or is an overview of their work experience and qualifications sufficient?
Answer: Yes. Resumes are required for Key Personnel.
20. Do you need actual copies of their educational certificates – e.g. College diplomas, Technical Certificates, etc. – sufficient?
Answer: No
21. If actual resumes are required should they be attached to the management capability file along with each individuals certifications and graduation certificates?
Answer: Yes
22. In the management staffing section where we give a bio of their experience, do we need to indicate at the end of each person’s bio “PERSONALLY IDENTIFIABLE INFORMATION (PII) SAFEGUARD IAW DOD PRIVACY PROGRAM AND PRIVACY ACT OF 1974” of would insertion of this as a notation at the bottom of relevant pages be sufficient?
Answer: Bottom of each page is sufficient
23. PWS 2.1.3.1 The Section designates the Medical Building as Bldg # 235, however PWS Attachment 1 “1 shift” tab designates BLDG # 235 as the Public Safety Center and the “Clinical” tab designates BLDG # 235 as the Medical Center. Which of these is correct?
Answer: Both Safety Center and Clinical/Medical Center are there (Clinical/Medical are one in the same).
24. PWS 3.2.2 Janitorial Closets – Can the government provide us with the buildings that have janitorial closets and the number within each building?
Answer: Each building/Whse. Has at least one (1) individual janitorial closed with a locking door.
25. PWS 3.4.B Category 2 Cleaning - Is this service to be provided to all buildings daily (5 times per week) until notified differently, if not what is the frequency of service to be provided?
Answer: Refer to PWS Attachment 1 – Building Square Foot Breakdown List.
26. PWS 3.4 / Attachment 1 Schedule of Services - In the Schedule of services CLIN 0012 is for 12 months regardless of the number of buildings or square footage one may have to do, especially under Category 3 of this requirement. The contractor may have to clean 1000 sqft or 100,000 sqft under this requirement so fair pricing to either party cannot be done. In paragraph 14 of the Notice to Offer there is mention of the Government wanting innovative ways to reduce pricing. If the government changed this requirement to a cost per 1000 sq feet for each of the categories, this would be the most cost-effective way to structurally price this requirement. Could this requirement be changed to a per square foot price instead of a fixed monthly price?
Answer: Not For this Requirement.
27. Neither the PWS nor Attachment 6 lists periodical burnishing (buffing) of the waxed floor surfaces.
Is this a requirement or is just stripping and waxing required?
Answer: All three are required (Stripping/Waxing/Buffing).
28. What type of hand sanitizer is currently being used and what size are the refills?
Answer: Smart-san (1250.50ml spray) & Purell Gel 33.8 oz. gel
29. PWS 10.2.1 Shift Hours - This section allows for 2 shifts to work. However Attachment 6 seems to require all areas designated as “ Basic Cleaning” be done during the 1st shift. Other than the CDC requirement can you please clarify the 1st shift staffing requirements, or what requirements can be done on 2nd shift?
Answer: Refer to PWS Attachment 1 – Building Square Foot Breakdown List. Additionally, Carpet Shampooing and Stripping and Waxing Floors are frequently done on 2nd shift. These services shall be coordinated between the Contractor and the COR to fulfill the terms of the contract.
30.. Will parking spaces be provided for parking of the contractor’s vehicles that are used specifically for this contract during non-working hours?
Answer: Yes.
31. As per the CBA Agreement (Attachment 6) the H and W pay for the 2022 and 2023 are listed as TBD.
What is the H and W for 2022 and 2023?
Answer: Please see Addendum A of 2020-2024 Collective Bargaining Agreement and Special Plan Rates provided with Amendment 00002.
32. As per the CBA Agreement the wage is only through 10/01/2023. Will an REA be honored if needed for increased wage amounts after 10/1/2023.

33.As per the CBA the pension applicable amount is not listed, the pension amount listed expired 09/30/21. What is the current pension amount?
Answer: Please see Addendum A of 2020-2024 Collective Bargaining Agreement and Special Plan Rates provided with Amendment 00002.
34. Are we to assume of 3% increase for wages after 10/1/2023 in bidding this project, if not how do we have a wage that all are bidding on?
Answer: Current CBA reflects a percentage change of 3.06% for Oct 2021 to Oct 2022 and a 2.97% increase for Oct 2022 to Oct 2023 for Floor Janitor Wages.
35. In the “Instructions to the Offer” E-File 1 / TAB 2 (d) PWS Attachment 1.4 – Sample Schedule is mentioned, we are not able to find this attachment. Can the government tell us where this attachment is or post the PWS Attachment 1.4?
Answer: See Attached PWS Attachment 1.4.
36. PWS Attachment 3 and PWS Attachment 6 list the Basic Cleaning as 3 days per week and PWS Attachment 1 list the Basic Cleaning as MON – FRI. Can you please clarify?
Answer: Basic Cleaning is 3-days per week
