C-1 SCOPE OF WORK

A. The Contractor shall provide all management, tools, supplies, vehicles, transportation, equipment, labor, and applicable licenses, permits, and/or certificates necessary to perform custodial services in approximately 42 buildings located at Defense Depot San Joaquin (DDJC), Tracy.

1. Tracy Depot is 448 acres and is located two miles southeast of Tracy, California.

Janitorial services are required to be provided for approximately 20 warehouses and 22 other buildings, approximately 441,386 SF of this area.

B. The Contractor shall incur all costs associated with the performance of this effort.

These costs include, but are not limited to, the cost of fuel, preventative maintenance and repair of their own equipment, preventative maintenance and repair of vehicles, and building to building travel of employees. The square footage quantity for the installation may vary as much as a net change of +/- 1,000 square feet without requiring a contract modification to adjust the contract price applicable to Custodial Services under CLIN X001. Services shall be performed in accordance with standard commercial cleaning practices. Cleaning services provided shall include a full range of custodial care. This is inclusive of, but not limited to, the following: vacuuming, sweeping, mopping, trash removal, emptying and cleaning public ash trays/urns, washing interior/exterior windows, dusting, disinfecting, descaling, shampooing carpet, stripping and waxing floors, cleaning water fountains, cleaning mirrors and glass, cleaning entryways and mats, cleaning stairways, spot cleaning, metal polishing (i.e., examples include, but are not limited to, water fountains, faucet fixtures), stocking supplies in restrooms and break areas, sanitizing restrooms, and removing cob webs.

C. In addition to all of the cleaning services, the Contractor shall perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to, removing and/or cleaning smudges, fingerprints, marks, streaks, and spills from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil. The majority of services will be performed indoors; however applicable tasks will be performed outdoors.

D. The Contractor shall provide cleaning services in strict compliance with the performance standards in the contract. All commercial cleaning standards, as well as all local, State, and Federal regulations and laws apply.

E. This is a non-personnel services requirement. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.

1.1 CERTIFICATION and TRAINING REQUIREMENTS

1.1.1 International Sanitary Supply Association (ISSA) Cleaning Industry Management Standard – Green Building (CIMS-GB) or Equivalent.

A. The Contractor shall either possess a current ISSA CIMS-GB certification or equivalent, or shall have the capability to obtain an ISSA CIMS-GB certification or equivalent within 180 days of the contract’s start date. The supporting documentation shall be of substantive, objective evidence (e.g., certification, letter from ISSA) that the offeror is currently ISSA CIMS-GB certified or will be ISSA CIMS-GB certified within contractual timeframe. The Contractor shall maintain ISSA CIMS-GB certification or equivalent throughout the contract period.

B. If a Contractor proposes an equivalent certification, the Contractor shall provide a certified copy of the equivalent certification and provide supporting documentation that the equivalent certification, at a minimum meets the voluntary consensus standards (VCS) of the ISSA CIMS-GB certification. The supporting documentation shall be substantive, objective evidence (e.g., letter from ISSA) demonstrating equivalency to the ISSA CIMS-GB certification.

C. If a Contractor is awaiting a proposed equivalent certification, the Contractor shall provide supporting documentation demonstrating equivalency to the ISSA CIMS-GB certification and supporting documentation that the Contractor will be equivalent certified within 180 days of the contract’s start date. The supporting documentation shall be substantive, objective evidence (e.g., letter from ISSA) demonstrating equivalency to the ISSA CIMS-GB certification and substantive, objective evidence (e.g., letter from the proposed equivalent certifier) that the Contractor will be equivalent certified within contractual timeframe.

D. ISSA CIMS-GB certification is acceptable as a quality management standard;

however, if not CIMS-GB certified, the Contractor shall be ISO 9001:2015 certified or ISO 9001:2015 conformed. If a Contractor is not ISO 9001:2015 or ISSA CIMS- GB certified, the offeror shall demonstrate conformity with the requirements of ISO 9001:2015. To demonstrate conformity, the firm shall provide written, objective evidence of the firm’s effective implementation of its quality management standard that unequivocally demonstrates conformity with the requirements of ISO 9001:2015.

The Contractor shall maintain ISSA CIMS-GB certification, ISO 9001:2015 certification, or ISO 9001:2015 conformity throughout the contract period.

1.2 Training Requirements

The Contractor shall keep a record of training for each employee on file and made available to KO or COR when requested. Records shall be retained for at least one (1) review cycle or as designated by the KO or COR.

C-2 DESCRIPTION OF SERVICES

2.1 Levels of Cleaning Services

Levels of Cleaning Services, as identified in this Performance Work Statement (PWS), are described below. Building locations, square footage (SF), and cleaning levels of each area are found in Attachments 1. A definition of each cleaning service level is provided below. The Contractor shall assume the responsibility for meeting the minimum Acceptable Performance Levels (APLs) as specified in Attachment 3 upon full performance.

2.1.1 Basic Cleaning Service

These areas require regular/routine cleaning of all visible dust, dirt, soil, scuff marks, and debris from surfaces, fixtures, tables, walls, floors and carpets on a daily basis due to regular traffic volume. These areas shall include all designated buildings unless otherwise noted in a separate cleaning level below.

2.1.1.1 Fitness Centers Building 18 and 103

Due to the special nature of the Fitness Centers (Building 18 and 103), additional cleaning is required to maintain the appropriate level of cleanliness and sanitation.

The Fitness Center will require service six (6) days a week, excluding Federal holidays. The following tasks shall be performed by the Contractor in the Fitness Center in accordance with this PWS:

• Floor shall be dry mopped daily and damp mopped weekly.

• Safety mats shall be kept clean.

• Clean wood floors to be free from dust, debris, perspiration, salt and oils.

• Clean, sweep, and mop black mats in gym area.

• Restock restroom supplies.

• Dust the exterior of all lockers.

• Dust ceiling vents that are less than 10 feet high and report any rust to the

Contracting Officer’s Representative (COR).

2.1.1.2 Fitness Center Spot Cleaning

Walls and doors in the following Fitness Center areas shall be spot cleaned by the Contractor from the floor up to 8 feet:

• Hallways, lobbies, issue counters, aerobics room, restrooms, and exercise rooms. There shall be no traces of film, streaks, dirt smudges, mold, or foreign matter.

• It is incumbent upon the Contractor to monitor the condition of these areas and ascertain the need for spot cleaning as the need arises.

2.1.2 Prestige Cleaning Service

These areas require regularly scheduled intense cleaning of surfaces and floors regardless of whether dirt, soil and/or debris are visible or not. The Contractor shall clean the following two (2) areas to the Prestige Cleaning Service level are:

• Building 100 - Commander Suite Room 3

• Building 100 - Director Office Room 8A

2.1.3 Clinical Level Cleaning Service

These areas require the removal of all dirt and soil, including bacteria, from all surfaces. The Medical Clinic (235) and the Child Development Center (CDC) (Building 32) require Clinical Level Cleaning Services which is the highest level of cleanliness in the interests of public health and sanitation. The Contractor shall store No chemical cleaning supplies in the CDC.

2.1.3.1 Medical Clinic (Building 235)

A. The Medical Clinic shall be maintained to clinical cleaning standards. This includes restrooms, examination rooms, waiting rooms, labs, hallways, and office areas. The following tasks shall be accomplished daily by the Contractor:

• Interior glass free of: dirt, smudges, streaks, watermarks, spots, grime.

• Tile floors swept and mopped daily.

• Carpeted areas vacuumed daily.

• Walls free of streaks, spots, dirt, smudges.

B. Interior glass includes partitions, door partitions, filing cases, clocks, bookcases, and any other apparent glass equipment for furniture. Both sides shall be thoroughly cleaned by the Contractor.

2.1.3.2. One On-Site Daytime Custodian CDC (Building 32)

In the interest of public health and sanitation, one (1) on-site custodial person is required during regular hours of CDC (Building 32) operation, 6:00 AM – 5:30 PM, Monday thru Friday. The on-site custodial person shall attend to daily sanitation issues and clean areas as necessary. Necessary tasks are defined below and services shall be provided to a Clinical Level Cleaning Service. There are specific security requirements for this one (1) on-site custodian which are addressed in the Security Requirements, Section C-14.

The Daytime Custodian at the CDC shall carry out the following tasks:

• Empty trash cans and diaper pails from each classroom at a minimum of twice daily, cleaning and sanitizing them

• Clean up activity room after intense activities

• Clean door jams monthly

• Dusting and wiping all vision panels

• Dusting and wiping down children's cubbies

• Sweeping classroom floors of all debris from meals

• Refilling all soap and paper towel dispensers

• Spot cleaning children's toilets as needed

• Wiping down children's chairs and furniture

• Keeping furniture free from foods and grime

• Wiping/washing the table tops, counter tops and other surfaces

• Clean up spills, vomit and fecal accidents when alerted that they have occurred

• Check adult bathrooms for spot cleaning

• Spot clean (with soap and water) any spills on children's carpets

• Sweep infant rooms as needed for dirt tracked onto floors with crawling infants

• Disinfecting cot and toys in the isolation room and adjacent bathroom after each ill child departs

• Sanitize rooms when child is known to have a contagious illness

• Sweep up any sand or debris tracked by the children into the facility from outdoor play

• Clean and sanitize infant room cribs

• Clean and sanitize cots once a week (Friday)

2.1.3.3 Sanitation

The only cleaning supplies allowed for use during the hours children are present in the facility are soap, water and bleach. No toxic products, aerosol cans and combustible products can be allowed for use in the presence of children. Items and surfaces require sanitizing to reduce the number of germs on a surface to a level that is unlikely to transmit disease. Household bleach and water mixture (2oz/gal), or one of a variety of EPA approved industrial products, can be used to sanitize the CDC, equipment, and toys. Bleach shall meet the other Government requirements indicated in the PWS for chemicals utilized on the contract by the Contractor. The Contractor shall provide all required information to the COR, as it would for any other chemical, pursuant to the terms and conditions of the contract.

C-3 GENERAL CLEANING and DISINFECTION A. Administrative areas include office areas, hallways, restrooms, stairs, locker rooms, break areas, labs, building entrances, elevators, janitor rooms/closets, and water cooler areas. The Contractor shall clean all areas regardless of end user’s preference.

The Contractor shall ensure that all hazardous conditions (i.e., wet floor) which result from custodial operations are properly marked. These areas are subject to the Levels of Cleaning Services as defined in Section C-2.1.

B. The Contractor shall immediately notify the COR of any circumstances or situations in need of repair or that may affect performance of contract work, present unsafe or unhealthy condition, or cause any delays or interference of work by employees of the Contractor. Examples include, but are not limited to, broken soap dispensers, mirrors, urinals, toilets, paper towel holders, drains, faucets etc.

3.1 General Area Cleaning

3.1.1 Floor Cleaning

Floor coverings are subject to change during the life of the contract. Floor cleaning shall be completed regardless of the change in floor covering type. The definition of floor is all encompassing, regardless of the use of the area (for example: carpeted office versus tiled, ceramic, restroom). Floors include walking surfaces of the previously stated administrative areas that, due to regular traffic volume, accumulate dirt on surfaces. All floor areas shall be cleaned, including under any reasonably movable items such as floor mats, trash cans, chairs, etc.

3.1.1.1 Uncarpeted Flooring

A. Uncarpeted floors shall be swept, mopped (dust mopped and/or damp mopped, depending on floor type), by the Contractor to ensure they are free of dirt, soil, debris, dust, scuff marks, heel marks, gum, and other foreign matter to include under floor mats. Contractor shall furnish and post portable warning signs to place in the restroom doorways, and wet floor signs when stripping, waxing, and/or carpeting shampooing services are being performed and until all surfaces are dry. Baseboards and corners shall also be cleaned. All floor maintenance solutions shall be removed from baseboards, furniture, and trash receptacles. Chairs, trash receptacles, floor mats, and other moveable items shall be moved by the Contractor to maintain floors underneath these items. All moved items shall be returned to their original and proper position by the Contractor.

B. During inclement weather, the Contractor shall mop or wipe areas tracked with water, mud, dirt, etc., from stairs, corridors, vestibules and entryways as necessary to prevent slipping. The Contractor shall remove walk-off mat(s) to clean surfaces underneath and replace walk-off mats to their original positions. Clean mop water shall be used constantly and consistently to bring uncarpeted flooring surfaces to appropriate cleaning service level. Dirty mop water shall be changed regularly and as necessary to avoid further dirtying of area. Dirty mop water shall be disposed of in a sanitary sewer system such as inside sinks, drains, floor drains, and janitor closets drains. Dirty mop water shall not be disposed of outside on grounds, roads, walkways, streets, gravel, docks, or in storm sewer system drains. Raised floors in

C - 13 computer rooms shall be dry vacuumed, swept, and damp mopped only. No wet mopping or waxing shall be done on these raised floors in the computer rooms.

3.1.1.2 Carpeted Flooring

All carpeted areas shall be vacuumed to be free of all visible dirt, debris, litter, and other foreign matter to include under floor mats. All tears, burns, and raveling shall be brought to the attention of the COR. Minor spots, not to exceed four square feet (24”x24”), found on carpeted areas shall be treated. If possible, they shall be completely removed by commercially accepted carpet/stain removal methods as soon as noticed during the performance of the designated cleaning service level. There shall be no evidence of fuzzing caused by harsh rubbing or brushing. Carpet shampooing schedules shall be coordinated between the Contractor and the COR to fulfill the terms of the contract.

3.1.1.3 Entrance and Interior Floor Mats

Contractor shall clean entrance and interior floor mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location as soon as possible after cleaning. These mats shall be maintained by the Contractor, to maintain a clean uniform appearance utilizing commercially acceptable standards.

3.1.1.4 Stairs and Stairwells (Interior and Exterior)

All stair and stairwell surfaces shall be cleaned as appropriate for floor covering as defined in Section C-3.1.1.1 and Section C-3.1.1.2 on floor cleaning. In addition, grease and grime shall be removed from stair guards, handrails, and baseboards. The Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls to maintain a clean, uniform appearance.

3.1.2 Trash Removal

Trash removal includes interior and exterior removal of trash. Trash receptacles shall be emptied by the Contractor and discarded trash in trash liners shall be disposed of in designated building garbage dumpsters provided by the Government. Trash liners containing waste/discarded material shall not lie on floor surfaces for convenience of Contractor. All trash bags containing wastes shall be placed in mobile/portable poly garbage bins or containers and ultimately disposed of in the designated building dumpsters. Approximate locations of trash and cardboard dumpsters are depicted in Attachment 2.A.

3.1.2.1 Interior Trash Removal

The Contractor shall empty all trash receptacles in areas designated in Attachment 1, to include interior office areas and adjoining hall ways. Contractor shall empty all recyclable containers located in office areas and dispose of recyclable material in red roll off dumpsters located throughout the depot. The Contractor shall clean and

C - 14 disinfect trash receptacles and replace soiled or torn bags/liners with new ones. All trash receptacles shall be emptied, wiped clean and returned to their original locations. Plastic liners shall be installed in all containers. Liners shall be replaced as necessary to maintain sanitary conditions and clean appearance. All solid waste generated in the building shall be collected and removed to trash receptacles designated by the Government. The Contractor shall immediately pick up any trash that may fall on to facility grounds during removal of collected trash and place in the designated collection containers.

3.1.2.2 Exterior Trash Removal

All trash receptacles, to include exterior trash receptacles adjacent to entrance doors located at building 100 and court yard, shall be emptied and returned to their original location by the Contractor. Trash receptacles shall be left clean, free of foreign matter, and free of odors. The trash shall be deposited in the nearest outside trash collection container assigned to the building in which the trash was removed.

Approximate locations of the exterior trash receptacles are depicted in Attachments 2.A Tracy.

3.1.3 Empty and Clean Public Ashtrays/Urns

The Contractor shall empty all public ashtrays and urns in the approved designated smoking areas. All discarded smoking material (cigarette butts, cigar butts, matches, etc.) shall be removed from the ashtrays/urns and the ashtrays/urns wiped so that they are free of dust, dirt, ashes, odors, tar, streaks, nicotine stains, and spots. The Contractor shall wipe the ashtrays/urns at the same time as removing discarded material. Any sand in ashtrays/urns shall be cleaned and the sand sifted for discarded smoking material. Fresh sand shall be added by the Contractor as required. Sand shall be replaced once it is soiled beyond use. Sand shall be provided by the Contractor. Once ashtrays/urns are clean, the Contractor shall take measures to minimize odor. Discarded smoking material shall be thoroughly soaked in water prior to disposal. This service shall be performed at all outside designated smoking areas. Approximate locations of the smoking areas with ashtrays/urns are depicted in Attachment 2 B.

3.1.4 Building Entrances

Building entrances are defined as the entrances that are used by the majority of traffic. The numbers of entrances and square footage are designated in Attachment 1.

3.1.4.1 Building Entrances

The Contractor shall clean entrances, sidewalks belonging to the entrances, stairways, ramps and landings. These areas shall be swept and/or mopped to remove debris.

Appropriate caution signs shall be posted as required. Work shall include removal of all debris within entrances that have a radius of ten (10) feet. Clean-up area shall be measured from building foundations to ten (10) feet outside perimeter. The entire

C - 15 area depicted shall be kept free of all debris. Entrances, landings, stairways, and walkways shall be swept and/or mopped to remove debris. Entrance cleaning does not include any grounds maintenance tasks.

3.1.5 Low Dusting

The Contractor shall perform low dusting to result in all dust, lint, litter, cob webs, and dry soil removed from vertical and horizontal surfaces. Materials used for dusting shall not cause scratches, abrasions, or defacement of any surface. Waxes, varnishes or stains will not be allowed. The Contractor shall prevent the escape of dust from feather dusters or dusting cloths. There shall be no dust streaks. Corners, (heat and air conditioner vents, exterior surface only), crevices, moldings, light fixtures, and ledges shall be free of all dust. There shall be no oils, spots or smudges on dusted surfaces caused by dusting tools. Vinyl Formica and glass tops shall be cleaned. Bottle and cup rings and any other spillage shall be removed as they are discovered. Services do not include the dusting of employee’s desk tops, but shall include the dusting of cabinet and cubicle tops. Conference room tables, training room tables and all other types of tables shall be cleaned, dusted and polished. If a table has a glass top, service is limited to the cleaning, dusting and polishing of the glass top. At no time shall the glass topper be lifted by the Contractor and the table underneath cleaned, dusted or polished. Window sills, Venetian blinds, coat racks, ledges, baseboards, shelves and fan coil units shall be hand dusted using treated cloth.

Overhead equipment such as light fixtures, air grilles, diffusers, etc., shall be free of dirt, dust, insects, and cobwebs. The Contractor shall not open any light fixture to clean inside the light fixture. The Contractor shall not attempt to clean any overhead fire sprinkler heads. Artificial plants/flowers located in waiting rooms, executive offices, legal counsel, etc. shall be hand dusted.

3.1.6 Elevators

The Contractor shall clean two (2) elevators include cleaning all surfaces in the interior and exterior of the car, including door tracks. Clean exterior surfaces of all doors and frames. Damp mop tile floor or sweep carpet. All vertical and horizontal surfaces shall be clean and free of dirt and dust. Surfaces shall be clean and free of finger marks and smudges. Elevators shall be included in semi-annual carpet/tile floor cleaning, depending on floor material.

3.1.7 Hand Sanitizers

The Contractor shall ensure that hand sanitizer dispensers are cleaned on a daily basis and stocked as needed. The locations of the hand sanitizer dispenser are in every restroom and gym area as indicated on Attachment 5. The Contractor shall provide hand sanitizer refill cartridges that are compatible with the existing dispensers. The Contractor shall provide batteries for the hand sanitizer as required for the existing dispensers. Cleaning shall include all vertical and horizontal surfaces of the dispensers, mounting pedestals, surrounding walls and floors. Dispensers, walls and floors shall be clean and free of dust, dirt, and sanitizer residue.

3.2 Disinfecting Cleaning

Disinfection areas shall include restrooms, locker rooms, showers, saunas, janitor closets, water cooler areas, cafeteria tables and chairs, cafeteria floors, and break rooms.

3.2.1 Restrooms and Locker Rooms

3.2.1.1 Clean and Disinfect

A. The Contractor shall completely clean and disinfect all surfaces six feet and below to include: sinks, toilet bowls, toilet seats, urinals (utilize urinal cakes and replace as necessary), lavatories, showers, shower mats, dispensers, plumbing fixtures, saunas, partitions, stalls, dispensers, sanitary napkin receptacles, doors (including the handle, kick plates, and push plates), walls, counter tops, vanities, mirrors, front of lockers, waste receptacles, and other such surfaces, using an pharmacy approved germicidal detergent. After cleaning, receptacles shall be free of deposits, dirt, streaks, and odors.

Mirrors shall be clean and free of dirt, dust, streaks and spots. Floor drains shall be flushed out as required to prevent odor or germ buildup.

B. There shall be no dust, spots, stains, rust, green mold, encrustation, or excessive moisture. All graffiti shall be removed where possible. Descaling shall be performed as required to keep areas free of scale, soap films, stains, rust, and other deposit build up.

3.2.1.2 Maintenance of Restroom Floors

The entire floor surface (inclusive of grout), shall be maintained by the Contractor in a condition free from litter, dirt, dust, and debris after they have been swept and mopped by the Contractor. Grout on wall and floor tiles shall be free of dirt, scum, mildew, and residue. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water.

Moveable items shall be moved to sweep and damp mop underneath. All items moved shall be replaced to original location by the Contractor.

3.2.1.3 Stock/Replenish Restroom Supplies

The Contractor shall ensure restrooms are stocked to meet customer needs at all times. In facilities or stalls without dispensers, a sufficient amount of supplies shall be set out in an appropriate location for occupants to use.

3.2.1.4 Supplies

Restroom supplies shall consist of, but not limited to, two ply toilet paper, paper towels, toilet seat covers, and hand soap. Replenishing supplies during cleaning service period is included in the Contractor’s responsibilities. There are several types of dispensers (single-, double-, and tri-fold paper towel dispensers as well as soap dispensers). The Contractor shall be responsible to ensure the proper product is

C - 17 inserted into the correct dispenser. All supply packaging shall be compatible with existing dispensers. Bar soap is not acceptable.

3.2.1.4.1 Estimated Quantity of Materials/Supplies

Provided below, for informational purposes only, are the estimated quantities of expendable supplies used annually (unless otherwise noted). These quantities reflect historical usage of the past year and are not to be considered by the Contractor as the quantities of expendable supplies necessary to support this contract. The expendable supplies and corresponding estimated quantities are listed below. This contract requires the Contractor to furnish all expendable supplies and maintain dispensers. In the event of a reduction in service for this contract, the quantities of supplies required will be reduced. This list is not meant to be inclusive of what may be required to support this contract.

3.2.1.4.2 Delivery of Supplies

All Contractor deliveries shall enter the installation through the Primary entrance for Tracy using Truck Gate bldg. 120, 25600 S Chrisman Road Tracy CA. To help avoid delays at the entrance, all deliveries should be scheduled after 8:00AM whenever possible. The Contractor shall follow the following procedure for all deliveries:

• Complete the Contractor’s Delivery Notification form. The COR will provide this form.

• Fax the completed Contractor’s Delivery Notification form to Pass & ID at

209-839-4292 and the COR at 209-839-4547 a minimum of one day prior to delivery.

• When the delivery truck arrives at Tracy, the security personnel will contact the delivery point of contact (POC) identified on the notification form. The POC will be required to escort the delivery truck from the entry point.

• After delivery is completed, the delivery truck shall be escorted back to the same entry point.

3.2.2 Janitor Closets

Janitor's closets and/or storage spaces are available at various locations throughout the buildings, where considered feasible by the Government. Not all facilities will have a janitor’s closet. As such, the Contractor shall be required to tote all supplies and equipment each time service is required in a building/facility where no janitor closet is located. The closets and the stored supplies/equipment shall be kept clean and in an orderly manner by the Contractor. It is the Contractor’s responsibility to maintain these areas to the same standards as the PWS directs for other areas in the building. All storage spaces and closets shall be kept locked at all times. The Janitor Closets are designated as Government Facilities (GF) for this contract. All locked GF will require Government access and the Contractor shall use Government approved

C - 19 keyed locks. As such, the janitor closets are subject to all mandates of the GF stated in Section C-5. The Contractor shall not store flammable materials in closets with gas fired water heaters.

3.2.3 Water Fountain Areas

The Contractor shall clean and disinfect all polished metal surfaces, including the faucet, knobs, orifices and drain, as well as outer surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.

The floor area immediately surrounding all water cooler located inside and out shall be cleaned.

3.2.4 Break Rooms

Buildings that have inside break areas that are equipped with sinks shall be kept clean by the Contractor and supplied with hand soap and paper towels at the same frequency as restroom areas located in the same facility. If no dispensers are available in the break area, the supplies shall be placed on top of the counter. Break room floors shall be cleaned per the flooring type. The sink shall be cleaned in like manner as a sink in a restroom. If the sink is filled with personal items such as dishes or cups, the Contractor is not required to clean these items or the sink. All tables and chairs in the break rooms and cafeterias are included in the cleaning services provided.

3.3 Bulk Warehouse Cleaning

Bulk warehouse cleaning by the Contractor shall include general cleaning on a continuous daily basis (utilizing .5 FTE) in various warehouses on the installation.

The first warehouse to be cleaned will be Building 6 Tracy. The majority of the floor surfaces under this task are uncarpeted and are meant to be swept and/or vacuumed.

Areas to be cleaned shall be areas such as, but not limited to, pedestrian walkways, base of walls, corners, wall surfaces up to ten (10) feet, safety guard rail surfaces, and other areas of high dirt build up. This is cleaning that is meant to be done from the floor without the use of ladders or stepstools. Once the warehouse 6 is cleaned, the Contractor shall coordinate with the COR to determine the next warehouse to be cleaned. The same cleaning requirements identified in this paragraph apply to any and all other warehouses that are designated for Bulk Warehouse Cleaning.

3.4 COVID-19 CLEANINGS

A. The duration of these cleanings is to last only for the duration of the COVID-19 National

Emergency.

B. General Cleaning Category 2: The contractor shall clean all visibly dirty surfaces using general detergents or cleaning products compatible with the surface materials being cleaned and in accordance with directions provided by the product manufacturer. The contractor shall wipe down all solid, high contact surfaces using a disinfectant from the EPA-registered list of products identified as effective against Novel Coronavirus SARS-CoV-2 (see list), or other

C - 20 product containing the same active ingredient(s) at the same or greater concentration than those on the list. Contractor shall use the product in accordance with directions provided by the manufacturer. Examples of solid, high contact surfaces include but are not limited to: handrails, door knobs, key cards, light switches, countertops, water faucets and handles, work surfaces, elevator buttons, sinks, toilets and control handles, restroom stall handles, toilet paper and other paper dispensers, door handles and push plates, water cooler and drinking fountain controls.

Disinfected surfaces should be allowed to air dry.

C. Covid-19 Deep Clean Category 3: This scope is intended to be used in a facility or portions of a facility directly impacted by a Novel Coronavirus SARS-CoV-2 event. An impacted facility is one where one or more individuals meeting the following criteria have been in the facility:

✔ the individual(s) has a confirmed or suspected COVID-19 illness, or ✔ the individual(s) is ill and has traveled to a location of community disease outbreak within the past 14 days, or ✔ the individual(s) is ill and has been in direct contact with someone confirmed to have COVID-19.

1. The contractor performing this work shall be experienced in performing microbial-related remediation or similar work (e.g., crime scene cleanup, mold abatement, etc.).

Contractor staff shall at minimum have current training in blood-borne pathogens, as defined by OSHA (29 C.F.R. 1910.1030).

2. The contractor shall submit to the Contracting Officer’s Representative or their designee for review and approval, any proposed disinfectants, prior to use.

3. All cleaners and disinfectants shall be used in accordance with the manufacturer’s recommendations.

4. Prior to entering the area, the contractor shall don appropriate personal protective equipment (PPE) required for the specific cleaners and disinfectants used. At minimum, contractors shall wear nitrile, latex or similar non-cloth disposable gloves.

5. The contractor shall clean any visible dirt or debris from all surfaces using cleaning or detergent products compatible with the surfaces being cleaned. Products shall be used in accordance with the manufacturer’s directions.

6. Following cleaning, the contractor shall disinfect all solid, high contact surfaces with either a product identified by EPA as effective against Novel Coronavirus SARS-CoV-2 ( see EPA registered product list ) or other product containing the same active ingredient(s) in the same or greater concentration as one on the list. Solid, high contact surfaces include but are not limited to: handrails, door knobs, key cards, light switches, countertops, water faucets and handles, work surfaces, elevator buttons, sinks, toilets and control handles, restroom stall handles, toilet paper and other paper dispensers, door handles and push plates, water cooler and drinking fountain controls. Disinfectant fogging or ionizing spray applications are not required but may be used under the following conditions: the disinfectant meets the requirements just described, the application is performed according to the manufacturer’s recommendation including worker protection, and the application will not damage surface materials in the area.

7. The contractor shall apply sufficient disinfectant on solid, high contact surfaces such that the surfaces are visibly damp. The disinfectant shall be left to air dry on the surfaces.

8. When cleaning and disinfecting of the area is complete, the contractor shall remove and dispose of cloths, gloves, any other PPE and other cleaning and disinfecting waste materials and dispose of in a sealed plastic trash bag. Trash may be disposed of as ordinary waste.

The Contractor shall Clean areas identified to have possible COVID-19 Contamination. Cleaning shall be performed in accordance with CDC Guidance at https://www.cdc.gov/coronavirus/2019-ncov/prepare/cleaning-disinfection.html.

In addition to following these guidelines, it is important to remove all personnel from any area where the individual with suspected or confirmed COVID-19 was present for at least three hours (and probably longer to provide an added margin of safety), which is the period of time currently believed that respiratory droplets from the infected individual can remain present in sufficient amounts to infect another person. After that initial waiting period, cleaning and disinfection can proceed. In addition to the above, personnel performing this work should also wear a disposable gown. Also, even though the risk of exposure to respiratory droplets is very low at this point, it is not unreasonable for personnel to wear appropriate respiratory protection (e.g., N95 respirator) in accordance with OSHA regulations. These services will be billed against the COVID Cleaning CLIN(s) for the appropriate year.

C-4 PERIODIC CLEANING SERVICES

4.1 Windows, Floors, and Equipment

A. Periodic cleaning services include the following:

4.1.1 Windows and Glass Doors

The Contractor shall provide window-cleaning services to the facilities designated in Attachment 1. The services shall include complete cleanup of the work area, leaving no debris or cleaning supplies.

4.1.1.1 Interior and Exterior Windows

Contractor shall wash and dry interior and exterior window sides on specified buildings as designated in Attachment 1. This shall also include glass on doors at entrances. All foreign matter shall be removed and cleaned from frames, casings, and sills. Windows shall be clear and free of dirt, film, smudges, streaks, paint drips, water and other foreign matter. Cleaning methods and solutions used shall not scratch, discolor, or damage the glass or window finish.

4.1.1.2 Screens

The Contractor shall remove, clean, and replace screens back to their original location. Screens shall be free of dirt and debris. The Contractor shall notify the COR when a screen needs replacement. Damage to screens caused by Contractor shall be replaced within three (3) working days at the Contractor’s expense.

4.1.1.3 Equipment

A. No Government equipment will be provided with the exception of a washer and dryer located at Warehouse 14 east side. Washer and dryer will be available for use to wash only item associated with performance of this contract such as (mop heads, floor dusters). Contractor owned or leased equipment such as lifts shall be free of leaks (oil, fuel, water, hydraulic fluids, or any other substance). The Contracting Officer (KO) can request removal of equipment from the base, at no cost to the Government, if equipment is not clean and in good repair or presents a fire or safety hazard.

Maintenance and repair of equipment shall not be performed on Government property.

4.1.2 Uncarpeted Floor Care

The Contractor shall be responsible for the uncarpeted floor care as defined in Section C-2.1. The Contractor shall utilize commercially acceptable standards to maintain a uniform glossy appearance. These can include, but are not limited to, stripping, waxing, buffing, or sealing. After maintenance or cleaning, the floor will present a non-skid surface. Ensure a uniform glossy appearance free of scuff marks, heel marks, wax build-up, and other stains and discoloration is the end result. The Contractor shall take full responsibility to ensure that any chemicals utilized do not come in contact with carpeted surfaces or seep under doorways. Should this happen, all clean up procedures shall be at the Contractor’s expense.

4.1.2.1 Area Rugs/Carpet

In areas containing throw rugs/carpet, less than 6 feet by 6 feet, the rug shall be removed and wax shall be applied where rug was located. The exception to removing throw rugs is if a large non-moveable item prohibits the removal of the rug. If the throw rug is removed, it shall be returned to the original location upon drying of wax.

If the rug/carpet is larger than 6’ x 6’ or a non-moveable item prevents moving, then wax shall be applied to exposed surfaces of the floor on all sides of the rug and under the rug edge approximately six inches.

4.1.3 Shampoo Carpet

The Contractor shall clean all carpets using steam cleaning and extraction in accordance with standard commercial practices. In heavily soiled areas, the Contractor shall pre-treat area with a heavy-duty spot remover before shampooing.

After shampooing, the carpeted area shall be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items.

4.1.4 Kitchen area Cleaning Tracy, Buildings, 100 and 16B Snack Bar

A. The following tasks shall be accomplished monthly by the Contractor in the kitchen area only:

• Degrease ceilings

• Degrease ceramic walls, to include behind all movable equipment

• Degrease floors

• Clean walk in Freezer and Refrigerator floors only

B. Kitchen areas that are excluded from the cleaning requirements are:

• Kitchen Flat Grill / Fryers vent hoods, interior and exterior

• Stainless steel back splash, from below hood to top of cooking equipment

• Vent hood filters, fan blades and discharge duct

• Exterior of kitchen grease collection container, building 100

4.2 Special Event Cleaning Service

4.2.1 Minor, and Major Cleaning Service Square Footage

Upon written or verbal notification, the Contractor shall perform special event cleaning required in any building, area, or room covered under this contract. The COR shall request cleaning services (to include carpet shampooing) for the appropriate and required work task(s). The KO or COR will notify the Contractor as soon as a special event requirement is known, but not less than 24 hours prior to the event. The events defined in Special Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.2.1.1 Minor

Cleaning service performed with a minimum of 1 square foot and a maximum of 1,000 square feet per service.

4.2.1.2 Major

Cleaning service performed with a minimum of 1,001 square feet and a maximum of 6,000 square feet per service.

4.3 Emergency Event Cleaning Service

4.3.1 Minor, and Major Cleaning Service Square Footage

Upon written or verbal notification, the Contractor shall perform emergency cleaning required in any building, area, or room covered under this contract. The COR shall request cleaning services (to include carpet shampooing) for the appropriate and required work task(s). Contractor shall begin emergency work, as determined by the KO, within one hour of notification, which may be verbal. The KO or COR will notify the Contractor as soon as an emergency event requirement is known. The events defined in Emergency Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.3.1.1 Minor

Cleaning service performed with a minimum of 1 square feet and a maximum of 1,000 square feet per service.

4.3.1.2 Major

Cleaning service performed with a minimum of 1,001 square feet and a maximum of 6,000 square feet per service.

4.4 Sanitize Restrooms

4.4.1 Small and Large Cleaning Service Square Footage

Upon notification, the Contractor shall sanitize restrooms in any building, area, or restroom covered under this contract. At a minimum, sanitizing shall include pressurized steam cleaning of all water resistant surfaces from floor to ceiling in the requested restroom(s), including any grout lines. The request for service shall be communicated by the COR for the appropriate and required work task(s). The KO or COR will notify the Contractor of the requirement for restroom sanitizing. The events defined in Sanitizing Restrooms Event Cleaning shall be a Fixed-Price (FP) rate for the categories defined below:

4.4.1.1 Small Restroom

Cleaning service performed in a single restroom 250 SF and less.

4.4.1.2 Large Restroom
