About this file

This document is an amendment to a solicitation for an electric power resiliency project at two buildings located at the Defense Logistics Agency Distribution San Joaquin facility. The amendment provides revised specifications for the solar PV systems to be installed on Building 57 and 58. It clarifies that the buildings are separately metered with two utility distribution meters required. The amendment also answers contractor questions to confirm separate metering and clarify that the walk pad layout will be designed by the contractor. The original solicitation sought construction services to design and install a 500KW solar photovoltaic system on Building 57 and a 300KW system on Building 58, with the generated power interconnected to each building's existing electric service and used to offset retail electricity consumption. Accompanying documents included the scope of work, specifications, drawings, submittal registers, and requirements for pre-construction meetings and initial and final submittals.

Electric Power Resiliency - Bldgs. 57 and 58

Amendment 0002

Amendment 0002 is incorporated into this Invitation For Bid (IFB) for the project “Electric Power Resiliency - Bldgs. 57 and 58”, DLA Distribution San Joaquin and shall become part of any resulting Contract issued.

Amendment 0002 is being issued to provide a revised Attachment 3 and to answer late Vendor questions.

See revised Attachment 3 Specifications Solar PV Bldg.57-58 Rev2.0 attached.

Answers to vendor questions are listed below.

Vendor Question:

Question 1: The specifications for this project state this as the requirement for PV module warranty: "The power warranty must be minimum of 98% output of nameplate KW rating for first five years, and not more than 0.25%/yr depreciation for next 20 years amounting to minimum 92% efficiency at the end of 25 years. The product workmanship material and manufacturing defect warranty shall be a minimum of 25 year" We couldn't find a module that fits the warranty, especially the underlined part about the module holding 98% output for five years. I think it could be an error in the spec because it's usually 98% of nameplate kW rating for the first year then 0.25% degradation after that, leading to 92% power output at year 25. Do you know if this was a typo?

Answer 1: Yes, it is a typo. The correct specifications are - 98% of nameplate KW rating for the first year then 0.25% degradation after that, leading to 92% power output at year 25.

Question 2: Can you provide the walk pad layout that is called out in the scope of work “Install 30” wide, skid proof, weatherproof trak III walkway protection pad”?

Answer 2: Walk pad layout will be decided by the contractor during design phase based on solar panel layout to ensure adequate maintenance space for the solar panels and existing equipment on the roof.

Question 3: Are building 57 and 58 separately metered, with 2 separate utility retail distribution meters and service points?

Answer 3: Yes, Utility retail distribution meter will be required with each electrical panel i.e.

MSB-1 and MSB-2 in WHSE 57 and BDS in WHSE 58.

Question 4: Are building 57 and 58 separately metered. or does this large facility only have a single utility retail distribution service point with one 1 meter for the entire facility?

Answer 4: See response to Question 3.

Question 5: Are building 57 and 58 separately metered, or does the utility serve this customer from a customer owned substation breaker and take transmission service?

Answer 5: Building 57 and 58 are separately metered. See response to Question 3.

All other terms and conditions remain unchanged.
