About this file

This scope of work document outlines requirements for a federal contract to design and construct roof-mounted solar photovoltaic systems for Buildings 57 and 58 at the Defense Logistics Agency Distribution Depot in Jacksonville, California. The contractor will be responsible for installing a 500 kW solar PV system on Building 57 and a 300 kW system on Building 58, interconnecting the systems to the existing electrical services, and coordinating all work with the roof manufacturers to avoid invalidating warranties. The contractor must also provide training and submit design documents, schedules, and safety plans for government approval prior to construction. The final designs must be stamped by licensed engineers. The work must be completed within 12 months of notice to proceed.

The solar photovoltaic (PV) system hardware and services shall meet or exceed all local, State and utility requirements, conform to the applicable codes and standards, and have passed the listing and qualification tests. All design and installation shall comply with the most recent version of each document.

The final design of the on-site PV systems shall be the responsibility of the Contractor based on site conditions, roofing materials, and final system component selections by the Contractor. The systems must be compliant with applicable design guidelines. This Section identifies the minimum technical and installation specifications required. The PV systems shall be consistent with and adhere to any and all California Building Codes and standards, the California Solar Initiative program, and any and all CEC technical and installation specifications and guidelines.

There are two existing electric services feeding building 57 with a capacity: (i) Panel MSB-1, 1000A, 480/277V 3P fed from a 750 KVA transformer. (ii)Panel MSB-2, 600A, 480/277V, 3P, fed form a 500 KVA transformer.

(a) Contractor shall provide solar panels with minimum 25 years of performance and product warranty. Provide additional five solar panels as spare (irrespective of the final design). Refer to specification section 263100 for solar panel details

(b) Contractor shall provide Sunny Tripower CORE1 Power Station inverters or approved equal with NEMA 3R stainless steel enclosure and minimum 10 years warranty. Provide additional two inverters as spare (irrespective of the final design). Refer to specification section 263100 for inverter details

(c) Install appropriate combining boxes.

(d) Solar panels shall be roof mounted with Helix Roof Single Tilt system configuration or approved equal with minimum 25 years warranty. Helix electrical BOS system shall have minimum 10 years warranty.

Energy link monitoring shall be capable of complete isolation from outside network i.e. option to switch between remote and local mode only.

(f) Peak KW output at the utility interconnection meter shall be minimum

500 KW AC.

(g) Provide utility grade energy meters near panel MSB-1 and MSB-2 to monitor solar energy produced.

PAGE 2/5

(i) All PV generated will be used to displace "behind-the-meter" retail electric consumption.

(j) The PV solar panels’ layout of the rooftop PV system shall be designed so as not to interfere with the servicing of existing mechanical equipment, roof drains, sky lights, exhaust fan or other roof equipment that requires regular servicing. Access aisles will be provided on the rooftop and appropriate clearances to maintain roof top mechanical equipment.

(k) PV system shall meet 85 mph 3 second gusts wind load.

(l) Use maximum ballasts for PV panel anchoring. Repair, seal, weather tight all roof penetration. Roof penetrations (if required) and walk way protection pads installation must be done per roof manufacturer requirements. Provide certificate from the roof manufacturer (Durolast Roofing) of roof warranty not invalidated by solar PV panel installation and walk way protection pad installation.
