Amendment 0005
Amendment 0005 is incorporated into solicitation SP3300-17-B-0006.
Amendment 0005 is being issued to answer additional vendor questions below that were missed.
Vendor Questions:
Question 1: The print calls for new wire and messenger between poles VR5 and JA1 and terminate on 2 pin bracket. These poles are straight through or tangent poles, it is not common practice to replace only one span of wire and messenger creating terminations on either end unless there is something grossly wrong with the wire and or messenger. In those instances of damage generally new wire is spliced in wherever the damage occurred.
Answer 1: There was concern during design regarding the existing conductors and whether or not they would be of sufficient length to accommodate the location of the new pole. At several replacement pole locations, the design generally (and intentionally) indicates a worst case scenario approach regarding scope of work and potential cost.
Question 2: It appears that perhaps the engineer showing the new pole out of line was concerned with the wire reaching the new pole thus the need for longer wire. Common practices would put the new pole directly in line with the pole that is scheduled to be removed and simply transferring the wire to the new pole and in some instances the new pole can be placed in the exact same spot through the process we call “cut and kick”. In either case one could drastically reduce costs, time, potential outages and is a safer process.
Answer 2: The Government will certainly consider alternative installation methods as proposed by the winning Contractor, especially if the proposed methods result in safer installation, potential reduction to contract costs for both the contractor and the Government.
Question 3: The prints call for a support bracket with two pin insulators for each cable and terminate on this bracket. The bracket shown (E-400) detail 8 reads: “This assembly is available by Hendrix for applications where cables change direction. It should be able to be used to allow
(2) primary cables to be terminated, supported and connected without and in-line splice.”
We checked with Hendrix and this bracket is not designed for terminations and should not be used in the manner indicated above.
Answer 3: Regarding the Hendrix bracket identified on the Drawings: If Hendrix has a more appropriate bracket available for the proposed installation at individual poles, it is likely that the Government would accept the proposed alternative device.
Note: There will be no modifications made to the solicitation documents to address the above concerns. Specific means and methods are to be determined by the individual bidders, bidders shall base their bids on the scope of work currently indicated by the solicitation documents. If bidders base their bids on scopes of work that differ from those detailed in the solicitation documents, they do so at their own risk.
