Amendment 0004

Amendment 0004 is incorporated into solicitation SP3300-17-B-0006.

Amendment 0004 is being issued to answer additional vendor questions below. There is not sufficient time to answer any further questions, therefore no more questions will be answered.

The Bid Opening is revised from August 10, 2017 at 2:00PM local time to August 15, 2017 at 2:00PM local time.

Vendor Questions:

Question 1: Is a P6 Schedule acceptable in place of Microsoft Project 10?

Answer 1: Yes, but only if….

• The Primavera P6 software meets all the requirements set forth in the project specifications.

• Electronic files forwarded to the Government must be readable with Microsoft Project software as described in the project specifications.

• When forwarding electronic files, please also forward the same file saved as a PDF created by the Primavera P6 software.

Question 2: Drawing ES-106 (Note 2, 4, 9 & 14). These notes indicated that the contractor is to determine if existing circuit(s) are active or abandoned. If circuit is found to be energized, the COR will direct what is to be done. Depending on what is determined, this could impact schedule and costs. Will this be considered unforeseen conditions under the contract?

Answer 2:

• Regarding Note 2/Pole MIF39S: The existing 30A safety switch is active and serves underground branch circuits feeding lights and receptacles at Flagpole 100 shown on Drawing ES-106. The design intent is to re-feed this circuits while maintaining existing controls and function. For the sake of bidding, the scope of work associated with this underground circuit shall be as follows: Remove existing conductors from existing weatherhead on pole to existing handhole at Flagpole 100. Relocate 30A safety switch and associated photocells to new pole. Interrupt existing ¾” Schedule 40 PVC conduit underground near the base of existing Pole MIF39S and transition/extend to new pole location (to the load side of the safety switch) using ¾” RGS conduit. Furnish and install 6 #10, 1 #10 GRD and install in new ¾” RGS conduit/existing PVC conduit from safety switch to existing handhole. Furnish and install new weatherhead and 3 #10, 1 #10 GRD in ¾” RGS conduit from weatherhead/aerial conductor tap to line side of safety switch. Connect new wiring in safety switch as required to maintain existing branch circuits controls and function.

• Regarding Note 4/Pole 13S1: There is no streetlight on this pole. There is no 30A safety switch on this pole. There is an existing aerial feed on this pole from Pole MIF37 to Building 132 that will need to be addressed as given in the note. The existing coaxial cable on this pole is to be removed back to Pole MIF37.

SP3300-17-B-0006

Amendment 0004

• Regarding Note 9/Pole G6: There is no underground drop at this pole. The existing aerial secondary conductors at the pole is to be removed back to Pole MIF37.

• Regarding Note 14/Pole MIF48: There is no streetlight on this pole. The existing aerial secondary conductors to the pole are abandoned in place and may be removed back to Pole MA9. These secondary conductors do not require replacement. The existing weatherhead, riser conduits, associated conductors and underground conduit are abandoned in place and should be removed under this project scope of work.

Question 3: Various notes through-out the drawings indicate the government is responsible for CATV (Security) and Telephone (i.e. Note 1 on ES-108). Is this a generic statement for the project or specific on a pole by pole basis where identified? Reference Notes 3 & 12 on ES-111 does not indicate whether the telecom is disconnected and reattached by contractor or the government.

Answer 3: No. It should not be assumed that the Government will be responsible for all work associated with CATV, Security, Telephone, Communications, etc. Unless specifically noted otherwise, the disconnection, reattachment, etc. of these conductors shall be work that is completed by the Contractor under the scope of this project.

Question 4: ES-110, Note 2 directs removal of existing abandoned transformer on JA31A. COR will direct whether contractor disposal or on-site storage. Is it possible to make a determination prior to bid relative to possible disposal costs?

Answer 4: The Contractor shall remove this transformer and hand it over to the Government.

All other terms and conditions remain unchanged.
