Amendment 0001
1. The purpose of Amendment 0001 is to answer vendor’s questions.
Question 1. Will be there any limitation on the size and the time of access to Temporary office and material containers that we will need to have on the site?
Answer 1. Temporary office - regular size contractor's trailer up to 30-ft long; material containers - regular size conexes up to 30-ft long; time of access - from 0600 to 1600 or same time as contractor's permitted work hours, Monday thru Friday except holidays.
Question 2. Will the new LED fixtures in warehouse 17 come with individual motion sensor?
Answer 2. Yes, new LED fixtures with individual motion sensor are required for Warehouse 17.
Question 3. What would be the procedure of Ballasts and fluorescent lamps disposal?
Answer 3(a). Polychlorinated Biphenyls (PCB)-containing light ballasts are to be removed, placed in an approved disposal container, properly marked and labeled in accordance with State requirements to include the accumulation start date. Recommend packaging your spent lighting ballasts in "UN"
55-gallon steel drums. Smaller quantities may be packaged in smaller "UN" steel/poly drums or buckets.
-- Polychlorinated Biphenyls (PCB)-containing light ballasts are to be manifested as "RQ, UN3077, Waste Environmentally Hazardous Substance, Solid, N.O.S. (Polychlorinated
Biphenyl's), 9, III". In addition, must be transported by a California 'Listed' and 'Active' registered hazardous waste transporter and disposed of in off-site treatment, storage, and disposal facilities which have been approved by CalEPA for handling PCB. The contractor must also legibly prepare the manifest using an EPA Form 8700-22 (Rev. 3-05) Uniform Hazardous Waste Manifest
(UHWM), block 15 will be signed by the Generator. Advanced copy of the manifest must be provided to the Generator 5 days prior to transport so that a review and verification can take place.
-- Contractor will separate ballasts from fluorescent light fixtures/assemblies. Contractor shall dispose of remaining fixtures after ballasts are removed as general construction waste.
-- Contractor must properly identify staging area of PCB-containing light ballasts.
-- Contractor will provide to me a completed UHWM from the transporter and Certificate of
Destruction from the treatment, storage, and disposal facility.
-- Any leaking ballasts must be reported as a spill by utilizing Spill Response instructions provided by the COR. Store ballasts in a manner to prevent breakage.
-- Non-PCB ballasts will be recycled.
-- Contractor shall pay all necessary fees and permits related to the removal, handling, transportation and disposal of PCB articles and items.
NOTE: Ballasts manufactured before 1979 contain capacitors with Polychlorinated Biphenyls
(PCB’s). The EPA regulates PCB’s under the Toxic Substances and Control Act (TSCA). All ballasts manufactured after January 1, 1979 do not contain PCB’s and the label on the ballast is marked “No PCB”. Fluorescent light ballasts manufactured before 1978 or which are not stamped:
"NO PCBs" should be considered PCB fluorescent light ballasts (PCB ballasts) because the small capacitor included as one component of the ballast probably contains polychlorinated biphenyls
(PCB). After 1980, a non-PCB alternative known as di (2-ethylhexyl) phthalate, commonly referred to as DEHP, became the standard for use as the dielectric fluid use in fluorescent tubes and other ballast type lamps. While DHEP low lethal toxicity, studies have shown that it can affect certain organs in low concentration. DEHP is a known hazardous substance. Generator will make final determination of whether ballasts are PCB, non-PCB or has hazardous characteristics such as
Toxic.
Answer 3(b). Any unwanted Fluorescent tubes must be disposed of as Universal Waste (Fluorescent tubes and bulbs, high intensity discharge lamps, sodium vapor lamps and electric lamps that contain added mercury, as well as any other lamp that exhibits a characteristic of a hazardous waste. (e.g., lead).
-- Mark the containers of lamps for accumulation with “Universal Waste Lamps” and
“Accumulation Start Date:________” You may use the original lamp containers or equivalent.
Must also be stored in a manner to prevent breakage. The container must be closed, structurally sound, compatible with lamps, and lacking any evidence of spillage. Any breakage is considered a spill and must be reported as a spill by utilizing Spill Response instructions provided by the COR.
-- These can be shipped out on a Bill of Lading (BOL) as "UN3077, Waste Environmentally
Hazardous Substance, Solid, N.O.S. (Mercury), 9, III, Universal Waste".
