TECHNICAL EXHIBIT 2.1
GENERAL DEFINITIONS, ACRONYMS, AND ABBREVIATIONS
“A” (Cost) Condition Material: Material requiring reimbursement upon issue.
Acceptable Performance Level (APL): The minimum performance of each requirement before the Government considers performance unsatisfactory.
Accommodated Storage: Temporary storage of Government-Owned HM. (Also referred to as Courtesy Storage)
Contractor-Generated Waste: Waste resulting from or caused by Contractor operations (e.g., Contractor damaged HM that no longer can be issued or redistributed and/or any HM item (regardless of ownership) spilled by the Contractor and the resultant clean-up material that has to be disposed of.
Contracting Officer (KO): The person with the authority to enter into, administer, and/or terminate a contract and make related determinations and findings.
Contracting Officer’s Representative (KO or designee): An individual designated and authorized in writing by the KO to perform specific technical or administrative functions.
Contractor-Owned Inventory: HM purchased by the Contractor and stored in Government-Furnished Facilities, but not yet sold to the Government.
Customer: Any person or activity authorized to receive material from the Contractor.
Excess Material: Material that has not had any demand within a pre-determined period of time, is approaching shelf-life expiration, or container degradation threatens disposal action.
Government-Generated Waste: HW produced as a result of Government industrial process or Government-Owned HM which can no longer be shelf-life extended, redistributed, or used due to banned chemicals, or is rejected by DLA Disposition Services for resale.
Government-Owned Inventory: Any HM or property bought with Government funds.
Hazardous Material (HM): 49 CFR, Transportation, identifies HM as a substance or material that the Secretary of Transportation has determined to be capable of posing an unreasonable risk to health, safety, and property when transported in commerce. This is expanded to include items of supply (substances or material) that, because of its quantity, concentration, physical, chemical, or infectious characteristics, may either cause or significantly contribute to serious, irreversible, incapacitating illness, or an increase in mortality. HM may also pose an environmental threat when improperly treated, stored, transported, disposed of, or otherwise managed.
Hazardous Substance: Any substance designated under the Clean Water Act and the Comprehensive Conservation Recovery Act (CERCLA) as posing a threat to waterways and the environment when released (see 40 CFR, Environment, Volume I, Chapter I, Environmental Protection Agency, Part 302.4, Designation of Hazardous Substances).
Hazardous Waste (HW): An item that is regulated under Resource Conservation and Recovery Act (RCRA) or by state regulation as HW. HW is regulated by 40 CFR, Environment, Parts 260-265. From a practical standpoint, if an Environmental Protection Agency (EPA) or state HW code can be assigned, the item is HW.
Information Technology (IT) Eligibility Categories:
IT I: Those positions in which the incumbent is responsible for planning, directing, and implementing a security program; and directing, planning, and designing a computer system including hardware and software. The incumbent is also able to access a system during the operation or maintenance in such a manner that the system would be gravely damaged or the incumbent would realize significant personal gain.
IT II: Those positions in which the incumbent is responsible for directing, planning, designing, operating, or maintaining a computer system and whose work is technically reviewed by a higher authority of the IT I category to ensure integrity of the system.
IT III: All other positions involved in computer activities not covered in IT I and IT II.
Inventory Accuracy: Accuracy of the inventory with respect to quantity, location, and ownership. (See TE 5.17 for further details and sample calculations.) Inventory accuracy formula equals sample size minus errors, divided by sample size, times 100.
Major Violation: A procedural or operational error discovered during an outside regulatory agency inspection or an internal inspection that would result in a Notice of Violation (NOV).
Minor Violation: A procedural or operational error discovered during an external or internal inspection that results in a Notice of Finding (NOF).
Not in Stock: An AUL item that is not available to satisfy a customer demand when it occurs.
Quality Assurance: The functions and associated actions performed by the Government to ensure that contract requirements are performed and that an appropriate level of Contractor quality control activities are in place and operational.
Quality Control: Those internal management functions that include, but are not limited to, training, documented procedures, inspections, and tests (taken at the point of performance) necessary to ensure that Contractor products and services conform to contract requirements, specifications, and APLs.
Shelf-Life Items: An item of supply possessing deteriorative or unstable characteristics to the degree that a storage time period must be assigned to ensure that it will perform satisfactorily in service. Examples of shelf-life items received are chemicals, packaged petroleum, personal safety items, etc.
