Amendment 0010
1. The solicitation is hereby amended to provide an answer for question #66 in Amendment 0009. The Question is repeated here, and answered as follows:
66. Reference PWS C.5.1.3.1.2 states “The government shall be responsible for issuing and revoking keys as requested in writing from the customer units.” Please verify if this means the government will provide and encode the VIL-keys, and also handle the revocation turn-ins while simply providing the new data files to the Service Provider.
A: The Government will advise the contractor whose keys to revoke and/or provide as stated in the PWS. The contractor will actually encode/amend the keys with the FuelMaster (AFSS) hardware and software.
2. The solicitation is hereby amended to incorporate the following questions and answers:
1. C.6.10 Aviation Operations Plan: The contractor is responsible to comply with all applicable aviation refueling instructions as listed in the Ft. Bliss Airfield Operations Manual (AOM). Will the government please provide the referenced AOM?
A: This was provided to pre-proposal conference attendees via the SAFE file sharing site. If a copy is required, please contact Owen Hassig at owen.hassig@dla.mil.
2. C.6.10 Aviation Operations Plan: States “The COR and/or Airfield Manager will provide OCO mission schedules at least 2 hours in advance of ETA of aircraft and advise if more than two refuel trucks will be required. How often are more than two refuel trucks required?
A: This is an infrequent requirement, thus an estimate cannot be provided.
3. Will the SP be reimbursed for contract related fuel costs?
A: Contractor will be reimbursed for fuel purchase for use by fuel servicing vehicles under a Fuel Purchase Agreement.
4. Appendix D – Biggs AAF: Will this operation still be 70% aircraft; 30% vehicles with the addition of the IBCT COCO Operation(s)?
A: Yes as this bulk facility serves the CAB. Drop in bulk vehicles will not be significant in number.
5. Appendix D – Biggs AAF: During the site visit the Air Field Manager indicated they were handling about 1000 aircraft a year at the A/DAG location – contract commercial wide bodies – requiring a minimum of 2-refuelers standing by for each aircraft. This equates to about 65% of the 125 cold refuels per month. Please validate the numbers of wide body military and commercial aircraft to be fueled.
A: This is a mission driven operation and no response can be provide in detail.
SP0600-14-R-0501
Amendment 0010
6. Appendix D – Biggs AAF: Please provide the refueling production workload by shift. ie; 60% day shift 40% swing shift, etc.
A: The refueling shift workload is estimated on average at 60% day shift; 40% swing shift.
7. Appendix D – Dona Ana and Oro Grande: Are you expecting the bulk operations to be physically manned during the hours of operation shown?
A: Yes, the facilities should be physically manned during the listed hours of operation.
8. The current SP still monitors and provides services for the old GOCO location at Fort Bliss (Bldgs 1326/2642 on Railroad Ave?). Will that operation also be serviced by the new SP under this contract?
A: No, this location will not be serviced by the new Service Provider.
9. Are the FMD Systems at McGregor, Dona Ana and Oro Grande connected systemically to the GOCO operation at Biggs AAF?
A: The BSM-E (FMD) system will be connected via modems connected to existing phonelines. After award, and prior to the start of contract performance, the SP must contact the BSM-E Help Desk to connect these FMD Systems.
10. Is the SP responsible for its own fuel? If so, can a SP provided convault be installed on Fort Bliss?
A: Yes, a convault may be installed.
11. Are radios provided for airfield operations? If not, what are the requirements for SP provided radios?
A: Yes, the radios are provided as GFE.
3. All other terms and conditions of the solicitation remain unchanged.
