A: Yes, the current contract with Atlantic Aviation will be terminated at this time.

61. Will the Service Provider be required to supply the Environmental and Spill Control

Plans, O&M, and Security & Safety for the GOCO sites, or are these plans already available to be handed over to the Service Provider for update/execution?

A: The new Service Provider is responsible to supply its own (updated) facility Environmental and Spill Control Plans, update currently provided O&M manuals as required, and develop facility Security & Safety plans for the GOCO sites.

62. Are there required levels of security clearance for operations of the Service Provider’s employees at any of the sites, including flight line entry at BAAF?

A: Employees require a security background check from the National Agency Check (NAC).

63. Please clarify that the service provider is required to provide all computer systems used for processing to the EBS; that is, are we correct that no government computers will be provided?

A: Computers will be Service Provider’s Computers; no Government computers will be provided.

64. Since the current provider is processing accounting from the BAAF location and several of the current sites (Orogrande and Doña Ana, specifically) are not yet in operation, will the

Service Provider under this award have access via dedicated telephone lines to all existing, as well as newly constructed, sites for downloading and process accounting from one central location?

A: Yes.

65. Is there a requirement for meeting/escorting the delivery trucks to/from any of the sites?

A: No, there is no requirement to escort delivery trucks to/from any location.

66. Reference PWS C.5.1.3.1.2 states “The government shall be responsible for issuing and revoking keys as requested in writing from the customer units.” Please verify if this means the government will provide and encode the VIL-keys, and also handle the revocation turn-ins while simply providing the new data files to the Service Provider.

67. Reference PWS C.6.10 – AVIATION OPERATIONS PLAN description includes a lengthy section on hot refueling. Since that mission is to be removed until a later date, will this paragraph be revised to delete those references?

A: Yes, this section has been removed in the PWS dated 2/1/2014, posted via amendment 0004.

68. Is there an existing geotechnical soils report for the area where the new IBCT facility is to be constructed?
