Amendment 005 Page 2 of

A. The following change has been made to DESC Solicitation SP0600-08-R-0514:

The following ADDITIONS have been made to Questions and Answers, and are hereby incorporated into this Solicitation:

Ventura County Solicitation SP0600-08-R-0514.

Please note: This document is coordinated with NOLSC Representative RON ADAMS, Technical Expert. He will provide a final, scrubbed PWS after award has been made. Until that point, the PWS document will remain with Track Changes.

1. Contractor questions and responses thereto are as follows:

Question: In the section B Line Items 0001-0009 are given for the period of 10/1/08-9/30/12 which is the base period according to Section F. Section F also states that there is an option period from 10/1/12-9/30/16. However, Section B has no Line Item numbers for this 2nd period. Are we required to give a price for the option period or only the base period?

Response: Now provided by DESC-BXB.

Question: Workload Exhibit Data for the Performance Work Statement (PWS) does not seem to appear anywhere in the solicitation. Can the Government please provide these workload charts as they are critical to our proposal development effort?

Response: In draft and being updated, provided by Ron Adams.

Question: Section C-1.6.2 of the PWS discusses The Exhibit of Fuel Services which is not in the PWS. Without the data it is not possible to predict the correct number of staffing and equipment that will be required for this contract. Please provide the missing data.

Response: In draft and being updated, provided by Ron Adams.

Question: PWS Section C-1.9.2.2.10 describes the FST position. PWS Section C-1.7.3 Table 1 does not list any hours for the FST. Can we assume that the Day Shift DCO is the FST?

Response: See the amendment to section C-1.9.2.2.10 below. The government has decided to retain the fuels accounting function.

Question: Please accept the following question on solicitation SP0600-08-R-0514. The cost estimate for annual Augmentation (Section B, Line Item 0010 on page 2 of the Offeror Submission Package) is normally filled out by the Government. Does the Government intend to supply this information or should the supplier simply leave this item blank?

Response: See the response regarding augmentation above.

2. Make the following changes (in red) to the solicitation. This and any other changes will be incorporated into a completely updater version of the PWS once award is made.

C-1.1.2 Facilities, General: Aviation and ground fuel facilities managed by NB Ventura County are widespread over three geographically separated areas, the Point Mugu Site, the Port Hueneme Site, and NOLF San Nicolas Island. A more detailed breakdown of these facilities is available at Appendix A, Government Furnished Facilities.

C-1.6.3 Outlook: Discussions with Air Operations, Supply, and Fuels Management regarding the current and future mission of NB Ventura County and NOLF San Nicolas Island indicate there are no known or anticipated changes assigned units or to the mission or flight operations. This outlook does not however preclude fundamental changes in mission, flight-training schedules, and assignment of units as may be undertaken by the Department of Defense, the Navy, or other agencies that may be tasked to operate from NB Ventura County. Know changes in system configuration and construction projects that may result in workload changes and result in contract modifications are outlined below. The Contractor will be notified as the requirement for long-term changes are made known and contract adjustments are deemed necessary and appropriate.

A project to install an direct refueling system consisting of three (3) 10,000 gallon aboveground tanks and two (2) pantographs is currently under way; however, neither a start or completion date has been established.
