Amendment 003 Page 2 of

A. The following change has been made to DESC Solicitation SP0600-08-R-0514:

The following Questions and Answers here hereby incorporated into this Solicitation:

Ventura County Solicitation SP0600-08-R-0514

1. Question: Solicitation SP0600-08-R-0514 does not have a Small Business Socioeconomic Subcontracting Plan attached. While contractors can develop their own, it is normally DESC practice to include one with the solicitation. Is it your intent to supply a Small Business Socioeconomic Subcontracting Plan or would you prefer we develop our own?

Response: Small Business Subcontracting Plan is included in this Amendment.

2. Question: While I realize the period for questions has passed, I’m making the assumption that you intend to issue an amendment providing another Section B covering the Option Period.

Response: Additional Section B is included in this Amendment.

3. Question: In the section B Line Items 0001-0009 are given for the period of 10/1/08-9/30/12 which is the base period according to Section F. Section F also states that there is an option period from 10/1/12-9/30/16. However, Section B has no Line Item numbers for this 2nd period. Are we required to give a price for the option period or only the base period?

Response: Same question as Question number 2. Please see above.

4. Question: In the Section B where it breaks down the overtime augmentation rates computation, there is no line for the applicable fringes for overtime. Although there are some benefits (i.e. Health & Welfare) that are not calculated on overtime, there are other benefits that would still be calculated on the overtime base rate, such as Vacation, Sick and Holiday. Can the Section B be modified to include these benefits?

Response: Please note that all reference to augmentation has been removed from section C, the Performance Work Station.

The intent is to make this a performance based contract.

5. Question: At the site visit, there was a brief discussion regarding the possible need for another dedicated re-fueler at the Port Hueneme Pier - Is that going to be the case, and if so what are the specific requirements i.e. – 5,000 gallon, 8,000 tractor trailer, what type of product, will there be an over-the-road requirement, etc.?

Response: An amendment to task the contractor to provide a 3,000 gallon ground fuel delivery truck is currently being drafted.

6. Question: Workload Exhibit Data for the Performance Work Statement (PWS) does not seem to appear anywhere in the solicitation. Can the Government please provide these workload charts as they are critical to our proposal development effort?

Response: In draft and being updated.

7. Question: What is the current monthly and annual contract price for Naval Base Ventura County?

Response: This question was answered previously in Amendment 1.

8. Question: Section C-1.6.2 of the PWS discusses The Exhibit of Fuel Services which is not in the PWS. Without the data it is not possible to predict the correct number of staffing and equipment that will be required for this contract. Please provide the missing data.

Response: In draft and being updated.

9. Question: PWS Section C-1.9.2.2.10 describes the FST position. PWS Section C-1.7.3 Table 1 does not list any hours for the FST. Can we assume that the Day Shift DCO is the FST?

Response: Mark Section C-1.9.2.2.10 as not applicable under this Solicitation/contract. The government has decided to retain the fuels accounting function.

10. Question: DESC’s categorization of the two (2) Cryogenic Technicians as Fuel Distribution System Operators (FDSO’s) was questioned.

Response: Upon review, DESC will amend the PWS to change the categorization of the two (2) Cryogenic Technicians to Fuel Distribution System Mechanic (FDSM’s).

11. Question: Please accept the following question on solicitation SP0600-08-R-0514. The cost estimate for annual Augmentation (Section B, Line Item 0010 on page 2 of the Offeror Submission Package) is normally filled out by the Government. Does the Government intend to supply this information or should the supplier simply leave this item blank?

Response: See the response regarding augmentation above.
