About this file

This Solicitation Addendum, issued by the Commonwealth of Pennsylvania Department of Transportation (PennDOT) District 8-0 on February 20, 2026, amends the Safety Service Patrol solicitation for York County (Solicitation Number 6100065384). The addendum modifies the original Invitation for Bids by requiring submission of a Domestic Workforce Utilization Form as an additional deliverable. Bids are due on February 26, 2026, at 10:00 a.m. via electronic submission through the SRM system. The contract seeks a single vendor to provide expeditious removal of disabled and accident vehicles and small non-hazardous debris from specified roadways in York County, including Interstate 83 (exits 14-28) and US Route 30 (PA 462 to Hallam). The contractor must provide two Safety Patrol Vehicles with qualified operators patrolling 6:00 AM to 9:00 AM and 2:00 PM to 6:30 PM, Monday through Friday, with weekend and special event coverage as needed. The contract term includes an initial 180-calendar-day notice-to-proceed period with renewal options for up to three additional one-year terms, subject to 3.00% annual rate increases and 90-days' written notice prior to expiration.

Compensation is structured as an hourly rate per Safety Patrol Vehicle during actual patrol operations only, with a minimum hourly rate of $23.00 per hour. The contractor is responsible for all vehicle acquisition, maintenance, fuel, equipment, operator uniforms meeting ANSI Class 3 reflective standards, and cellular service with Push-to-Talk capability. Bid security of 15 percent of total contract cost and performance security of 15 percent are required. This procurement is restricted to certified small businesses through the Small Business Procurement Initiative under Executive Order 2011-09, and the contract is federally funded subject to Disadvantaged Business Enterprise (DBE) requirements under 49 C.F.R. Part 26. Required qualifications include a minimum of six years' experience in automotive towing, commitment to perform 100 percent of towing services, trained operators holding current Pennsylvania Class C Driver's licenses with valid medical certification and clean driving records, and comprehensive general liability insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence. Bidders must also comply with Pennsylvania's enhanced minimum wage provision of $15.00 per hour with annual cost-of-living adjustments and submit monthly EO-402 DBE/SBE Status Reports.
