RFP SOL-CI-15-00028 – Fire Safety Corrections At the US EPA, Cincinnati, OH Facilities
Solicitation Questions/Answers
Q1: Area B1- Reassess the platform in the design drawings. A section of the platform was missing.
A1: Correct, a portion of the platform has been removed. Changes are anticipated, offeror’s are to bid per drawings provided.
Q2: Will access to the areas be granted to the contractors?
A2: Yes, since this project is over 6 months in duration, background checks will be required to issue EPA ID badges. The badges will be programmed to allow access to all the EPA facilities included in this project.
Q3: Area B-2- The areas that there are already existing sprinklers at, will that be demo ’d by the contractor or remain? Would it be demo ‘d by EPA? Whose responsibility is that?
A3: Limited area sprinklers to be removed by the successful fire protection contractor.
Q4: Who will program the Simplex Panel? Will that be done by Simplex or by the contractor?
A4: Simplex as a sub of the fire protection contractor. Prime contractor has all required subs under him.
Q5: Boiler Replacement Project= which one will take precedence? FP1.2- states “Sprinkler contractor shall coordinate boiler replacement project………” A5: Boiler Replacement Project takes precedence. Bid per drawings provided.
Q6: Daycare- There is a Water Fee to tap into water line with City of Cincinnati. The fee is about $12K.
Who is responsible for that cost?
A6: The contractor is responsible for this cost.
Q7: Bushes- Will they need to put original bushes back or replace them?
A7: It’s doubtful that the bushes can be saved due to their size. Replacements, if required, will need to be approved prior to purchase and planting. Plants should be small, placed symmetrically, one on each side of the sidewalk.
Q8: Ceiling Replacement/Drywall – Is the contractor required to replace drywall or ceiling if taken down?
A8: Yes, using a skilled contractor in that trade as a sub-contractor.
Q9: On drawings FP 1.1 and FP 1.2, there are a few minimum sprinklers installed in a couple of areas in the existing boiler room? How do we handle these? Are they to be removed, if so, by whom? Or are they to stay and we just don’t sprinkler the particular areas because they are already there?
A9: Limited area sprinklers to be removed by the successful fire protection contractor, see question #3.
Q10: Drawing FP 1.3, the existing platform does not match the size of the platform shown on this drawing? Please advise what to do here?
A10: See Question #1
Q11: Drawing FP 2.1, underground supply feeding the Child Care Center, there will be a City of Cincinnati Water Works Tap Fee, who is responsible for this Tap Fee?
A11: See Question #6
Q12: Drawing FP 2.1, the new underground system will be running through existing bushes and mulch beds, who is responsible for bringing them back to present condition? Does this underground work have to be done also from 6:00 pm to 6:00 am?
A12: See Question #7 regarding bushes, as for work, it shall be planned to be done after business hours (6:00pm – 6:0am; weekends or holidays). All of the Child Care Center work is required to be performed during EPA non-business hours (Child Care Center non-business hours). Excavation has been typically performed on weekends or federal holidays, notification of neighbors is not a requirement of any construction.
Q13: Drawing FP 2.2, are we responsible for all Drywall patching?
A13: See Question #8
Q14: Regarding the AWBERC Facility, this will be a very intense field labor installation and we request an additional site visit early next week, maybe either Monday or Tuesday morning? Please advise back if this is possible? We feel it would be of great value to let our superintendent see this Boiler Room prior to bidding?
A14: Additional site visits can be arranged by contacting the On-Site Representative, Evelyn Toro-Litts at 513-569-7500 or email at toro-litts.evelyn@epa.gov. Note any additional questions generated based on the site visit shall be submitted to the CO for answers.
Q15: In addition of everything we are trying to put together for this project, we also ask if possible, could this bid date be extended by One (1) week?
A15: Amendment 02 extended the proposal due date to July 27, 2015, 1:00pm ET.
Q16: (Not sure if they want these prior to bidding or after), Will we have access to the Fire Protection Drawings (Auto-Cad Version) and their calculations from whoever created the Fire Protection Drawings?
A16: Yes, once a successful offeror has been selected.
