Q No. SECTION PAGE QUESTION ANSWER 1 B.3 6 Section B.3 (a) states: “that the estimated cost for the performance of the work required hereunder, exclusive of fixed fee, if any, is [TBD upon award], while section B.4 states that the estimated cost is between $19,500,000 and $21,000,000.”

Will USAID please clarify the estimated cost of the contract?

The total estimated cost plus fixed fee, if any, is between $19,500,000 and $21,000,000.

2 C.4.2 14 Can USAID confirm that this objective should only focus on building the capacity of MOE, and incorporate capacity building efforts targeting the social protection system only as those efforts strengthen the coordination between MOE and the child protection system?

Capacity building is not limited to the Ministry of Education.

Offerors are expected to demonstrate an understanding of school based violence prevention and issues relevant to Honduras. USAID invites Offerors to put forward innovative, evidence based and coherent strategies for achieving the objectives outlined in the Statement of Objectives.

3 C.5 12, 14 The language used for Objective 3 varies between pages 12 and 14. Please clarify whether Objective 3 is titled: “Increase capacity of Ministry of Education and social protection actors to prevent and respond to school-based violence” or “Increase capacity of the Ministry of Education and the social protection system to respond to school-based violence”.

RFP Section C.4.2, page 14, is hereby amended, the title for Objective 3 shall read “Increase capacity of Ministry of Education and social protection actors to prevent and respond to school-based violence”.

4 C.5 13, 14 Objective 1 calls for ‘limited efforts for reintegration for children/youth out of school”; Objective 3 states a focus on creating safe school environments and increasing access to education for those most at risk. Please clarify if the contractor will be expected to work with out-of-school children/youth, or focus interventions only on those in school.

Offerors are expected to demonstrate an understanding of school based violence prevention and issues relevant to Honduras. USAID invites Offerors to put forward innovative, evidence based and coherent strategies for achieving the objectives outlined in the Statement of Objectives.

5 C.6 15 C.6. (C) states: "The proposal must include the following: 1.

What gender gaps, GBV and SRGBV issues most affect activity results?; 2. How the offeror would address these gaps and issues?; 3. Specify the level of financial and human capital resources, level of effort, and other resources required to carry out the interventions to reduce the gender issues described above; and 4. Select indicators that will measure progress towards reducing those gender issues." May Offerors place this information in an Annex to the proposal that will not count against the 25-page limitation?

A specific annex focused on gender is not required. These topics should be addressed in the Performance Work Statement and the existing annexes that are listed in section L of the solicitation. Gender dynamics are a cross-cutting programmatic requirement; and shall be integrated into each objective.

6 C.6 16 Could USAID clarify if the Ministry of Security and National Police considered to be actors within the social protection system that Objective 3 seeks to strengthen?

Yes, the Ministry of Security and National Police may be considered as actors within the social protection system.

7 C 8-17 Can USAID confirm that Ministry of Education is the same entity as Secretaria de Educacion?

Yes

8 C 8-17 Does USAID anticipate working with the SBVPA contractor to obtain a waiver for work with community police?

USAID/Honduras has the 'Notwithstanding' authority in place for the FY 2015 funds that are planned to be sub-obligated into this award; permitting some types of assistance to be provided to police in the advancement of activity and DO1 objectives.

This authority has to be sought for every financial year, while we don't anticipate issues receiving this authority, this will have to be revisited on an annual basis.

USAID also notes that, in addition to the other policy restraints governing assistance to the police, that prior to providing any assistance to any security forces, which includes the police and other law enforcement forces, USAID will comply with all vetting requirements in accordance with the policies and procedures established by the Department of State and the U.

S. Embassy in Honduras.

9 C 8-17 Can USAID provide additional information on the number of communities per municipality the SBVPA for Honduras should reach?

USAID encourages Offerors to put forward estimates regarding the number of communities, schools and beneficiaries that will be supported by the SBVPA under their proposed strategy and methodology.

10 C 8-17 What is the role of the Ministry of Education vis-a-vis the police?

Offerors are expected to demonstrate an understanding of the current and most appropriate role of each for successful completion of the objectives and to achieve sustainable school based violence prevention.

11 F.3 22 Can USAID specify the anticipated start date of the SBVPA for Honduras?

Estimated award date is January 2017.

Q No. SECTION PAGE QUESTION ANSWER 12 F.5 22 We kindly request that USAID delete the last sentence and insert, in lieu thereof, FAR 52.222-2 Payment for Overtime Premiums.

No overtime or premium pay is authorized under this Contract.

13 F.6 23-25 On page 23 the RFP states that a draft EMMP shall be included as part of the Offeror's technical approach. However, on page 25 the RFP states that the EMMP should be submitted within 60 calendar days after award date. On section L.7 Instructions for the preparation of the technical proposal, none of the sections mention explicitly the draft EMMP. Could USAID confirm that a draft EMMP does not need to be included as part of the proposal submission?

A draft EMMP is NOT required to be included as part of the proposal submission; RFP Section F.6, page 23, is hereby amended to delete this requiremrent.

14 F.6.10 26 Section F.6.10, Security Plan, states that the Contractor shall submit a security plan within 30 days of award. However, Table F.6, Periodic reporting documents, on page 29 states that the Security Situational Plan is due 60 days after award.

Can USAID please confirm when the Security Situational Plan is due?

The Security Situational Plan shall be submitted 60 days after award; RFP Section F.6.10, page 26, is hereby amended to delete "30 days" and replace it with "60 days".

15 F.6.13.a 27 Please confirm that USAID will accept one (1) one-page success story per month.

Yes

16 F.6.13.b 27 Please clarify the details/extent of these reporting requirements.

No other guidelines will be provided at this time.

17 F.6.13.d 27, 28 Please provide the referenced ‘due diligence guidelines’ for these reporting requirements in order for offerors to gauge the extent of involvement.

The 'due diligence guidelines' will be provided after award.

18 F.7 30 The RFP requests that the organization strategy, including a description of plans for the management and staffing of the activity shall be included in the proposal. "This should be illustrated through an organizational chart. Offerors shall also describe the role of any regional office(s) of the Prime organization with respect to implementation of this activity."

Can USAID confirm that regional office(s) of a major subcontractor that support the project could also be included in the proposal as part of the organization strategy?

Yes, a regional office(s) of a major subcontractor that supports the project can be included in the proposal as part of the organization strategy.

19 F.8 31 Part F.8 states: "For each Key Personnel position, the following information shall be provided: Name, Functional Labor Category, and Level of Effort; CVs and letters of commitment must be provided as attachments to the technical proposal."

Will USAID please clarify which "Functional Labor Categories" are being referenced, given that this opportunity is not a Task Order under an IDIQ?

A Functional Labor Category is not required; RFP Section F.8 is hereby amended to delete the requirement to provide a "Functional Labor Category".

20 F.8 31-33 Please confirm if USAID will accept additional years of experience in lieu of a post-graduate degree.

21 F.8.1 F.8.2

31-33 Section F.8.1 Chief of Party and Section F.8.2 Senior School Based Violence Prevention Advisor list the required qualifications for these positions. Both positions require multiple and high level qualifications in a number of areas which could limit the possibilities for candidates to serve in these roles. This is especially important given M.2.2.

Evaluation Criteria on page 101 where USAID lists under Factor 1 its desire for “proposals that are both innovative and inclusive of evidence-based approaches” as candidates with relevant experience with these types of approaches may not fit the more traditional qualifications. Accordingly, consistent with the M.2.2 Criteria and the flexibility provided for other personnel, would USAID be open to considering providing offerors the flexibility to revise the required qualifications for these two key positions in line with offerors’ technical approach?

Key personnel must meet the required qualifications detailed in section F.8. (Refer to Answer No. 22 for amended requirements)

Q No. SECTION PAGE QUESTION ANSWER 22 F.8.1 32 Per Section F.8.1 Chief of Party, would USAID be willing to adjust the total number of international development years of experience from 15 to 10 and to adjust the minimum number of years in senior management from 10 to five? This would provide more flexibility for staffing highly qualified candidates from alternative backgrounds to support USAID’s program objectives.

RFP Section F.8.1, page 32, is hereby amended as follows:

The minimum years REQUIRED of international development experience with relevant management, supervisory and technical experience working with program of a similar scope to this activity shall read "10 years" instead of "15 years". A minimum of 15 years shall be considered a DESIRED qualification.

The minimum years REQUIRED of experience in a senior management or leadership role, i.e. Project Director, Chief of Party, Deputy Chief of Party, among others shall read "7 years" instead of "10 years". A minimum of 10 years shall be considered a DESIRED qualification.

All other required and desired qualifications remain unchanged.

23 H.5 37 It states that "the Contractor shall develop a Grants Manual, which shall comply with the Automated Directives System (ADS) section 302.3.4.13 - Grants Under Contracts (GUCs) and other USAID/Honduras specific policies and procedures governing grants mechanisms." Could USAID clarify what USAID/Honduras's specific policies and procedures are governing grants mechanisms?

The GUCs will be used, as appropriate, to complement each of the selected contractor’s activities, and as such, may be awarded by the selected contractor to Honduran local partners, local NGOs, and other organizations operating in the target locations, which will implement these grants in conjunction with technical assistance from each discrete contractor. The total combined value for the grants to be issued under the proposed GUC mechanism will not exceed 12% of the total estimated cost. No GUCs to partner government entities (as defined in ADS 302.3.4.1.3) are currently envisioned or approved; in the event the Mission decides to pursue GUCs with partner government entities, USAID/Honduras will ensure it meets all requirements, and obtain all approvals per the

ADS.

To ensure that the requirements that apply to USAID-executed grants will also apply to grants that are executed by the selected contractor, as required under ADS 302.3.4. 13.(c)(4) (1), the Request for Proposals (RFP) and the contract, when executed, will require the selected contractor to submit a “Grant Instruction Manual” describing the mechanisms and procedures for selection and management and its grant format for implementing/administering the program. The Contracting Office (CO) will review and approve this manual for compliance with USAID regulations and requirements before the contractor enters into any sub-grant, and the Contracting Officer’s Representative (COR) will work closely with the CO to ensure that the contractor complies with all such regulations and requirements. In addition, in order to satisfy the requirements of ADS 302.3.4. 13.(c) (3), (4) and (5), the CO will also provide in the contract USAID authority to approve the selection of all grant recipients and terminate any of the grants unilaterally under extraordinary circumstances.

24 H.5.e 37 In Section H.5.e Grants Under Contracts, we request that USAID remove the grants threshold of $100,000 for U.S.

organizations and $200,000 for local organizations from this section on page 37, as the contractor is required to follow thresholds as established in ADS 302.3.4.13 and ADS 303 for grants under contract programs.

RFP Sections H.5(e) is hereby amended to read "the total value of any individual grant to any U.S. organization will not exceed $100,000 per ADS 302.3.4.13.c(1). There is no restriction on the value of individual grants provided to non-U.S.

organizations, but these are not expected to exceed $200,000."

25 H.8 39 The RFP states that the design team anticipates conducting an external impact evaluation." Can USAID confirm that the offeror is not expected to include costs for baseline and impact evaluation as part of the budget?

Offerors are not expected to include costs related to an impact evaluation. Offerors are expected to include costs for establishing a baseline for SBVPA performance indicators and/or other evaluation/research initiatives.

Q No. SECTION PAGE QUESTION ANSWER 26 H.13.d 44 Section H.13 requests that Data on Program Costs include transaction level cost sharing from the host government, volunteers, the private sector, and other donors. Cost sharing and the tracking of external cost inputs is a requirement of assistance awards, but generally not applicable to acquisition awards. Accurate cost input data would be very difficult to obtain at the level required in H.13.a, especially from the host government, because systems would not be set up to capture these costs. Would USAID consider narrative descriptions of non-USAID cost inputs that included estimates from the various sources.

USAID seeks greater integration of cost data into the evidence base for USAID-funded programming as there is widespread agreement that we cannot make fully informed decisions about the best way to invest limited resources without information about how much it costs to achieve desired impacts. USAID encourages Offerors to seek out innovative solutions for obtaining the most reliable data available in order to integrate robust cost-effectiveness analyse into the SBVPA.

27 H.16.d 46 Section H.16.d Additional Requirements for Personnel Compensation on page 46 of the RFP limits offerors to annual salary increases of no more than 5 percent. This restriction may preclude offerors from complying with AIDAR 752.7007, incorporated by reference in RFP Section H.15 AIDAR 752.7007 Personnel Compensation on page 45, which states that “Direct compensation of the Contractor’s personnel will be in accordance with the Contractor’s established policies, procedures, and practices, and the cost principles applicable to this contract.” Specifying the annual salary increase offerors can provide their staff may result in offerors deviating from AIDAR 752.7007. We respectfully request that USAID revise the annual salary increase percentage to state “to be determined,” thereby allowing offerors to submit cost proposals in accordance with their established policies, procedures, and practice.

RFP Sections H.16(a) and (d) are hereby amended to read "TBD upon award" instead of "5 percent".

28 I.2 64 FAR 52.222-41 is included in the solicitation. The Department of Labor does not require application of the Service Contract Act to any contract for services which is performed essentially by bona fide executive, administrative, or professional employees who meet the criteria set forth in 29 CFR Part 541, with the use of service employees being only a minor factor in the performance of the contract. Given that the SOW consists largely of professional level technical assistance, would USAID re-evaluate the applicability of the Service Contract Act and delete the FAR clause.

RFP Section I.2, page 64, is hereby amended to delete the following FAR Clauses incorporated by reference:

"52.222-41 Service Contract Labor Standards. (MAY 2014)"; and "52.222-48 Exemption From Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Certification. (MAY 2014)"

29 I.4 67 Would USAID kindly provide a copy of (or link to) the current bilateral agreement between the US and Honduras or confirm that there is no bilateral agreement currently in force between the US and Honduras? Alternatively, would USAID provide information on those Honduran taxes or duties from which the U.S. Government is exempt, and confirm that such exemptions would apply to the contractor.

30 J 71 Attachment 8 – Sample Work Plan – format includes Labor and Resources column.

a. Given that the work plan is part of the technical proposal which should not include cost information, would USAID find it acceptable for the offeror to remove the resources column for the illustrative workplan?

b. As the budget is not required by Objective/Activity and/or sub-objective, would USAID find it acceptable for the offeror to remove the Labor column? Will USAID consider modifying the template since offerers are not supposed to include costing information in the technical document?

c. Can the workplan be submitted in Word or as a PDF with the rest of the annexes?

a. The DRAFT Work Plan included as an Annex to the Technical Proposal shall not contain cost information; notwithstanding, the initial Annual Work Plan (including a “Life of Project Work Plan”) to be submitted 60 calendar days after award date, and all subsequent annual work plans, shall include cost information.

b. Attachment 8 is an illustrative example; offerors can customize the template or use a different one.

c. DRAFT Work Plan included as an Annex to the Technical Proposal can be submitted in Excel, Word or PDF.

31 L.5 86 Section L.5 states: “Electronic files shall not exceed the 10 MB limit (per email), and shall not be zipped files.” Is there a limit on the number of attachments (per email) for the electronic submission?

No, as long as the total size of all the attachments per email does not exceed 10 MB.

Q No. SECTION PAGE QUESTION ANSWER 32 L.5.b 87 Section L.5.b General Instructions to Offerors, page 87 states that all proposals shall be due not later than the date stated in Block 9 of the SF33 cover of the Solicitation. However, Block 9 of the SF33 cover says see Section L.5. Can USAID please clarify this inconsistency and confirm the proposal submission date?

The established date and time is indicated on Page 1 (SF33), Block 9, which reads "Sealed offers in original and See Section L.5 copies for furnishing the supplies or services in the Schedule will be received at the place specified in Item 8, or if hand carried, in the depository located in See Section L.5 until 8:00am CT (hour) local time 11/21/2016 (date)".

Notwithstanding, the RFP is hereby amended to extended the submission date; therefore Page 1 (SF33), Block 9, shall now read "11/23/2016" instead of "11/21/2016". The delivery instructions (refer to Section L.5) and time (8:00am CT) remain the same.

33 L.7.a 89 Attachment 8 includes an Illustrative Work Plan as per Section L.7.a on page 89. Can USAID please confirm that the Illustrative Work Plan should exclude any cost-related information, including expected allocated resources?

34 L.7(a) 89 Please advise as to whether the Offeror -- for ease of reading -- may use Arial (as opposed to Times New Roman) 9 point font in all annexes for graphics, tables, and textboxes.

36 L.7(a) 89 Can applications include Annexes in addition to those listed on page 89?

37 L.7.b 89-90 Per Section L.7.b.2 Instructions for the Preparations of the Technical Proposal on page 89 – 90, could USAID please confirm that sections corresponding to “Performance Metrics and Measures” can be annexed to the Technical Approach, as part of the draft Monitoring and Evaluation Plan?

The sections entitled “SBVPA Results Framework”, “Expected Results & Illustrative Activities” and “Monitoring, Evaluation and Learning” shall be included in the Performance Work Statement (25 page limit). In addition, the Offeror shall include a draft Monitoring, Evaluation and Learning Plan (MEL Plan) as an annex to the Performance Work Statement (the draft MEL plan is limited to five pages)

38 L.7(b) 91 Section L.7 (b) 5 Past Performance - Offerors shall list no more than three (3) past performance activities for the prime and no more than two (2) activities for each major subcontractor.

Offerors must provide a list of the most recent and relevant contracts for efforts similar to the work in the subject proposal;

preferably activities with similar inputs and components, including U.S. Government awards over the last five years for all members of the proposed consortium.

a. May PPRs for cooperative agreements be submitted as well?

Please confirm that PPRs are required of only the Prime and major subcontractors; and

b. Please clarify that both PPRs and a list of recent projects is desired; i) Please specify the information requested in the list and ii) Please clarify whether all subcontractors (and not just major subcontractors) are required to submit a list of similar projects.

a. Past Performance information related to cooperative agreements is acceptable. Performance information is only required for the prime and each major subcontractor.

b. Past Performance information shall be provided using the table detailed in Section J Attachment 7, which shall list the most recent and relevant contracts/awards for efforts similar to the work in the subject proposal; no additional list of recent or similar projects is required.

Under subsection (b) of the same section, it further states that "if the Offeror or any major subcontractor does not have a cognizant Government Audit Agency, the proposal shall include......". However, on subsection (5) of the same section, it states that: "the Offeror and each proposed subcontractors must include a complete copy of its most current NEGOTIATED INDIRECT COST RATE AGREEMENT (NICRA) or other documentation from its cognizant Government Audit Agency, if any, stating the most recent final indirect cost rates.” Will USAID please confirm that a NICRA or Audited balance sheets and profit and loss statements for the last two complete years are required only for major subcontractors?

RFP Sections L.8(b)(5), L.8(c) and L.8(e) are hereby amended to read "major subcontractor", instead of "subcontractor".

40 L.8.b.1 94 Please confirm that the 12% allocation is a ceiling amount for GUCs and offerors are allowed to propose different allocations if necessary.

The GUC allocation is a ceiling amount, it shall not exceed 12% of the Total Estimated Cost (including Fixed Fee). Offerors may propose a lower allocation, but must provide rationale for doing so.

41 L.8.b.1 94 Please confirm that the GUC % allocation is also inclusive of applicable GUC fees.

Any cost/fee associated with GUC administration must be allocated outside the 12% ceiling amount.

42 L.8 94 Can USAID provide clarification on what is needed for subcontractors vs. major subcontractors. There are some inconsistencies in requests starting on page 94 (for example, they ask for NICRA from major subcontractors on page 94 and from all subcontractors on page 96).

43 L.8.b.1 94 Section L.8.b.1 Indirect Costs on page 94 states that NICRA or audited financial statements are required for major subcontractors. However, Section L.8.b.5. on page 96 states that each proposed subcontractor must include a NICRA or audited financial statements in the proposal. Can USAID please confirm that the requirements set forth in these subsections only apply to major subcontractors?

44 L.8.b.1.iii 94 Section L.8.b.1.iii – Should the offeror calculate the GUC component as 12% of direct costs exclusive of IDC and Fee, or 12% of the overall Total Estimated Costs?

45 L.8(b) 94 Section F.7.2 Personnel states: a. “Short Term International Technical Specialists: A range of high quality, short-term international technical specialists (U.S. Expatriate and Third Country National) may be proposed. It is envisioned that STTA shall be an important source of technical assistance due to the broad range technical issues to be addressed. STTA does not include home office support staff, which must be covered under salaries of other permanent staff, overhead, or other direct costs. Contractor shall allocate the cost of home office support staff according to its cost accounting structure.

Furthermore, home office personnel can be proposed as technical specialists for key assignments, as applicable.”

For the Level of Effort (LOE) Summary table, please advise where the Home office support LOE should be included if not with STTA?

For the purpose of the LOE Summary Table, LOE of Home Office support staff (covered under salaries of other permanent staff, overhead, or other direct costs) shall be included under LTTA-USN. However, Home Office personnel proposed as technical specialists for key assignments shall be included under STTA-USN.

46 L.8(b) 94 Please confirm that USAID would find it acceptable for the offeror to add another staffing category to the budget and LOE Summary table to include Home Office Support.

Q No. SECTION PAGE QUESTION ANSWER 47 L.8(b)(2) 95 Section L.8(b)(2)- the budget format requested does not include Consultants as a cost element? Please confirm that USAID would find it acceptable to include an additional category of the summary budget for Consultants.

The RFP Section L.8(b)(2) is hereby amended to delete the “Salaries” cost element and substitute in its place “Personnel/Labor”. Consultants should be included under the “Personnel/Labor” cost element. Within “Personnel/Labor”, each item of cost should be grouped by type, as follows:

CCN: Cooperating Country National TCN: Third Country National, USN: U.S. National Additional grouping or subdivisions (e.g., long-term vs. short-term) may be used, as appropriate.

Furthermore, RFP Section B.4 is hereby amended to delete the "Salary and Wages" cost element and substitute in its place "Personnel/Labor".

48 L.8.b.2 95 Please confirm that offerors are allowed to include an additional separate cost element for ‘Consultants’.

49 L.8.b.3 95 Please confirm that the amounts entered into the ‘Cost’ column should not include any applicable indirects or fees.

Indirect costs shall be included under fringe benefits, overhead, or G&A, accordingly; fees shall be included under fixed fee.

50 L.8.b.3 95 If offerors have one fringe rate for USN/TCN staff, should the LOE for TCNs be included with USNs (instead of with CCNs as listed in the table)?

51 L.8(b)(3) 95 Section L.8(b)(3) – Level of Effort (LOE) Summary Chart

a. Solicitation states: “The offeror must submit a LEVEL OF EFFORT (LOE) SUMMARY that supports resources needed for the approach proposed; it shall include the quantity of LOE and the proposed cost associated with each category.” Please clarify whether the cost should be solely based on salaries or if it should also include the related Fringe Benefits, Indirect and fee costs.

For the purpose of the LOE SUMMARY, the costs associated with each category shall be solely based on salaries.
