SECTION C – SPECIFICATIONS
C.1 NATIONAL PARK SERVICE
The National Park Service (NPS) is a bureau of the U.S. Department of the Interior (DOI) that has been entrusted with the care of our national parks since 1916. The NPS preserves unimpaired natural and cultural resources, and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world.
The NPS - National Capital Area (NCA) supports natural wonders to man-made marvels in Virginia, West Virginia, Maryland, and the District of Columbia. The NCA parks include: Antietam National Battlefield, Catoctin Mountain Park, Chesapeake & Ohio Canal National Historical Park, George Washington Memorial Parkway, Harpers Ferry National Historical Park, Manassas National Battlefield Park, Monocacy National Battlefield, National Capital Parks - East, National Mall and Memorial Parks, Potomac Heritage National Scenic Trail, President’s Park, Prince William Forest Park, Rock Creek Park, and Wolf Trap National Park for the Performing Arts.
C.2 BACKGROUND
Rock Creek Park (ROCR) was authorized in 1890 and is 1,754-acre city park located in the nation’s capital of Washington, DC. Rock Creek Park has several open-play tennis courts, 13 miles of bridle trails, 32 miles of hiking trails, the Rock Creek Park Golf Course, the Carter Barron Amphitheater, Meridian Hill, Nature Center and Planetarium, several Civil War, and other historic sites.
Rock Creek Park manages Peirce Mill, Peirce Barn and the Peirce Springhouse, a cluster of buildings associated with the nineteenth-century Peirce family milling and agricultural enterprise. In addition to the nineteenth century history, there is also significant twentieth century association with the area. In the first decades of Rock Creek Park’s development, the stone mill, yard, and other structures became the centerpiece of a picturesque park picnic spot. At this time a dam was constructed for the sound of its falling water; the mill was converted to a teahouse; and picnic groves were established in this area formerly devoted to the Peirce enterprise. During the 1930s, the mill was “restored” by the NPS to operation. The barn is listed individually on the National Register and is also a contributing structure to the Historic District nomination for Rock Creek Park.
Currently the historic barn does not have a fire detection or protection system. The barn is used seasonally as a weekend visitor contact station. For more detailed and general information checkout the website at: Rock Creek Park (U.S. National Park Service) (nps.gov).
C.3 PURPOSE
The NPS - NCA – Rock Creek Park has a requirement for installation of a new fire protection and security system for the 2,804 square foot historic Peirce Barn as well as infrastructure improvements to support the new systems with minimal modification or disruption to the historic fabric. The installation of a properly designed fire protection system and intrusion detection system will allow for visitor and employee safety, comply with current life safety codes and protect this valuable historic resource.
C.4 SCOPE OF WORK
The contractor shall provide for all labor, supervision, materials, supplies, equipment, tools, transportation and any other necessary items to complete the installation of new fire protection and security systems as specified in the attachments for https://www.nps.gov/rocr/index.htm https://www.nps.gov/rocr/index.htm https://www.nps.gov/rocr/index.htm

A wet sprinkler system will be installed on the first and second floor, while a dry-pipe system will be installed in the attic. The attic floor joists will be sistered to increase floor load capacity to support the added infrastructure. The mechanical room in the barn will need to be slightly reconfigured to accommodate the new sprinkler piping, which will be installed below the foundation and in a section of the barn that is not seen/accessed by visitors.
