ATTACHMENT 8 RFI and Responses

Solicitation 140P3022R0009

Q1. The Past Performance Questionnaire Form states under the box for Project Experience that up to 5 individual projects can be listed, but there are only 3 rows available.

a. Are we permitted to submit 5 projects, or does the Government only want to see 3 projects?

b. If we are allowed to submit 5 projects, can we expand the table accordingly where necessary?

Response:

a. Offerors are required to submit a minimum of 3 individual projects and permitted up to 5 individual projects.

b. Yes, you may expand the table where necessary, or use a blank sheet for the additional projects.

Q2. The Past Performance Questionnaire Form states we are allowed to use a blank sheet to provide additional project information as needed. Instead of filling out the Past Performance Questionnaire Form, are we permitted to use a blank sheet for each project and ensure all the required information from the Past Performance Questionnaire form is listed on each project sheet instead?

Response: Yes, offerors may use a blank sheet to provide the project information and ensure to include all the required information as described in Section L.2. Evaluation Factors and Section M, under C. Evaluation Factors. The offeror must ensure to include all contents of the form if not using Attachment 7 provided. Please note- Amendment 3 revises information pertaining to subfactor 6 Past Performance and Attachment 7 Proposal Submission Package.

Q3. The RFP states under C.22 Biobased and Sustainable Products that the list of biobased products on

pg. 13 of 60 “maybe required,” while the Biobased Certification form states that this same list of products “shall be required.” Also, the instructions on the Proposal Submission Package concerning the Biobased Certification state we should complete those forms for this solicitation “as applicable.” Based on the scope, we feel this form is not applicable and the form itself states N/A at the bottom. Given these discrepancies, are we required to fill out the Biobased Certification form, or can we strike it from the Business and Price Volume Requirements as N/A?

Response: It is required as an evaluation factor as stated under Section L.2. Evaluation Factors and on page 57, Section M, under C. Evaluation Factors, Subfactor 5 -Biobased Certification. The list of categories for biopreferred products under Section C.22 states that it may be required for performance. Attachment 7 Proposal Submission Package is revised to state the same list of products “may be required”. The form response for “N/A” refers to “not applicable” for other BioBased products not stated above that may be included, but not include above (in the BioBased Products identified in the form).

Q4. What is the deadline for RFIs for Solicitation #140P3022R0009?

Response: Amendment 3 issued for RFI and Responses and extends the due date to 3:00 p.m. EDT, Wednesday, June 22, 2022.

Q5. Do we need to include evidence of the offeror’s HubZone status in the Business and Price Volume?

Response: No, the Contracting Office shall be able to identify the offeror’s HUBZone status in Representations and Certifications at www.SAM.gov. If not available at SAM.gov, the contractor shall be responsible for providing required Representations and Certifications as evidence.

If the offeror’s status has changed, the offeror is responsible for providing notice to the Contracting Officer before contract award.

Q6. Per Plate S-101, what is the detail for the precast concrete blocks such as concrete strength, rebar reinforcement, etc.?

Response: Precast concrete to be 5,000 psi concrete, use minimum reinforcement for temperature and shrinkage per the precast manufacturer’s standards.

Q7. Per Plate S-201, Detail 2, the scope of work states adding 32LF of support to existing square post;

should the measurement of the additional support have been 0’-32” rather than 32’-0”?

Response: Detail 2 should reflect nailer 0’-32” long.

Q8. With regard to the installation of structural sister joists, the existing building spaces do not provide easy access for sister joists, furthermore, existing building components such as conduits will further limit access for the installation of new sister joists. Can sister joists be installed in sections? If so, please provide a connection detail.

Response: The sister joints may not be installed in sections.

Q9. Page 54 of 60 of the solicitation says "The offeror may coordinate completion of the form entitled "Past Performance Questionnaire" in the Attachment 7 - Proposal Submission Package for construction projects of the same scope and complexity as the contemplated contract. Fill out Item 2 and Questionnaire form and provide to a reference, who should complete the remainder and return the form to the Contracting Officer, the forms can be submitted to contractor, and also submitted with package, and do not have to come separately." Attachment 7 is labeled proposal submission package, but on the 1st page of Attachment 7, it says Attachment 8 Proposal Submission Package, is this correct? Also, the 2nd page of this Attachment 7 says past performance questionnaire form, but there is no Item 2, and there are no questions to be completed by our references who will be rating our performance. Typically, the NPS asks for us to complete the attached PPQ form. Will the Government be providing a similar PPQ to complete?

Response: Section M of the solicitation, under C Evaluation Factor, sub-factor 6 Past Performance is revised. See Amendment 3. Amendment 3 removes the need for Offerors to provide Questionnaire to a reference. In addition, Amendment 3 revised Attachment 7 Proposal Submission Package.

Q10. Since the stairwell between the floors are open and the structure overall is drafty, the non-conditioned air could affect the sprinkler components; should the entire building have a dry sprinkler system?

Response: No, install the systems per the design drawings and specifications which require a wet system in the first and second floors as these levels will be maintained above 40 degrees Fahrenheit, and a dry pipe system in the attic. Install all the vertical wet sprinkler pipes in the interior walls as practical as possible.

Q11. Currently the first floor main room’s ceiling has rough cut openings and needs drywall repair;

furthermore, with the new work affecting the architectural ceilings, should the first floor’s main room ceilings and corridor ceilings be patched and painted? If so, please provide paint specifications.

Response: Yes, the ceilings must be patched and panted. Paint's manufacturer, type, and color will be handled during the submittal process at the start of construction.

Q12. The sprinkler system’s main water supply is scheduled for location in the first floor’s storage area.

The first floor storage area’s floor is currently patched with plywood and existing floorboards flex and may not be structurally sound; since those floorboards need to be removed to excavate for the new main water supply, should the floors in that area be fully replaced? If so, please provide a scope of work.

Response: Remove all rotted floorboards and any damaged ones during construction and replace with new boards in the Storage Room in the Barn. New floorboards must be from the same species, dimensions and same type of hardwood of the removed ones. Also the floorboards must have strength and durability to carry the new equipment loads safely. Final floor must be even with remaining floorboards to prevent trip hazards.

Q13. Presumably the floor joists beneath the first floor’s storage area (location of new main water supply) are spaced not greater than 24” apart. With the depth of the excavation plus any existing air space currently beneath the floor joists, we may be working at a depth great than 6’ beneath the floor joists.

Considering the spacing of floor joists and the working depths, presumably the floor joists will need to be selectively removed. Please provide a detail for floor joist repair and scope of work for finished floor replacement?

Response: Do not remove the exiting floor joists. All excavation is limited and needs to be completed with the floor joist left in place per the Construction Documents.

Q14. The site work LOD is approximately 8’ wide, and the trench is scheduled for a minimum 6’ width;

can the LOD be greater than 8’ in width, and can the trench be less than 6’ in width?

Response: The project has a BCIV permit issued by the DC Department of Energy and Environment (DOEE). The Contractor may adjust widths with the permission from the DOEE inspector.
