About this file
This is a General Terms and Conditions Supplemental Rider for SLAC National Accelerator Laboratory under DOE Contract No. DE-AC02-76SF00515.
The document modifies SLAC's standard general terms and conditions for subcontracts by incorporating, deleting, and revising Federal Acquisition Regulation (FAR) clauses applicable to all subcontracts. Section 1 incorporates 16 FAR clauses including provisions addressing small business subcontracting opportunities, DEI discrimination, biased product reporting, ozone-depleting substances, refrigeration equipment maintenance, Buy American requirements for supplies and construction materials, text messaging while driving policies, security prohibitions, commercial products and services, and privately-owned U.S.-flag vessel preferences for ocean transportation. Section 2 deletes eight FAR clauses covering hardware and software from Kaspersky Lab entities, segregated facilities, equal opportunity, EPEAT-registered imaging and personal computer products, energy efficiency in energy-consuming products, and text messaging while driving policies. Section 3 addresses policy changes from FAR Acquisition Circular 2025-06, including increased thresholds for micro-purchase (to $15,000), simplified acquisition (to $350,000), small business subcontracting plans, and construction threshold adjustments. Section 4 applies specific cost accounting and pricing clauses for subcontracts $2 million or greater. Section 5 updates invoicing and payment procedures with new SLAC portal links for reimbursement processing. The document is effective as of August 2026, Revision 1.
