About this file

This document is an informational sheet provided by the State of Michigan's Department of Technology, Management & Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program applicable to State of Michigan contracts. The SDVOB preference is a specialized procurement incentive established under Michigan Public Act 91 of 2005 that provides eligible businesses with a 10% pricing preference when bidding on state contracts. To claim this preference, bidding companies must submit documentation proving service-connected disability status, proof of discharge conditions, proof of ownership in the business entity, and demonstrate that the company is at least 51% owned by one or more veterans with a service-connected disability. Acceptable documentation includes a DD214 form, VA Rating Decision Letter, appropriate legal ownership documents, or a National Veterans Business Development Council (NVBDC) certification. The state does not pre-certify SDVOB businesses and does not accept certifications from the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration's VetCert program.

Service-connected disability is formally defined under 38 USC 101(16) as a disability incurred or aggravated during active military, naval, or air service. Businesses meeting the qualification requirements—defined as entities that are 51% or more owned by one or more veterans with service-connected disabilities—are eligible to request the pricing preference at the time of bid submission. Additional detailed information regarding the SDVOB preference program is available through the referenced SDVOB Preference Fact Sheet provided by DTMB and on the state's procurement website.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
