About this file
This is a Solicitation Addendum issued by the City and County of San Francisco Office of Contract Administration on behalf of the San Francisco Police Department for the procurement of one hundred Galvion BATLESKIN Caiman Ballistic Helmets, TL High-Cut configuration in black (Part No. 4-2424-0003), or City-approved equivalents. The addendum, dated August 18, 2026, modifies the original Invitation for Bids (IFB P-696) issued August 7, 2026, and incorporates Version 2 of the IFB along with responses to bidder questions. Bids are due August 21, 2026, at 3:00 PM PST. The solicitation permits City-approved equal products that meet the specifications outlined in Appendix A of the Purchase Order Terms, provided bidders submit samples of each comparable offering in all available sizes (minimum four shell sizes covering the full head-circumference range of 20 5/8" to 25 3/4") along with specification sheets at no additional cost to the City.
The addendum clarifies that the City will accept alternate liner and suspension systems with impact-attenuating lattice padding and ratchet-dial suspension mechanisms as equivalents to the specified Caiman APEX Liner, provided that accredited third-party laboratory reports submitted with the bid demonstrate compliance with the ballistics and blunt impact requirements of Sections J and K in Appendix A. Bidders must submit pricing in U.S. dollars for the full quantity of 100 units with no line-item modifications permitted. The First Source Hiring Program under San Francisco Administrative Code Chapter 83 applies, requiring registered businesses to submit a Workforce Projection Form with entry-level hiring plans; non-compliance results in liquidated damages up to $5,000 per improperly withheld entry-level position. A Bidder Questionnaire (Attachment 2) serves as a pre-qualification document for minimum qualification assessment prior to formal bid evaluation.

CHANGE 1: The Invitation for Bids dated 08-07-2026 is hereby deleted and replaced with Invitation for Bids Version 2 dated 08-18-2026.
CHANGE 2: Responses to questions received are provided below and hereby incorporated into the solicitation as though fully set forth therein.
Q1: Per the Invitation for Bids Section 3.4 Alternates and Samples, “When offering goods similar to the named manufacturer, brand or make being requested in this Solicitation, Bidders must provide samples of each comparable equal being offered including specification sheets, and each size of helmet, small through double extra-large, at no additional cost to the City.” If the helmet system being offered covers the full head-circumference range specified in Section B. Sizing of Appendix A, Specifications, of the Attachment 1: City’s Purchase Order Terms, approximately 20 5/8" to 25 3/4" but in four (4) shell sizes, size small through extra-large, instead of five (5) shell sizes, with the extra-large shell accommodating the largest circumferences through available pad thickness options, will samples of each of the only four (4) available shell sizes be acceptable?
A1: Provided that the four (4) shell sizes cover the full head-circumference range specified and meet the specifications set forth in the Appendix A of the Attachment 1: City’s Purchase Order Terms, the City will accept samples, upon request, for evaluation. See the revised Section 3.4 Alternates and Samples of the Invitation for Bids dated 08-XX-2026.
Q2: Per Section F. of Appendix A, Specifications, of the Attachment 1: City’s Purchase Order Terms, the City will accept a City approved equal to the Caiman™ APEX Liner.
