About this file

This is a scoring rubric document for the City of St. Petersburg's Saturday LEAD (Learning, Enrichment, Achievement, Development) program, an academic enrichment initiative for rising 8th through 11th grade students in targeted St. Petersburg schools. The RFP (RFP-25-308) was released on October 2, 2025, with a pre-proposal meeting scheduled for October 9, 2025, and proposals due by November 4, 2025, at 3:00 pm. The selected vendor will collaborate with the Pinellas County Schools Office of Strategic Partnerships to determine school sites and identify participating students, with the goal of interrupting academic slide and promoting student growth through tech-enabled, student-centered strategies. The contract is valued at $95,000 and may span one to two academic years depending on the vendor's proposed implementation plan. The evaluation process is points-based, with 58% of points allocated to vendor experience, qualifications, program design, and past performance.

The scoring rubric evaluates proposals across eight criteria: Program Design and Implementation, Parent Engagement, Innovation and Student Thriving Focus, Evaluation and Data Use, Curriculum and Instructional Strategy, Evidence of Past Success, Partnerships and Support, and Budget and Timeline Alignment. Each criterion is scored on a four-tier scale ranging from Exceeds Expectations (10-9 points) to Not Evident (2-0 points). Vendors must demonstrate expertise in working with school systems and conduct Level 2 background screenings for employees. The procurement includes set-aside points for Small Business Enterprises (SBE), Minority Owned Business Enterprises (MBE), and Women Owned Business Enterprises (WBE), with 2% allocated for each classification. Allowable expenses include staff salaries, benefits, operating expenses, academic support materials, technology tools, enrichment activities, transportation assistance, and student engagement resources. Vendors must provide comprehensive insurance coverage, including $1 million in commercial general liability and abuse/molestation coverage, and comply with city policies on non-discrimination, environmentally preferable purchasing, and health considerations.
