This document is a Request for Proposal (RFP) from the City of St. Petersburg for youth development and academic enrichment services. The RFP seeks a vendor to deliver comprehensive youth-centered programs that align with Mayor Welch's Pillars for Progress, focusing on academic support, skill-building, and student achievement. Proposers must submit a detailed response addressing six main evaluation categories: firm experience (29%), qualifications and technical competence (29%), capacity to accomplish work (19%), past performance (9%), detailed budget (8%), and business enterprise status (6%). Key requirements include demonstrating experience with youth programs, providing detailed project plans, presenting a qualified project team with educational backgrounds and certifications, and outlining a budget that can include flexible funding for academic materials, enrichment activities, transportation assistance, and student support resources.
The RFP emphasizes a holistic approach to youth development, with specific preferences for project team members holding degrees in education, STEM, literacy, special education, or youth development, and professional certifications in teaching, educational technology, and student support specialties. The proposed budget can cover a wide range of expenses, including curriculum materials, technology tools, guest speakers, enrichment activities, transportation assistance, student incentives, and program-related certifications. Proposers must also indicate their status as a Small Business Enterprise (SBE), Minority Owned Business Enterprise (MBE), or Women Owned Business Enterprise (WBE) in the City of St. Petersburg. The evaluation will be comprehensive, with points awarded across multiple categories to select a vendor that can effectively support student academic and personal growth.
