The selected vendor will design and deliver a Saturday Academy focused on interrupting academic slide and promoting student growth through tech-enabled, student-centered strategies, with emphasis on parent engagement and regular progress communication. The contract is valued at $95,000, with potential implementation spanning one to two academic years depending on the vendor's proposed plan. Vendors must collaborate with the Pinellas County Schools Office of Strategic Partnerships to determine school sites and identify participating students and must conduct Level 2 background screenings for all employees.

Proposal submissions must follow a specific format addressing eight required sections weighted as follows: firm experience demonstrating proven youth-centered skill building (29%), agency and staff qualifications and technical competence (29%), capacity and program design (19%), past performance on similar contracts within the past three years (9%), detailed budget (8%), and small business enterprise classifications—SBE, MBE, and WBE status (2% each). Allowable expenses include staff salaries, benefits, operating expenses, and flexible funding for curriculum materials, technology tools, guest speakers, enrichment activities, transportation assistance, student incentives, and capstone events.
