About this file

This is a Scope of Work document issued by the Indiana Geographic Information Office (IGIO), part of the Indiana Office of Technology, for a 2026 Request for Quote (RFQ) to procure multi-unit address data for all 92 Indiana counties. The project requires delivery of comprehensive multi-unit addresses (those containing letters, fractions, decimals, suite, or unit designations) current as of September 1, 2026, with delivery mandated by October 30, 2026. Each address record must include specific data elements: address with unit designation, city, state, 5-digit ZIP code, ZIP+4 extension, latitude, longitude, and Match Level Code indicating spatial accuracy. The data will support the Indiana Data Harvest program, an 18-year initiative collecting framework geographic datasets from all counties to improve data quality and Next Generation 911 readiness. IGIO and local government authorities will use the supplied data to verify completeness and accuracy of multi-unit addresses received from local addressing authorities.

All bidders must respond to four specific prompts detailing: the original source and verification process of the multi-unit address data; the data update cycle and methods; the licensing model ensuring all addresses are shareable for use by all government levels in Indiana; and the bidder organization's experience with address data, statewide dataset updates, and supplying data to state agencies in Indiana or elsewhere. The RFQ document indicates that IGIO has identified organizations known to possess the capabilities to produce the requested data, though specific pricing terms, set-asides, funding amounts, or contract duration are not detailed in this Scope of Work document.

2026 RFQ: Indiana Multi-unit Addresses Requirements and Bid Information

Deputy Chief Geographic Information OƯicer Indiana Geographic Information OƯice / Indiana OƯice of Technology 100 N Senate St, #511N Indianapolis, IN 46204 saldrich@iot.in.gov 317-964-3932

Overview

The Indiana Geographic Information OƯice has been collecting key framework geographic datasets from all of Indiana’s 92 counties regularly for 18 years through its Indiana Data Harvest program (https://dataharvest.gio.in.gov/). While dedicated eƯorts at the local level to increase data quality and Next Generation 911 readiness have yielded significant improvements across the State, one area where enhanced data information would further improve data accuracy and completeness is multi-unit addresses provided by a third party to check the completeness and accuracy of the multi-unit addresses we receive from local addressing authorities. Note that our oƯice, and local government authorities, will use these data to do the actual completeness and accuracy check.

This RFQ document outlines the requirements of the State of Indiana for this request and information about how the State of Indiana will score the bids it receives. It also lists organizations that are known to our oƯice to have the capabilities to produce the requested data.
