About this file

The document is a Scope for Historic Building Analysis from the City of Phoenix Planning & Development Department's Historic Preservation Office, detailing requirements for architectural assessments of historic buildings at two levels of complexity. The scope mandates that a licensed architect with demonstrated experience in historic preservation conduct comprehensive investigations, including project mobilization, historic documentation, condition analysis, code compliance review, and final reporting. For Level 1, the analysis involves preparing a schematic floor plan identifying building additions and alterations, while conducting a building code and accessibility compliance review. Level 2 requires more detailed scaled floor plans and elevation drawings, along with more extensive project programming, scope development, and meetings with city officials.

The document outlines specific deliverables including itemized cost estimates for rehabilitation work following the Secretary of the Interior's Standards, with cost estimates covering selective demolition, structural stabilization, site upgrades, parking, new facility construction, and systems upgrades. The final report requires draft and final submissions to the city HP Office, with two copies of the draft report and three copies of the final report (plus a digital copy) needed. The architect must be prepared to make additional revisions and attend meetings as determined in consultation with the city Historic Preservation Office. No specific budget or funding sources are explicitly detailed in the document.

The following scope of work should be conducted by a licensed architect with demonstrated experience in the field of historic preservation evidenced by completion of at least three previous historic building assessments, and past architectural experience on at least two historic building rehabilitation projects meeting the Secretary of the Interior’s Standards for Rehabilitation. The Historic Preservation (HP) Office reserves the right to request architects to demonstrate proof that these requirements are met, and to make final decisions whether qualifications are met.

PROJECT MOBILIZATION

• Hold orientation meeting with city HP Office and owner to determine objectives and proposed adaptive use(s) and program for rehabilitation or restoration of the building(s).

• Document the objectives in narrative summary.

HISTORIC INVESTIGATION AND DOCUMENTATION

• Physical inspection of the building and limited documents research to determine the age, if necessary, and the original configuration of the building and sequence of any additions or alterations. This will include a review of any pertinent documents readily available from the owner or public records.

• Identification of character-defining architectural features and components. All features and components critical for preservation will be identified and prioritized for preservation.

Level 1: Preparation of a schematic floor plan for the existing building, identifying original portions of the building as well as later additions and alterations. This sketch should illustrate the chronology of development.

Level 2: Will include scaled detailed floor plans and elevation drawings based on detailed measurements of the existing building.

CONDITION ANALYSIS

A thorough inspection of the physical condition of the building to identify all areas requiring critical attention and prioritization of all recommended work. This will include but not be limited to:

• Inspection of the foundation, floor structure and finishes, exterior walls and finishes, ceiling structure and finishes, roof framing and sheathing, interior walls and finishes, interior and exterior doors and windows, chimneys, fireplaces, porches, stairways, (elevators if applicable) site grading and drainage, and mechanical, electrical and plumbing systems. The assessment will indicate the existing conditions and detailed set of recommendations for specific restoration or rehabilitation treatments and priorities.

Photographs should be used to illustrate existing conditions.

• As appropriate, a structural engineer experienced in historic preservation will participate in the inspection and make recommendations as necessary.

• Analysis of removal and phasing, if necessary, of any later non-historic additions and the physical impact their removal would have on the original building.

• Preparation of a schematic reuse floor plan(s) for the proposed use(s) and site plan sketch including the location of any required new facilities such as restrooms and access improvements when appropriate.

LEVEL 1:

An analysis of the building's deficiencies relative to the requirements of the city of Phoenix Building Code (including the International Existing Building Code) based on an assumed new occupancy classification and the existing type of constriction. This will also provide a complete analysis of the building for compliance with accessibility guidelines for persons with disabilities as required by the Americans with Disabilities Act for 1990.

LEVEL 2:

• Meet with the building owner and city HP Office to establish the project program based on a selected use, floor plan and other improvements.

• Develop architectural written and graphic scope description for proposed work.

• Develop mechanical, plumbing and electrical written scope descriptions for the proposed floor plan.

• Develop a preliminary list of code modifications required.

• Meet with city of Phoenix Development section for a preliminary review of findings.

• Revise or finalize code modifications required.

• Develop final written and graphic descriptions for implementing the required modifications.

COST ESTIMATES

An itemized cost estimate for all of the above recommended work assuming rehabilitation to meet the Secretary of the Interior’s Standards for Rehabilitation or Restoration. Cost estimates will include any selective demolition, structural stabilization and upgrades, site upgrades, required parking, construction of any required new facilities such as restrooms, access improvements or upgrading of existing restroom facilities, new electrical, mechanical and plumbing systems.

FINAL REPORT

• Preparation of a draft report (two copies required) for review by the city HP Office. For small projects, a letter report may be appropriate.

• Preparation of a final report (three copies required, plus a digital copy), addressing comments by the city HP Office for projects with HP Office funding. This report will include photographs and drawings to the extent required.

• Additional meetings may be required before finalizing the report as determined in consultation with the city HP Office.
