(end of provision)
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation.
Introduction
The contractor shall furnish the necessary personnel, material, equipment, and services to fabricate, install and test one Focused Ion Beam Scanning Electron Microscope (FIB-SEM).
Background
The National Institute of Standards and Technology has a requirement for a customizable focused ion beam scanning electron microscope (FIB-SEM) instrument with the capability of incorporating an in situ atomic force microscope (AFM). This instrument will be used as the focal point of a new research program in ion transport in materials, with emphasis on battery materials.
NIST intends to acquire the instrument as a fully functional FIB-SEM with a gallium focused ion beam, and then extensively modify (customize) the FIB portion of the instrument to incorporate our own lithium ion source. NIST requires the SEM portion of the instrument to include a state-of-the-art electron beam column, and have a number of associated measurement options as detailed below. The AFM portion must operate in multiple modes and be fully integrated with the rest of the instrument, as detailed below. A key feature that we seek is modularity of the instrumentation, such that a range of diagnostic techniques can be applied, and customized instrumentation can be incorporated with ease.
The development of new measurement tools and methods for nanoscale characterization that can subsequently be made available to users is a critical part of the CNST mission. The acquisition of this instrument, when combined with the ion source customization planned, will allow new measurements of the nanoscale effects of ions implantation, including ion transport and well as structural and electrical changes. Such measurements are critically needed in many areas, in particular the development of new battery technologies and resistive switching devices.

Offerors who demonstrate that their proposed equipment exceeds NIST’s requirements.
The specifications stated in this solicitation represent minimum specifications, and quotations shall meet or exceed each of these to be considered for award. However, exceedances to the following specifications, as stated in the Statement of Work, offer more value to the Government than exceedances to the other specifications; accordingly, the best value determination will offer stronger consideration for exceedances of those specifications:
