B2 B: Scope, p. 6: "The rates must also reflect expenses for contract management and program management, including the preparation of invoices, price and technical proposals, contract status reports, etc., but must exclude travel, other direct costs, and associated General and Administrative (G&A) expenses." Is it the Government's intention that the contractor can apply our standard G&A to our labor in calculating our Fixed, Burdened Hourly Labor Rates? Yes.

B3 B: Scope, p. 6: "The rates must also reflect expenses for contract management and program management, including the preparation of invoices, price and technical proposals, contract status reports, etc., but must exclude travel, other direct costs, and associated General and Administrative (G&A) expenses." Will the Government provide a standard plug amount for CLIN X900 'Miscellaneous REIMBURSABLE CLIN' or is it the intention of the Government that an estimated cost for CLIN X900 will only be proposed on a Task Order basis and is not required for this IDIQ proposal? The Government will provide an estimated plug amount for CLIN X900 'Miscellaneous REIMBURSABLE CLIN'. This is required for the IDIQ proposal.

B4B-002 Travel Costs, p. 7"(b) Travel costs shall not be burdened with any indirect costs unless specifically allowable in accordance with the Contractor’s usual accounting practices consistent with FAR Subpart 31.2. In no event shall travel costs be burdened with fee/profit.Is administrative support provided by Professional Service Employees and/or Professional Employee Support Services for Travel allowable as an indirect cost as part of our G&A on Travel if it is our usual accounting practice consistent with FAR Subpart 31.2?Yes.

B5 Section_b_CLINS_FINAL_090916 Attachment 1 Shows 3360 hours for the Sr. Project Manager – Facilities (position 0030), but also caps the hours at 215 per pay period on page 55 of 102. Should this be 3760 hours (2x Sr. Project Managers – Facilities)? And can the government define its definition/duration of a pay period? Section B updated with the correct hours for this position for the Base Year. This position is not needed for Option Years 1-4.

B6 Price Table (RFP Page 6) The Government indicates that the total Period of Performance is not to exceed 66 months (Base Year + 4 Option Years + 6 months’ transition and/or extension). However, the CLIN tables account for only 60 months (Base + 4 Option Years). Does the Government expect or prefer our cost/price proposal to include pricing for the additional 6 months? The cost/price proposal does not need to include the additional 6 months of pricing.

B7 Price Table (RFP Page 6) It is not clear exactly what unit price and total cost should be entered into this table. Would the Government please specify exactly which cells from Attachment 1 – B3 should be transferred to the pricing table? No information needs to be transferred to the pricing table.

B8 Price Table (RFP Page 6) This section makes reference to “Attachment 1-B.3-Prices and Schedules.” Is this the same document as the Excel file title “Section_B_CLINs_FINAL_090916”? Yes.

B9 Section_B_CLINs_FINAL (Excel spreadsheet); tabs for each contract year There is a notation at the very bottom of the tab with an asterisk (*) indicating armed position(s). However, none of the LCATs have an asterisk next to the description. Does the Government anticipate any positions to be armed and, if so, which one(s)? See response to B1.

B10 Section_B_CLINs_FINAL (Excel spreadsheet); Tab BOE There is a double asterisk (**) in cell B8 which does not appear elsewhere within the spreadsheet. Would the Government please clarify for what this was/is intended? (For example, was Column C titled “Status” supposed to include notations for whether the respective LCAT was Exempt or Non-Exempt)? Yes.

B11 Section_B_CLINs_FINAL (Excel spreadsheet); Tabs for each contract year In columns H & I titled “New Hire Discount” and “New Hire Total,” Respectively, would the Government define the terms of any discount that the Offeror is required to provide? The Offeror is not required to provide any discount; however, it is a tool that can be utilized by the Offeror as an incentive to provide the Government greater overall savings with respect to not overrunning the Government's budget. There are no specific terms that the Government has defined for the discount. It's up to the Offeror to decide what type of discount(s) they are willing to provide.

B12 Section_B_CLINs_FINAL (Excel spreadsheet); Tab "New Labor Category Build Up" Does the Government intend to have Offerors add additional LCATs under this contract and provide the cost build-up for those LCATs listed in this tab? No.

B12 K-001 and Section_B_CLINs_FINAL (Excel spreadsheet); Tab 'Summary by OY' This contracts incorporates the Service Contract Act (SCA) wage determination requirement for hazardous pay differential for high and low hazard working environments. In row 8 in the Section B spreadsheet (“Summary by OY” tab), the Government requests a summary of the Hazard/Danger Pay totals for each year. Will the Government define which LCAT(s) and the estimated quantity of hours for each year the Government anticipates will require the SCA differential for either hazardous or low hazard environment pay? Yes, see updated Section B.

B13Attachment 1 Section B CLIN Structure“*The Senior Project Manager - Facilities position requires daily staffing; however, is capped at 215 hours per pay period”.a. Please define what a pay period is.See response to B5 and updated Section B.
b. If it is 26 pay periods (X 215 hours per pay period) it would be equal to 5590 hours (i.e. 2.97 people at 1880 hours per person)See response to B5 and updated Section B.
c.. Is one of these positions less than full time, is OT included, or how is the 215 hours otherwise divided amongst the employees?See response to B5 and updated Section B.

B14 Attachment 1, CLIN 1030 lists the Estimated Quantity at 3360 hours Should this have been 3760 hours or is one of the positions only a part-time position? See response to B5 and updated Section B.

B15 Attachment 4 Is the Total Labor Cost (item C) in Attachment 4 meant to match the total price of the T&M CLINs only? See response to B5 and updated Section B.

B16 Attachment 4 Given the dynamic security environment OPO operates in around the world can the government please explain the intent in Attachment 4, New Labor Category Build Up tab? The intent is if the Contractor can negotiate savings/discounts with new hires, each task order comes with an incentive to report those savings to the Government.

B17 Travel, ODC, Training, DBA, Post Differential In order to level the playing field and ensure that the Government is measuring “apples to apples,” will they consider providing a set amount to be included in “Travel/Other Direct Costs” tabs (e.g. the Travel, ODC, Training, DBA, Post Differential)? If not, can the Government provide the cost of these tabs form FY2015? See response to B3.

B18 B002b, Page 7 Can the contractor add an administrative fee for travel cost administration? No.

B19 B002c and Attachment 1 Section B CLIN Structure, Page 7 Will the travel coordinator listed on the Section B CLIN structure position listing perform all coordination for contactor team travel, or is the contractor to make all travel arrangements for the contractor staff using its own internal support staff? Yes, this position can assist with travel arrangements.

B20 B002d, Page 7 Is payment for these items to be determined or negotiated the Task Order level? Is it true that the bidders do not include these payments in their bid price? Payment for these items will be determined and established by the Government at the task order level. The Offerors do not include these costs in their cost/price prosposals.

B21 B002h, Page 8 Can the contractor add an administrative fee for this administrative work? See response to B18.

B22B004 and Attachment 1 Section B CLIN Structure position listing, Page 12The hours shown by position indicate there will be a continuous need for full time staff for each position (except for the Program Manager). Will issued Task Orders provide for work on a continuous basis that consume the annual hours listed by position?See B5 above.
Will the determination of a top secret and SCI clearance be identified at the Task Order Level. If the determination is to be made at the IDIQ level, please identify which positions will need the top secret and the TS SCI clearances from the position list in Attachment 1 Section B CLIN structure.See B5 above. No TS or SCI clearances will be required on this contract.

B23 Section B, Tab "New Labor Category Build UP" Please clarify what informtion is to be icluded in this tab. Is this information to be applied to a Task Order for any proposed additional staff needed a based on Task Order instructions? If so, is this tab to be completed at that time? See response to B16.

B24 Section B Section B identifies this solicitation as resulting in an Indefinite Delivery-Indefinite Quantity (IDIQ) contract, and references plans for issuing Task Orders (TOs) and Delivery Orders (DOs) for professional service employees and supplies to support their missions. Is the process for issuing and awarding TOs and DOs the same? Does the Government anticipate significant purchasing volume, or is the purchase of supplies incidental to services? The process is same for TOs and DOs. The Government does not anticipate significant purchasing volume and the purchase of supplies is incidental to services.

B25Attachment 1, Section B CLIN StructureAttachment 1 states, “At the time of task order if the contractor can negotiate savings / discounts with new hires, each task order comes with an incentive to report those savings to the Government.” , and identifies columns titled “New Hire Discount” and “New Hire Total”.May the new hire discount be discussed when pricing Task Orders, rather than in the IDIQ Price Proposal? It is more advantageous to the government that we do this when we know the actual TO requirements.Yes, at TO level. See response to B16.
If the New Hire Discount and New Hire Total are to be included in the Cost/Price Proposal for the IDIQ, please clarify what is required.New Hire Discount and New Hire Total are not to be included in the Cost/Price proposal.
Please clarify the Government’s intent with regard to new hire discounting for this proposalSee response to B16.
On the Tab labeled BOE, is it acceptable to use other cost buildup categories if our standard practice uses a slightly different structure? Note that the columns for FICA, FUI, SUI, and W/C do not represent all the costs that are included in Fringe Per Hour.No. The Government will not be able to make an "apples to apples" comparison.

B26 Section B “the applicable pricing information proposed in Section B and the other documents (i.e., provisional billing indirect cost rates, ceiling indirect cost rates, fixed fully-loaded hourly labor rates, and firm-fixed-price per month for PMO) will be used as the awarded pricing information if award is made without discussions, or will be used as the basis of negotiation if award is made with discussions.” Will there be a cap on indirect cost rates? There is no cap on indirect cost rates

B27 Section B On CLIN B, last tab, what is ‘OT Tax Burden’. Should it just be described as ‘OT burden’? Typo, will update to OT burden.

No section What is the GS equivalent for these positions? See section I in the RFP, Clause 52.222-42.

SECTION C

C1 Amendment 1, SOW, C.5.2.2, (a), on page 4 The PM position is a Key Personnel position. Do we interpret this correctly that only the Program Manager is considered by the Government to be Key Personnel, or will the Government please clarify what positions are considered key? If the Contract Administrator is Key Personnel, is this cost covered in our G&A on labor or should we submit this as a separate labor category? Will the Government please specify the resumes required to be submitted with this proposal? Will resumes count against total page count? Only the Program Manager is considered Key Personnel and a resume along with a signed letter of intent is required with the vendor purposal. The resume and letter of intent are not included in the total page count. Resumes of potential employees will be provided and cleared through the COR.

C2 Amendment 1, SOW, C.4, on page 2 Some contractor personnel may be required to be armed, by the RSO at post, with government furnished weapons while deployed OCONUS. No contract personnel will be required to be armed. This paragraph will be deleted from the SOW.

C3 Who provides range manager? N/A

C4 What additional resources will be available overseas? (Public or Private)? N/A

C5 Section C.6.3.3 (b) States that the transition plan will include Traning of New and Incumbent Employees. Does the government have specific tasks that it requires for the preliminary transition plan other than the qualification and certificatons listed in H-003 or are any remaining tasks left to the discretion of the Contractor? C.6.3.3 (b) has been deleted. The government's requirements are contained in Section H.

C6 Section C.5.2.2 (a) States that the Program Manager "shall be able to respond onsite within two hours of being notified by COR." Please confirm what "onsite" means. Does this mean a physical presence at State Annex 20 or other locations in the greater Washington DC area? Means a phsyical presence at State Annex 20 or other locations in the greater Washington DC area.

C7 Can government please confirm which roles/positions may require armed support staff? See B5 above.

C8 Deliverable 5 - C.6.3.5 As part of the monthly progress report, would the government consider including required Process Improvement and Cost Savings (PICS) initiatives to achieve quality improvements, cost reductions, or cost avoidance opportunities? Not at this time.

C9 Security Program Officer (SPO) and Security Program Assistant (SPA) will the government consider a tradeoff between additional years of experience in lieu of years of formal education? Example – no degree but an additional 2 years’ experience for every year of formal education required? i.e. 8 years’ experience replacing a Bachelor’s degree Yes, as long as the experience is applicable to the position.

C10SOW Page 14Subject Matter Logistician: Manages logistical requirements to include procurement, control, accountability and security ofTherefore, is the Contractor to use a Contractor Property Management system if the Contractor never holds title of the procured equipment? The logistician will use DS property management systems, and all equipment will be either Government furnished or Contract Procured.
inbound and outbound OPO equipment. Performs as the OPO liaison coordinating with DEAV
for the receipt of, sorting, inventories, logs and distribution of all equipment shipments to the
DEAV warehouse.
Comment: The SOW describes the duties of the Logistician for OPO equipment. However it appears the property management system used is the Governments and the Government is procuring equipment, not the contractor.

C11 C.5.2.2, Page 25 Please clarify if the years of expereince for the Program Analyst are two or five? This is a typo and should read two.

C12 SOW C.6.3.5, Monthly Progress Report Will the Monthly Progress Report be due for each TO or DO? Is the Monthly Progress Report (C.6.3.5) the same as the Monthly Activity Report (F-008, Deliverables)? Only one report is due, the Monthly Progress Report will replace the Monthly Activity Report in the Deliverables section.

C13 C.5.1, General Requirements A sentence in this Subsection reads: Prior to the start of contract performance, the Contractor shall have personnel assigned to this contract who possess either a Secret personnel security clearance issued by the Defense Security Service. Please clarify this statement See C.5.1.

Some Contractor personnel may be required to work alternate eight hour shifts as specified elsewhere in this contract or as identified on each task order."Given that Section B includes Overtime rates, is it the Government's intention that Overtime will also be performed in eight hour shifts, or will this be variable on a Task Order basis?Overtime is not performed in eight hour shifts, and must be pre-approved by the government supervisor prior to commencing.

F2 F-006 Place of Performance, p. 13 "The primary place of performance will be State Annex 20 located at 1801 N. Lynn St. Rosslyn, VA 22209; State Annex 7 located at 7957 Cluny Ct., Springfield, VA 22153, and some positions located overseas, at U.S. Missions abroad (Labor Category in Section B will be marked with an asterisk) as well as other potential government furnished locations within a 50 mile radius of Washington, DC. All positions may require travel to high threat posts to conduct program management reviews." Since all positions may be required to travel to high threat posts, is it the Government's intention to indicate that all Labor Categories may be required to be located overseas? No, See updated Section B.

F3 Does this requirement also apply to the Administrative Assistant and the Senior Project Manager-Facilities? No, see updated Section B.

F4 What are the Domestic Areas of Performance? See Section C.5.2.5 of the SOW.

F5 Page 13 of 102. F-006 Place of Performance States that some positions located overseas, at U.S. Missions abroad (Labor Category in Section B will be marked with an asterik)… Section B does not mark any labor category with an asterisk. Will the govt provide the labor categories that will be located overseas? Yes, see updated Section B.

F6 F-005, Page 12 After receiving contract award, the Contractor shall begin the transition upon informal notice by the Contracting Officer. What does “informal notice” mean? Will we receive a formal written notice of award that is executed prior to the “informal” instruction to begin transition activities? The word "informal" is deleted.

F7 F-005, Page 12 The Government anticipates finalizing transition with the Contractor and offering the official notice to proceed sometime in October 2016. Given that the proposal is not due until October 14, 2016 and the transition period is 90 days (per RFP Section H-001 Page 23), would the Government please adjust the anticipation date/month for official notice to proceed? Updated to February 2017.

F8F-008, DeliverablesDoes the requirement for reporting labor hours expended and dollar amounts expended by labor category apply both to T&M/LH and Fixed Price TOs/DOs? In many cases, fixed price task orders are deliverables-based rather than labor hours-basedYes.
Must timecards be submitted for Fixed Price TOs/DOs?Yes.
Does the Government anticipate that employees will work and be paid for overtime within Fixed Price TOs/DOs?Yes.
SECTION G
G1G-002, MeetingsThe solicitation states that the Government may require attendance at meetings within the Washington, DC area, along with other domestic areas or overseas locations at no additional cost to the Government. Please clarify the anticipated extent of the non-Washington, DC and overseas meetings, e.g., the primary locations and frequencies of such meetings.Meetings will be held in the Washington metropolitan area only.

G2 G-002, Page 23 The solicitation generally states on Page 23, Para G-002 coordination a requirement to coordinate for official and/or diplomatic passports. Will the passports which are required to be maintained by the Contractor be official, diplomatic, or both? Will they type of passport be project dependent? This is reference to processing other third party contractors who specifically support overseas operations and receive either official or tourist passports.

G3 G-006 SUBCONTRACTORS Can the government please describe what evaluation will be used to “pre-approve subcontractors in making awards for this IDIQ contract”? See revised Section G-006.

G4 G-006 SUBCONTRACTORS The Government desires to limit performance under this contract to a Prime Contractor and no more than one (1) subcontractor.” Given the size, scope, and complexity of the OPO’s mission, would the government consider opening up this requirement to enhance bidders’ ability to provide seamless surge capability, leverage niche firms / capability, attract subject matter experts, and maintain operational readiness? The Government will not consider adding additional subcontractors to this requirement at the time of award. However, after award, the Government will review request from the Prime Contractor to add additional sub contractors on a case by case basis.

G5 G-006 We intend to bid using 2 subcontractor rather than the 1 desired per paragraph G-006 Does this require additional notification or coordination? See responses to G3 and G4.

G6G-002, Page 19Throughout the period of performance of this basic contract and all task or delivery orders, the government may require attendance and participation of the Contractor’s corporate or indirect executive leadership in meetings within the metropolitan Washington DC area, along with other domestic areas or overseas locations if necessary at no additional cost to the Government.Would the Government please provide the historical requirements for these types of meetings, locations and frequency so we may better understand the financial travel risk involved for these meetings?See response to G1.
Comment: Travel and meetings at locations overseas, particularly to high threat locations, for our executives (who will not be covered formally as staff personnel under the terms of the contract and the DBA insurance associated with it) can result in additional costs for our firm that could be significant.

G7 G006, Page 21 At what point does the government approve subcontractors? Will subcontractors submitted with this proposal be considered approved prior to award? Is there an evaluation factor consideration related to subcontractors and Government approval? Prior to award, and See responses to G3 & G4.

G8G-006 on page 21 of 102This question now also includes a reference to page 98 of 102 where reference is made to the 15% threshold for “major” subcontractors.
G9Is a company only considered a subcontractor if it is anticipated that it will perform 15% of the anticipated task order work? No. The subcontractor can perform less than 15% of the work.

G10 Subcontractors Are subcontractors required to have a TS facility clearance? If so, must the subcontractor have its TS facility clearance approved by the date of proposal submission or date of contract award? Yes. Date of award.

G11 Subcontractors Alternatively, may the prime contractor hold all TS cleared personnel if the subcontractor has a secret facility clearance and is being sponsored for a TS facility clearance that will be approved during the period of performance? Both the prime and subcontractor must meet all the security requirements according to the solicitation.

SECTION H

H1 H-001, Transition Plan This section states “Any transitions that occur must be fully accomplished by October, 2016.” This seems to be in conflict with the statement that” the transition period shall not exceed 90-calendar days.” Please clarify. Does the transition provide for overlap with the incumbent contractor? The date has beeen updated to February 2017. The transition does not provide for any overlap with the incumbent contractor.

H2 H001, Page 23 Para H001, Page 23 clearly states the need for a transition plan with the incumbent, but it is unclear whom the incumbent may be. Who is the incumbent on this contract? Please see item #4 on the FBO Synposis, for this information.

H31. Section H-009 (Page 30 of 102) 2. Item r. (Page 40 of 102) 3. FAR Clasue 52.211-11 (Page 41 of 102)Section H-009, Item r. on Page 40 and FAR Clause 52.211-11 “Liquidated Damages - Supplies, Services, or Research and Development” reference liquidated damages but none give the actual LD daily rate. Please provide the daily rate. This clause will be deleted.
H4Item 5 in Section H-002 (page 24 of 102)Item 5 in Section H-002 references resumes submitted with the proposal necessary to fulfill the requirements of the contract. Please clarify the exact number of resumes offerors are to submit with their proposals and if the resumes count against the page limit. The offerors are to submit three (3) resumes with their proposals and the resumes do not count against the page limit.

H5 Section H-002 Contractor Key Personnel, 1), on page 23 Under the heading of KEY PERSONNEL, the Government states, “The Contractor shall assign and identify the persons selected to fill the roles of Contractor's Program Manager and Contractor Administrator for the base IDIQ contract.” The Program Manager is the only key personnel.

Section H-002 Contractor Key Personnel, 5), on page 24 The Contractor agrees that a partial basis for award of this contract is the personnel proposed. Accordingly, the Contractor agrees to assign to this contract those persons whose resumes were submitted with the proposal necessary to fulfill the requirements of the contract. See response to H4.

H6 Para H-002 Para H-002 describes the requirement to appoint a Contract Administrator as key personnel, but there is no outline of requirements or established CLIN for this personal resource within the Statement of Work. Is the Contract Administrator described in Para H-002 considered to be a member of the Contractor’s Corporate Management with no performance under the contract scope of work? Yes. The Contract Administrator is not a key personnel, but the contractor will be required to assign someone within their organization to oversee the management of the contract.

H7 H-015 Performance Incentives and Disincentives, p. 36 "a. Performance incentives may be agreed upon between the Contractor and the DOS ordering activity on individual fixed price or labor hour Task or Delivery Orders under this contract in accordance with this clause." Will it be a requirement that any negative incentives that reduce the amount to be paid by the Government must be negotiated with the contractor before it is implemented? The Government reserves the right to determine the disincentive and the Government may allow the Contractor to provide information regarding the disincentive.

H8 no reference given Are the Secret (and Top Secret) clearances paid for by the State Department, or are the costs incurred by the contractor? The costs for the clearances are incurred by the Contractor.

H9 no reference given Will DOD Secret Clearance suffice for the State Department required Secret Clearance? No. Must be in compliance with the attached DD 254 included in Section J.

H10 Who pays for additional equipment (i.e., equipment excluding weapons)? No additional equipment is required.

H11 Page 23 of 102. H-002 Contractor Key Personnel and Section L, L-001 page 86 of 102, Key Personnel States that the Contractor shall assign and identify the persons to fill the roles of Contractor's Program Manager and Contract Administrator for the base IDIQ contract. Section L Management Plan para 3 only lists the Program Manager as Key Personnel. Who is considered Key Personnel, the Program Manager and Contract Administrator or just the Program Manager? See response to H5.

H12 H-002 (1) and L-001(a)(3) Section H discusses both the Contractor Program Manager and the Contractor Administrator. However, Section lists only the Program Manager under ‘Key Personnel’. Would the Government please clarify which labor category(s) are considered ‘Key Personnel’? See response to H5.

H13 H-002 (5) and M-006 (b) iii Section H mentions “…persons whose resumes were submitted with the proposal,” but does not specify further. Also, Section M mentions a language requirement for key personnel, but we found no explicit requirement for resumes as part of the submission. Would the Government please clarify for which position(s), if any, resumes are desired or required, as well as any applicable parameters (i.e., page limit, and whether or not the resumes would fall within or outside of the maximum allowable pages for the respective factor)? Only the Contract Program Manager resume is required.

H14 Section H-002 Section H-002 Contractor Key Personnel lists key personnel for this contract as Program Manager and Contract Administrator. However, Section L-001, paragraph a3 Key Personnel list only the Program Manager as key personnel. Please confirm who is considered key personnel for this solicitation. See response to H5.

H15 Section H-001 “The transition period shall not exceed 90 calendar days”. In addition, Section M, Factor 1 paragraph v. Subfactor E states the Preliminary Transition Plan must “Provide a detailed timeline showing all tasks to be performed for full assumptions of duties within 90 calendar days of contract award.” However, Section C.6.3.3 Transition Plan paragraph d states Transition must be completed within 45 days after contract award. Please clarify how long the transition period is. C.6.3.3 has been changed to "90 days".

H16 H-001 Transition Plan Will incumbent contractors be required to provide a preliminary transition plan, to ensure consistent application of technical and price evaluation criteria across all bidders? No. Transition plan requirements are identified in H-001.

H17 H-001, Page 23 Any transitions that occur must be fully accomplished by October 2016. Would the Government please revise the transition of incumbent personnel date to reflect the award plus 90- day transition period? See response to H15.

H18H-002, Page 23Contractor Key Personnel: The Contractor shall assign and identify persons selected to full the roles of Contractor’s Program Manager and Contractor Administrator for the base IDIQ contract. These individuals shall represent the Contractor as points of contact for the Contracting Officer to help resolve issues and to perform other functions that may arise relating to the base IDIQ contract and Task/Delivery Orders under the base contract… All costs associated with the Contractor’s Contract Administrator shall be at no direct cost to the Government.Question: Since Key Personnel and staff resumes are subject to approval and interview from the Government, is the Government stating that our contract personnel assigned to support the contract must be submitted for approval and interviewed by the Government?Resumes for protential employees supporting this contract will be reviewed by the Government.
H19Comment: The Government typically receives contract administration from contractor back office (e.g., finance and project control, contracts administration, personnel security) as part of our program management G&A built into the labor rates charged within contractor’s fully burdened rates for program personnel.Question: Does the Government intend this to be the Contract Administrator support for the contract based at the contractor site, rather than a full time dedicated Key Personnel on site at the Government that is not billable? The Contract Administrator will be based at the contractor site.

H30 Section H-007 OCI-FAR Subpart 9.5. The clause states that the contractor will be ineligible to participate in work stemming directly from this contract. Am I reading that right in believing the term directly would be seen as WPS and Local Guard Force work but not so restrictive as to impact work with Diplomatic Platform Support Services (DPSS) for instance. Yes, if your company wins the OPO support contract, then this will preclude your company from bidding on any OPO-related contracts (WPS, Local Guard, OPO special projects, etc..).
