ATTACHMENT C – SAMPLE TASK ORDER

1. Background: Stabilizing Somalia is among the highest United States Government (USG) priorities in Africa. Vast ungoverned spaces in Somalia provide refuge for violent extremist organizations (including the designated Foreign Terrorist Organization al-Shabaab), insurgents, and other groups who aim to force the withdrawal of the African Union Mission in Somalia (AMISOM) and to overthrow the Government of Somalia (GoS). AMISOM works to stabilize Somalia, keeping al-Shabaab at bay and protecting GoS institutions so they can mature and eventually assume full responsibility for Somali security. The USG helps to increase peace, stability, and rule of law in Somalia by supporting AMISOM in its security mission. This requirement carries a significant degree of risk. Because Al-Shabaab and other insurgent groups have demonstrated both the capability and intent to attack contractor facilities with mortars, suicide vehicle-borne improvised explosive devices, and small arms. The contractor shall be aware that there is no permanent USG presence in Somalia and that there should be no expectation of a USG-assisted evacuation. The contractor shall take significant security precautions and coordinate closely with AMISOM and the GoS to safeguard its personnel and operations. All security will be provided by the GOS and AMISOM, with the exception of the civilian stabilization advisor, which will require contractor-provided security considerations.

2. Objectives: Build the capacity of the Somali Ministry of Defense and the Somali National Army to plan, resource, and implement policies related to logistics support.

3. General Requirements: The contractor shall provide advisory support to the Somali Ministry of Defense in accordance with the requirements outlined in Sections C.2 and C.5.4 of the IDIQ. The contractor shall ensure the advisor is providedprovide the advisor with all necessary logistical and life support to fulfill those requirements, as outlined in Section C.4 and Clause H.8 of the IDIQ.

4. Place of Performance:

4.1. The Advisor’s primary place of work shall be the Somali Ministry of Defense complex at Gashandiga, Mogadishu, Somalia.

5.1. The Contractor shall submit a Work Breakdown Structure identifying innovation and the methods of service delivery to be employed to meet program and mission requirements.

5.2. Quality Control Plan (QCP): The QCP shall address how the contractor will ensure quality, schedule, and cost during performance. The QCP shall identify how the contractor will provide sufficient oversight to effectively manage and integrate team partners. The QCP shall identify processes for effectively identifying and resolving problems arising between team partners and how the Government will be notified of issues affecting contract performance, contract impact, proposed mitigation, and provide for contractor self-oversight.

5.3. All deliverables shall be submitted in English.

5.4. The Contractor shall procure all items necessary to support their own personnel in-country. This shall include accommodations, medical support, food, office supplies, training aids, computers, printers, beds, lockers, lamps, generators, bottled water, and any other life support supply the contractor deems necessary to accomplish the tasks outlined in Section XXC.4 and Clause H.8.

5.5. The Contractor will NOT be provided any assistance from any of the U.S Embassies other than assistance in coordinating with local government and military officials, as well as securing necessary VAT and customs and exemptions.

6. Position Description: Somalia Ministry of Defense Logistics Advisor (Embedded)

6.1. Requirements

6.1.1. The Advisor shall provide advisory support to the Somali Ministry of Defense (MOD) related to military logistics support functions and procedures.

6.1.2. Requirements for the position shall be all those stated in Section of C.5.4 of Attachment A – Labor Categories the IDIQ (“Specialist Advisor – Embedded).

6.1.3. In addition to the requirements in Section Attachment A – Labor Categories, C.5.4., the following Task Order-specific requirements apply:

6.1.3.1. The advisor shall provide specialized advisory support related to military logistics support.

6.1.3.2. The advisor shall report to and receive taskings directly from the Minister of Defense of Somalia.

6.1.3.3. The advisor shall coordinate with the African Union Mission in Somalia (AMISOM) and Somali National Army for all force protection requirements when operating outside of the confines of the Mogadishu International Airport/AMISOM Halane base.

6.2. Deliverables

6.2.1. As defined in Section C.5.4 of the IDIQ.

6.3. Required Qualifications Comment by "%username%": Do we want to evaluate resumes for the Sample Task Order; OR, evaluate their demonstrated understanding/knowledge providing life support services?

6.3.1. As defined in Section C.5.4 of the IDIQ, with the “relevant specialized discipline” being defined as military logistics support planning and operations.

6.4. Preferred Qualifications

6.4.1. As defined in Section C.5.4 of the IDIQ, with the following additional Task Order specific preferred qualifications:

6.4.1.1. Demonstrated prior experience working in Somalia.

6.4.1.2. Demonstrated Prior experience serving as an embedded advisor within foreign institutions.
