ATTACHMENT A – LABOR CATEGORIES
C.5 Position Descriptions
C.5.1 Security Sector Advisor (Embassy-based)
Duties and Responsibilities:
· The Advisor shall provide advisory support to the U.S. Embassy country team (“country team”) and the Bureau of African Affairs (“AF”) to assist in the development of programs and policies designed to promote professional, effective, and accountable security systems in the Host Nation or Regional Organization.
· The Advisor shall report on all daily activities and receive taskings from members of the country team identified by the Chief of Mission and approved by the COR.
· Prior to arrival at Post, the Advisor shall review all relevant DOS and interagency guidance regarding U.S. security sector assistance, sub-Saharan Africa, and U.S. objectives in the individual Host Nation. At a minimum, the Advisor shall familiarize himself/herself with:
· Presidential Policy Directive 23 (and any successor documents)
· Presidential Policy Directive 16 (and any successor documents)
· The Integrated Country Strategy (ICS) for the Host Nation
· The Advisor shall recommend both short and long-term courses of action for the country team and AF to achieve peace and security goals outlined in the ICS for the Host Government or Regional Organization.
· The Advisor shall provide written analysis of developments in the security sector at the request of the country team and the COR. The analysis shall identify the following:
· Nature of the developments.
· Impact on U.S. objectives.
· Recommended adjustments to existing U.S. policies and programs to account for those impacts.The Advisor shall coordinate with members of the interagency present at Post (to include DoD, USAID, DOJ, DHS, and the intelligence community) to ensure that all U.S. Government program activities related to the security sector are coordinated and support overall U.S. objectives, as defined by the ICS. In cases where efforts are not coordinated or synched, the Advisor shall make recommendations for sustainable improvement to the country team and AF.
· The Advisor shall assist the country team in coordinating programs and policies with the country teams of other embassies engaged in security sector reform (SSR) efforts in the Host Nation or Regional Organization. The Advisor shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the U.S. Government personnel engaged in SSR efforts.
· The Advisor shall assist the country team in coordinating programs and policies with International Organizations engaged in SSR efforts in the Host Nation or Regional Organization. The advisor shall accomplish this by providing expert-level advice and analysis to U.S. Government personnel conducting the interactions with the International Organizations.
· The Advisor shall review program implementation plans, and provide suggestions on how to improve those plans to better meet U.S. Government objectives related to SSR.
· The Advisor shall accompany, travel with, and support country team and AF personnel at international conferences and coordination meetings related to SSR efforts in the Host Nation or Regional Organization, as directed by the country team and approved by the COR. Support shall include providing advice to U.S. delegates, written reports, and presentations at the conferences and meetings.
Deliverables
· The Advisor shall submit a weekly report to the COR which details:
· Activities undertaken during the reporting period.
· Meetings attended during the reporting period.
· Upcoming events related to SSR efforts in the Host Nation/Regional Organization.
· Upcoming travel requirements.
· Requests for policy guidance/clarification.
· Additional deliverables may be required at the Task Order level.
Required Qualifications
· Master’s degree and at least 10 years prior professional experience working in the security sector OR a Bachelor’s degree and at least 15 years of prior professional experience working in the security sector.
· Must have reached, at a minimum, the rank of O-5 in the military or equivalent (i.e. FS-02/GS-14) in a civilian capacity.
· Must have a minimum of one year of prior professional experience working in sub-Saharan Africa.
Preferred Qualifications
· Prior experience working in the place for performance (at a country level) is preferred.
· Experience working as part of a U.S. Embassy country team is preferred.
C.5.2 Security Sector Advisor (Embedded)
· The Advisor shall provide advisory support to Host Nation or Regional Organization personnel working within the Host Nation’s security sector (to include the military, relevant civilian ministries, intelligence community, and law enforcement).
· The Advisor shall be embedded within specified Host Nation or Regional Organization institutions, and report to and receive all taskings from members of the Host Nation/Regional Organization’s security sector.
· The Advisor shall assist members of the specified Host Nation/Regional Organization institutions in accomplishing their daily tasks, with the ultimate objective of ensuring they are capable of accomplishing their tasks without external support. The Advisor shall accomplish this by providing expert-level advice, analysis, and recommended courses of action to the Host Nation/Regional Organization personnel. This support shall be provided with the desired end-state of improved Host Nation/Regional Organization self-sufficiency to undertake these tasks.
· The Advisor shall report on all daily activities to a member of the U.S. Embassy country team identified by the Chief of Mission and approved by the COR.
· The Advisor shall also consult with the U.S. Embassy country team at least once per week to ensure he/she is current on all current U.S. Government policy guidance concerning the Host Nation/Regional Organization.
· Prior to arrival at Post, the Advisor shall review all relevant DOS and interagency guidance regarding U.S. security sector assistance, sub-Saharan Africa, and U.S. objectives in the individual Host Nation. At a minimum, the Advisor shall familiarize himself/herself with:

· Prior experience working in the place for performance (at a country level).
· Prior experience serving as an embedded advisor within foreign institutions.
C.5.3 Specialist Advisor (Embassy-based)
· The Advisor shall provide advisory support to the U.S. Embassy country team (“country team”) and the Bureau of African Affairs (“AF”) to assist in the development of U.S. Government programs and policies designed to promote the development of professional, effective Host Nation or Regional Organization institutions in specified specialized disciplines. Those specialized disciplines will be defined at the Task Order level, and may include:
· Engineering (horizontal and/or vertical).
· Medical support.
· Logistics support.
· Maritime security.
· Equipment/vehicle maintenance.
· Training.
· Counterterrorism.
· Counter-insurgency.
· Law enforcement.
· Inspector general institutions.
· Professional military education systems/training institutions.
· Military/security forces pay systems.
· Military/security forces human resource systems.
· Information operations.
· Intelligence analysis/collection.
· Cease-fire monitoring/verification processes.
· Human rights/Protection of civilians.
· The Advisor shall report on all daily activities and receive taskings from a member of the country team identified by the Chief of Mission and approved by the COR.
· Prior to arrival at Post, the Advisor shall review all relevant DOS and interagency guidance regarding U.S. security sector assistance, sub-Saharan Africa, and U.S. objectives in the individual Host Nation. At a minimum, the Advisor shall familiarize himself/herself with:

In cases where efforts are not coordinated or synched, the Advisor shall make recommendations for sustainable improvement to the country team and AF.
· The Advisor shall assist the country team in coordinating programs and policies with the country teams of other embassies engaged in security sector reform (SSR) efforts in the Host Nation or Regional Organization, particularly those country teams of embassies involved in development of capabilities in the specified specialized discipline. The advisor shall accomplish this by providing expert-level advice and analysis to U.S. Government personnel involved in coordinating with the Host Nation or Regional Organizations.
· The Advisor shall assist the country team in coordinating programs and policies with International Organizations engaged in SSR efforts in the Host Nation or Regional Organization particularly those organizations involved in development of capabilities in the specified specialized discipline. The advisor shall accomplish this by providing expert-level advice and analysis to U.S. Government personnel involved in coordinating with the International Organizations.
· The Advisor shall review program implementation plans related to the specified specialized discipline, and provide suggestions on how to improve those plans to better meet U.S. Government objectives.
· The Advisor shall accompany and travel with country team and AF personnel to international conferences and coordination meetings related to SSR efforts in the Host Nation or Regional Organization, as directed by the country team and approved by the COR.

Those disciplines will be specified at the Task Order-level, and may include:

Required Qualifications
· Master’s degree and at least 10 years prior professional experience working in the relevant specialized discipline(s) OR a Bachelor’s degree and at least 15 years of prior professional experience working in the relevant specialized discipline(s).
· Must have reached, at a minimum, the rank of O-5 in the military or equivalent (i.e. FS-02/GS-14) in a civilian capacity.
· Must have a minimum of one year of prior professional experience working in sub-Saharan Africa.
· Must have a minimum of one year of demonstrated prior professional experience working with members of developing country institutions on a daily basis.
· Must be medically fit to travel to and work in the prevailing climate conditions found in the place of performance.
Preferred Qualifications
· Prior experience working in the place for performance (at a country level).
· Prior experience serving as an embedded advisor within foreign institutions.
C.5.5 Site Coordinator
· The Site Coordinator shall provide monitoring and surveillance of all U.S. Government contractors and grantees within a specified place of performance. The place of performance for each Site Coordinator will be specified at the Task Order level.
· The Site Coordinator shall carefully review all Statements of Work and grant documentation relevant to the operational area, as provided by the COR, and maintain awareness of modifications to contractual requirements, in order to familiarize himself/herself with, track, and monitor compliance with Task Order requirements.
· The Site Coordinator will assist in the conduct of joint inventories between the contractor and other applicable parties (i.e. recipient country, U.S. Government), and provide written reporting of observations from inventories to the COR to assist in making determinations regarding acceptance.
· The Site Coordinator will immediately note and provide written reporting to the COR regarding any of the following:
· Contract deliverables (including equipment, supplies, and training) which are assessed to not meet contract requirements.
· Unauthorized absences of contractor or grantee personnel from the work area.
· Any evidence of waste, fraud, or abuse by contractor or grantee personnel.
· Observations of misuse of U.S.-provided assistance by recipient countries in the mission area.
· Observations of any illicit activities, to include human trafficking or gross violations of human rights, in the operational area.
· The Site Coordinator will attend meetings and discussions between the contractor and recipient country personnel, and identify any issues requiring U.S. Government intervention or decisions to the COR.
· Additional duties may be included at the Task Order level.
Deliverables
· Once per week, the Site Coordinator shall submit a weekly report to the COR which details:
· Activities undertaken during the reporting period.
· Observations of contractor/grantee activities during the reporting period.
· Meetings attended during the reporting period.
· Issues requiring urgent intervention by U.S. Government personnel.
· Any upcoming travel requirements.
· Requests for policy guidance/clarification.
· Additional deliverables may be required at the Task Order level.
Required Qualifications
· Bachelor’s degree (or home country equivalent).
· Any combination of 10 years of military and programmatic experience (as a U.S. Government civilian program management official or contractor/grantee) within the security field (military, intelligence, and justice sectors).
· The candidate may substitute 25 or more years of military experience and programmatic experience for a Bachelor’s degree.
· Demonstrated prior experience operating in conflict and/or post-conflict areas in either a military or programmatic (U.S. Government civilian program manager, contractor, or grantee) capacity.
· Medical requirements will be defined at the Task Order level, where applicable.
Preferred Qualifications
· Demonstrated prior experience operating in conflict or post-conflict areas in Africa.
· Demonstrated prior experience working directly with militaries and/or other security forces in Africa.
· Knowledge of U.S. Government and Department of State acquisition policies and regulations.
