About this file

This document is a construction management procedure issued by the Central Florida Tourism Oversight District (CFTOD) Public Works Department that establishes required storm preparation protocols for all contractors and permit holders performing active work on CFTOD properties and public rights-of-way. The procedure, effective May 2026, outlines mandatory safeguarding measures contractors must implement upon issuance of tropical storm warnings, hurricane watches, and hurricane warnings. Upon issuance of a Tropical Storm Warning, contractors must remove obstructions from public storm drainage and sanitary sewage systems, clear construction debris, and backfill open trenches within 24 hours. Upon issuance of a Hurricane Watch, all right-of-way construction operations must be suspended immediately, material and equipment deliveries halted, drainage and sewage systems cleared, and roll-off trash containers removed from the public right-of-way within 24 hours. Upon issuance of a Hurricane Warning, contractors must remove all equipment and materials from the public right-of-way or consolidate them in secured areas with safety markings, lower crane booms, restore normal traffic operations, secure barricades and signage, and complete all preparations within 12 hours of the warning or 12 hours before projected landfall, whichever occurs first.

The procedure requires contractors to monitor public storm advisories and immediately commence storm preparation activities regardless of time of day, weekends, or holidays. Contractors must provide CFTOD with names and contact information of designated emergency response personnel available to respond following official clearance. Pre-storm video and photographic documentation with date and time subtitles are recommended. Post-storm resumption of work or entry into public rights-of-way requires prior authorization from the Public Works Department, determined on a case-by-case basis. The Contractor's emergency response personnel must promptly assess worksites, identify and mitigate any damage or safety hazards, verify utility operations, and coordinate all remediation efforts with the Construction Management Department. Construction activities are prohibited from resuming prior to receiving written authorization or direction from CFTOD. No exemptions apply to this procedure, which is subject to annual review.
