About this file

This is a Request for Proposals issued by the Oregon Department of Environmental Quality (DEQ) for the design, fabrication, and transportation of an emission capture hood for pile burn testing. The hood will be used as a testing device to capture emissions during pile burn emissions testing of forest biomass, with anticipated pile sizes of approximately four to five feet square. The hood must be designed and fabricated as a single welded unit, compatible with existing ducting systems, and capable of supporting safe ignition, full combustion, and effective emissions capture. DEQ anticipates awarding one contract with an initial term of one year, expected to end December 31, 2026, with fabrication completion required by August 31, 2026 and testing occurring during fall 2026. The deadline for questions and requests for clarification is May 25, 2026 at 5:00 PM Pacific Time, with offers due June 4, 2026 at 5:00 PM Pacific Time. The Notice of Award is anticipated for approximately June 15, 2026. The contractor will be responsible for transporting the hood and associated ducting to the testing site within Mt. Hood National Forest, performing setup prior to testing, and completing teardown and delivery to a DEQ-designated storage location in the Portland metropolitan area following testing.

Offerors must meet minimum requirements including Oregon business registration with the Oregon Secretary of State, ASTM Standard D-7036 accreditation, and demonstrated proficiency in the type of fabrication specified. Cost evaluation will be based on design, fabrication, and transportation costs, with hourly rates for key employees identified separately. The solicitation uses an evaluation methodology with total possible points of 100, comprising 40 points for the Project Plan, 30 points for References, and 30 points for Cost. No set-asides or incumbent information is specified. Offerors must provide three references from current or former government or public sector clients from the preceding five years. Oregon encourages participation of small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity, including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Contract negotiations will be limited to the Statement of Work, with a 15-calendar-day negotiation window before DEQ may terminate negotiations and commence with the next highest-ranking offeror.
