About this file
This is a Scope of Work document from the State of Oregon Department of Environmental Quality (DEQ) for solicitation S-34000-00016785, detailing the design, fabrication, and transportation of an emissions capture hood for pile burn testing. The project involves coordination with DEQ and emissions testing company Montrose Environmental to create a specialized hood that fits over hand-stacked forest debris piles and integrates with existing ducting from a previous air curtain incinerator emissions test. The hood will be used during emissions testing on biomass and slash materials representative of timber harvest, fuel treatment, and forest restoration activities in Oregon and western U.S. regions, employing modern methods to update emission factors originally established in the 1980s under EPA AP-42 Chapter 13. Primary deliverables include technical consultation on hood specifications and functional requirements, design and fabrication of the final emissions capture hood, equipment preparation and mobilization coordination, transportation of the hood and ducting to and from the test site, and qualified personnel to perform setup and teardown operations.
The document does not contain specific information regarding pricing terms, contract duration, renewal options, response or due dates, site visit requirements, bidders' conferences, award dates, funding sources, or set-aside provisions. These details would typically appear in the associated Request for Proposals document or additional solicitation materials not included in this Scope of Work attachment.

DEQ Solicitation #: S-34000-00016785
Attachment A - Scope of Work
1. Project Background.
Research and testing to determine emission factors widely used for pile burning of forest debris were conducted in the 1980’s (see Environmental Protection Agency or “EPA” AP-42 Chapter 13). The emission testing conducted during this project shall employ modern methods and equipment and shall be performed on biomass and materials representative of slash generated by timber harvests, fuel treatments, and forest restoration activities in Oregon and other western U.S. regions. To accommodate testing, an emission capture hood must be fabricated that can fit over hand stacked piles of forest debris and be compatible with existing ducting that was used during a previous air curtain incinerator emissions test.
2. Scope.
The Contractor shall coordinate with DEQ and the emissions testing company, Montrose Environmental, to design and fabricate an emissions capture hood for use during a pile burning emissions test. The capture hood must be compatible with the existing ducting used in a prior emissions capture test.
Coordination will also be required to transport the hood and ducting to and from the test site, as well as to perform setup and takedown before and after testing.
Deliverables under this contract include, but are not limited to:
• Technical consultation with Montrose Environmental for the fabrication of the emissions capture hood to ensure it meets the requirements of the emissions factor test and is compatible with existing ducting.
• Coordination with DEQ for transportation of the hood and ducting to the test site, and for setup and takedown of the equipment.
Each deliverable is described in greater detail in the sections below.
2.1. Technical consultation and fabrication. The Contractor shall coordinate technical consultation to define specifications and functional requirements for the emissions capture hood and shall fabricate the hood in accordance with the agreed-upon specifications.
2.1.1. Deliverables.
Contractor shall:
a. Provide guidance and consultation to DEQ regarding the technical specifications and functional requirements of testing unit.
b. Design, fabricate and provide final emission capture hood.
2.2. Test preparation and mobilization, travel, set-up, and demobilization. The
Contractor shall prepare all necessary emissions capture equipment and coordinate with site personnel to ensure readiness for mobilization. The Contractor shall transport the emissions capture hood and ducting to and from the testing site. Additionally, the Contractor shall provide technical consultation with DEQ and other relevant parties to confirm proper equipment delivery, setup, and takedown for testing.
DEQ Solicitation #: S-34000-00016785
2.2.1. Deliverables.
Contractor shall:
a. Prepare all necessary equipment, coordinate with site personnel, and ensure readiness for mobilization.
b. Provide a qualified team to transport, set up, and tear down the emissions capture hood and related testing equipment, and manage demobilization from the site.
