About this file
This Addendum No. 2 modifies the RFP for Proposal No. PWG126-ADMIN-6438 issued by the San Bernardino County Flood Control District for design services of the Cable Creek Basin Area. The addendum revises the proposal deadline from August 6, 2026 to September 3, 2026 at 4:00 PM, with a final deadline of September 17, 2026 also at 4:00 PM, and adds an oral presentation component to the evaluation process. The project involves hydrology, hydraulic analysis, geotechnical investigation, environmental permitting, utility coordination, surveying, and engineering design services for a flood control basin designed to reduce peak flow rates from 10,830 cubic feet per second to approximately 8,600 cfs. Proposers must submit proposals electronically via the ePro System or by paper submission with three hard copies and one USB drive. The oral presentations will be held at 825 3rd Street, San Bernardino, CA 92415 on a date to be determined, with a typical schedule including 5-10 minute introductions, 20-25 minute presentations, 20 minute question-and-answer sessions, and 5 minute closing remarks. Evaluators will score physical oral presentations (with content weighted at 15%, questions and answers at 70%, and presentation delivery at 15%) and the highest-ranking firm's fee proposal will be opened and subject to fee negotiations.
The addendum clarifies that no preliminary geotechnical report exists but a 1994 drainage study will be provided; confirms that minimum experience requirements for DSOD and DWR approvals are not mandatory but proposers should describe their approach to working with both agencies; confirms the proposal deadline extension to August 17th for proposers to review district responses and incorporate clarifications; specifies that no maximum page limit applies to proposals; clarifies that NEPA compliance documentation is not required as FEMA will handle all NEPA-related tasks, though proposers must prepare a CEQA Initial Study and related technical reports to facilitate FEMA's review; identifies that an existing non-engineered levee within the project footprint is owned but not maintained by the District and coordination will be required if the basin qualifies as a DSOD jurisdictional basin; confirms that right-of-way acquisition costs must be included in proposals with the County Real Estate Services Department handling appraisals and acquisitions; and clarifies that items marked as "RESERVED" (such as Attachments H and K) do not need to be included in submitted proposals. All proposals must be accompanied by a signed Bidder's Certification acknowledging receipt of Addendum No. 2, with proposals lacking this certification subject to rejection.

Questions on EPRO:
1. Question:
Will the District provide the existing preliminary/draft geotechnical report referenced in Section B.4, along with any other available background studies, reports, models, design files, or preliminary data for proposers to review and use in developing their proposals? If so, please identify when and where these materials will be made available.
Response: The District does not have a preliminary/draft geotechnical report. A drainage study from 1994 will be provided as part of this addendum.
2. Question:
Please confirm that the minimum experience requirement may be satisfied by two detention basin projects for which each project received the required approvals from both DSOD and DWR, rather than four separate projects consisting of two DSOD projects and two DWR projects.
Response: There is no minimum experience required; we would like to know your familiarity with working with the agencies. If you do not have experience, that is okay too. Please let us know your approach to working with both agencies.
3. Question:
Two (2) weeks to provide proposers sufficient time to review the District’s responses to questions and incorporate any resulting clarifications or scope changes into their technical ana fee proposals?
Response: The proposal has been extended to August 17th.
4. Question:
Please confirm whether there is a maximum page limit for the proposal, either overall or for individual sections. If a page limit applies, please identify which forms, attachments, resumes, organizational charts, schedules, and other required materials are excluded from the page count.
Response: There is no maximum page limit, so please include anything you believe will strengthen your proposal. For the resumes, only provide those of individuals who will actually be involved in the project, along with their alternatives. We want to know who we will be working with.
5. Question:
The scope requires preparation of NEPA compliance documentation but does not identify the anticipated NEPA class of action or associated deliverables. Please confirm the anticipated NEPA pathway (e.g., Categorical Exclusion, Environmental Assessment/FONSI, or other documentation), identify the federal lead agency, and clarify the NEPA deliverables that should be included in the proposal scope and fee.
Response: NEPA is not required for this project. FEMA will perform all NEPA related tasks and ensure compliance prior to awarding construction funds, however, environmental documents and technical studies should be prepared to facilitate this review process by FEMA. The consultant shall prepare a CEQA Initial Study, related technical reports per Section V.C.8.b. in the RFP, and other required documentation our environmental team may require.
ADDENDUM NO. 2 Page 3 of 4
6. Question:
Please identify the ownership and operational responsibility for the existing facilities and infrastructure that may be affected by the project, including the Cable Creek utility or water infrastructure within the project limits. Please also clarify which third-party agencies or owners the Consultant will be responsible for coordinating with during design.
Response: There is an existing non-engineered levee within the project footprint which is owned but not maintained by the San Bernardino County Flood Control District (District). The basin should be designed within the District’s right-of-way which can be viewed under the “Interactive Maps” section on the San Bernardino County Public Works website’s homepage (https://dpw.sbcounty.gov). If the basin is a DSOD jurisdictional basin, there will be coordination and approval from DWR DSOD.
7. Question:
Does the District anticipate that any new right-of-way acquisition, permanent easements, or temporary construction easements will be required to complete the proposed project? If so, please clarify the anticipated acquisition needs and whether right-of-way engineering, acquisition support, legal descriptions, plats, appraisal coordination, or related services are expected to be included in the Consultant’s scope of work.
Response: The District anticipates needing right-of-way acquisition based on the design. Please include this cost in your proposal. Before awarding the project, we will hold a meeting to address any questions, clarifications, or revisions. The County Real Estate Services Department will handle all appraisals and acquisitions for the project.
8. Question:
The RFP identifies Attachment H and Attachment K as “RESERVED,” and we did not identify any additional instructions regarding completion of these attachments. Please confirm that proposers should leave Attachments H and K blank, retain the pages marked “RESERVED,” and include them in the submitted proposal package in their respective locations.
Response: Any item marked as RESERVED does not need to be included in the proposal. If you prefer, you can add a page that states, for example, "ATTACHMENT H-RESERVED."

DISCUSSION
PURPOSE
The purpose of this study was to analyze existing conditions of Cable Creek watershed using current San Bernardino County Flood Control District (SBCFCD) approved criteria and to make recommendations for improvements to the Cable Creek mainstream system from the mouth of Cable Creek Canyon to its confluence with Devil Creek Diversion Channel. This report summarizes the criteria, assumptions, findings and recommendations of the study.
The scope of this study included the following:
+ define the basin and subarea boundaries of watershed contributing storm runoff to the Cable Creek upstream of its confluence with Devil Creek Diversion Channel;
+ develop a hydrological model of the Cable Creek watershed, calculate peak 100-year runoff at flow concentration nodes along Cable Creek and prepare a Hydrology Map;
evaluate alternatives and develop preliminary sizes for the recommended facilities along Cable Creek Channel, including. a debrisldetention basin and channel improvements;
+ establish preliminary requirements for right-of-way;
+ prepare preliminary cost estimates for the recommended improvements.
BACKGROUND
Cable Creek is a partially improved facility, located in the foothills of the San Bernardino Mountains in the northerly portion of the City of San Bernardino. It initiates as an unimproved watercourse at the mouth of Cable Canyon, east of Interstate 15 and Route 215 Interchange, and flows south to the Cable Creek Spreading Grounds; thence flows south-east for approximately three (3) miles to the Devil Creek Diversion Channel.
Existing improvements include structural crossings at Cypress Avenue, Palm Avenue, Kendall Drive, and Route 215; and rail and wire revetment channel with bottom controls from Cypress Avenue to + 12,200 feet upstream from the confluence with Devil Creek Diversion Channel.
- The confluence of Cable Creek with Devil Creek Diversion Channel is currently improved with a reinforced concrete lining. The existing improvements to Devil Creek Diversion Channel were designed to accept a peak discharge of 8,600 cfs from Cable Creek.
EVALUATION AND RECOMMENDATIONS
The watershed tributary to the Cable Creek Channel consists of approximately 10.7 square miles lying to the east of Cajon Canyon Wash, and includes Cable Canyon, Ames Canyon, Hopper Canyon, Meyers Canyon and Meecham Canyon. Ground elevation in the watershed varies from approximately 5600 feet at the Monument Peak to approximately 1550 feet at the confluence of Cable Creek and Devil Creek Diversion Channel. The ground slopes in a southerly direction with very steep grades (60% to 30%) in the north-east areas, and mild grades (6% to 2%) in the south-west areas.
Based on surface flow patterns, the watershed was divided into two basins as follows:
Drainage Basin-I consists of an approximately 6.5 square mile area in the northerly portion of the watershed. This basin includes the Cable Creek Canyon, Ames Canyon and Hopper Canyon areas, and is upstream of the Cable Canyon Spreading Grounds, as shown on the Hydrology Map.
Drainage Basin-I1 consists of an approximately 4.2 square mile area in the southerly portion of the watershed. This basin includes the Meyers Canyon and Meecham Canyon areas and drains directly to the Cable Canyon Spreading Grounds or to the Cable Creek Channel downstream from the Cable Canyon Spreading Grounds.
Based on initial evaluation of the watershed, basin topography, site conditions and discussions with the County and City staff, following are the conclusions on which this study was finalized:
+ In order to reduce the peak 100-year frequency storm flows discharging from Cable Creek into Devil's Creek Diversion Channel to equal approximately 8,600 cfs, a detention basin has been proposed to be constructed within the area of the existing Cable Creek Spreading Grounds. The detention basin is to be constructed within the existing SBCFCD's right-of-way. The basin will be located at the downstream end of Drainage Basin-I and has been sized to reduce the tributary 100-year peak inflow of 10,830 cfs to an outflow of 5,675 cfs into the Cable Creek Channel downstream from the basin.
+ Due to extremely steep topography of the watershed upstream from the detention basin (Drainage Basin-I) alternatives to locate debris basins at the mouth of the canyons (Cable Creek Canyon, Ames Canyon and Hopper Canyon) and channelization of flows from the debris basins to the detention basin were found to be undesirable. Channelized clear-water velocities in this reach would be very high (in excess of 60 feet per second), causing severe erosion potential. It was, therefore, concluded that the debris basin would be combined with the detention basin and the watercourses upstream from the detentionldebris basin will be maintained in its existing stable and natural state. Recommended improvements for this reach includes extension of the existing levee, and a new levee to be constructed southwesterly of the existing levee running parallel to the 1-215 corridor.
These levee improvements are to contain and deflect peak runoff, keeping flows within the Cable Creek System. Containment of the flows by the levees will also provide protection to the 1-215 freeway embankment. Limit lines .representing the 100-year floodplain boundaries along Cable Creek from the proposed debrisldetention basin upstream to the mouth of Cable Creek Canyon have been delineated on the preliminary plan and profile sheets (Section II).
Downstream from the proposed detentionldebris basin to the confluence of Cable Creek and Devil Creek Diversion Channel, the County has the required right-of-way to improve the existing channel to adequate capacity. Three channel improvement alternatives were evaluated, including (1) trapezoidal channel section with grouted riprap lining, (2) trapezoidal channel section with concrete lining, and (3) rectangular reinforced concrete lined channel section. Based on the cost estimates (Section 111) for the three alternate sections, the grouted riprap trapezoidal channel section is the least costly and the recommended alternative. Other factors leading to this recommendation include:
0 Flow velocity: grouted riprap channel will have lower velocities (i.e. 25 fps as compared to 40 fps for concrete channel) creating less disturbance at Devil's Creek confluence.
0 Aesthetics: the grouted riprap lining would blend better with the natural appearance of the terrain, versus a concrete lined channel.
HYDROLOGY
The hydrologic procedures used for this study are based on the San Bernardino County Hydrology Manual, dated August 1986. For a thorough discussion of the methodology, please refer to the Manual.
Rational Method calculations for times of concentration values as calculated by Sierra Engineering in a study titled "Master Hydrology Study, Verdemont Area", dated June 19, 1989, were used in this study for Drainage Basin I.
The unit hydrograph method has been used to calculate peak 100-year frequency storm runoffs along Cable Creek with AMC I1 conditions. The proposed detention basin volume requirements are based on AMC 111 conditions for areas upstream from the basin (Drainage Basin-I).
p Land use was assumed to be at built-out conditions based on the City of San Bernardino's Land Use Plan dated June 2, 1989. Steep mountain terrains with grades greater than 30% were assumed to be undevelopable with natural grass cover.
HYDRAULICS
The criteria used for the preliminary hydraulic design of the proposed improvements is in conformance with the San Bernardino County Hydrology Manual and the Hydraulic Design Manual - Los Angeles County Flood Control District.
+ Reach upstream of detentionldebris basin:
The hydraulic methodology entails water surface calculations using the "Standard Step Method" implemented with HEC 11 software. Since this reach is upstream from the debris basin, the 100-year peak flows were bulked by a factor of 2 for the hydraulic analysis.
+ Detentionldebris basin:
The proposed debrisldetention basin, located at existing Cable Creek Spreading Grounds, will serve as a sedimentation basin and also as a flood storageldetention basin. The basin will reduce the 100-year peak discharge from Cable Creek to 8,600 cfs at its confluence with Devil Creek Diversion Channel. The maximum allowable discharge at the confluence is 8,600 cfs. The basin volume of 993 acre-feet was established in two parts as follows:
0 The flow detention volume requirement of 415 acre-feet was calculated using the Modified Puls methodology outlined in San Bernardino County's Hydrology Manual.
0 The basin is designed to be over-excavated to provide an additional volume of 578 acre-feet to allow for deposition of the debris produced from the upstream areas, i.e.
Drainage Basin-I. The is in accordance with debris volume requirements furnished by SBCFCD.
+ Reach downstream from the detentionldebris basin:
The proposed channel improvements from Devil Creek Diversion Channel to the debrisldetention basin was evaluated using Los Angeles County WSPG program for three different alternative sections as follows:
0 Alternative #1: Grouted riprap lined trapezoidal section having llh:,l side slopes, 40 foot bottom width, and an overall depth of 12 feet.
0 Alternative #2: Concrete lined trapezoidal section having 1 lh: 1 side slopes, 40 foot bottom width, and an overall depth of 12 feet, lined to a depth of 9 feet.
0 Alternative #3: Concrete lined rectangular section having a 40 foot bottom width and an overall depth of 9 feet.
Following this discussion section, this report includes plan and profile of the concept design of the proposed improvements, preliminary cost estimates for the alternatives evaluated, hydraulic and hydrology calculations, and the Hydrology Map of the Cable Creek Watershed.
