About this file

This is a Project Manual for a generator installation project at the Bergen County Record Storage Facility (RGL Building) located at 35 Piermont Road B, Rockleigh, New Jersey, prepared by RSC Architects for Bergen County. The project scope includes installation of a new ground-mounted emergency generator on a concrete pad with bollards adjacent to the existing building, installation of a new transfer switch with related electrical connections and equipment, utility connections, repair of the building envelope at all penetrations to maintain a watertight enclosure, and repairs or replacement of any damaged site conditions including paving, curbs, and landscaping. The work is conducted under a single prime contract and must comply with the Public Labor Agreement. Work shall commence upon receipt of the Notice to Proceed and be substantially complete within 90 days from the date of building permit issuance. The contract allows for a contingency allowance of $20,000.00, and contractors must limit work to normal business hours of 8 a.m. to 5 p.m., Monday through Friday, while coordinating with ongoing campus operations and training activities.

The project requires contractors to prepare detailed submittals including a schedule of values, Contractor's construction schedule using Primavera P6 software with CPM analysis, manpower-loaded schedule, and monthly cash flow curves. All applications for payment must comply with the New Jersey Prompt Payment Act (N.J.S.A. 2A:30A-1 et seq.) with 30-day payment terms and include certified payroll documentation, union dues verification, notarized waivers of lien from all subcontractors, and construction photographs. The contractor is responsible for all coordination with separate contractors and the owner, absorbing all increases in labor rates and material costs. Payment applications require retainage withholding, with punch list work representing five percent of the total contract sum and closeout work representing three percent, to be released proportionally as work is completed. Liquidated damages apply for delays beyond the contract completion date, and the architect will charge contractors $155 per hour for excessive Request for Information (RFI) re-reviews at the architect's discretion.
