Question Number Question Response

How is price parcipaon required to be documented and recorded? What details are required?

Price participation is to be documented in the Attachment 2 Price Summary Form.

The pricing details are those required by the Fully Burdened Labor Rate Proposal Form and the Attachment 2 Price Summary Form. The Fully Burdened Labor Rate Proposal Form and sections A-J of the Attachment 2 Price Summary Form are to encompass the total price and associated pricing details, including price participation. Section L of the Attachment 2 Price Summary Form indicates how much of the total price is considered price participation.

Are in-kind contribuons allowable as price parcipaon?

Yes.

If the awardee purchases and commissions a piece of equipment with non-federal funds and uses that equipment in support of the DuraMAT project, is this allowable as price-parcipaon?

An Offeror may propose a “use rate” for equipment purchased with the Offeror’s own funds and classify that “use rate” as price participation in its proposal. Offerors are advised, however, this RFP is for research and development. It is not intended to fund the acquisition of capital equipment. Therefore, there are no capital equipment funds available under this solicitation. Capital equipment is defined as equipment with a unit value of $500,000 or more, including any applicable shipping and installation charges, and having a life expectancy of two years or more. All equipment (personal property) purchases must be included in the Offeror’s price participation. This includes funds contributed by the Offeror and/or Offerors lower-tier subcontractors or suppliers at no cost to NREL.
