About this file

This document is a Request for Qualifications (RFQu) from the DeKalb County School District (DCSD) for professional Geotechnical, Environmental, and Construction Material Testing services. The services will be provided on an as-needed basis for various DCSD projects. The RFQu outlines the general scope of work, which includes testing, inspection, and reporting services related to geotechnical, environmental, and construction materials. Interested firms must be properly licensed and insured, and must submit qualifications that address the stated criteria, including staff experience, project history, and insurance coverage. No interview process is required, and responses are limited to 30 pages.

The RFQu provides details on the insurance and licensing requirements for the prime contractor and any subcontractors. It also clarifies that contractors who have not previously worked with DCSD will receive full points for the "Equitable Distribution" evaluation criterion. Pricing information is to be submitted on a separate form, which was not included with the RFQu documents but will be provided in a forthcoming addendum.

Item Answer

RFC 1.1 On RFQ page 4, under Section 2.0-General Scope of Work, Item 2.2 states the following: “Since these services are primary Geotechnical, Environmental and Construction Material Testing related, the lead firm must be a licensed Geotechnical, Environmental and Construction Material Testing business.”

Does this refer to a "business license" or an "engineering firm license"? Please clarify what is meant by "licensed Geotechnical, Environmental and Construction Material Testing business."

This refers to business license and professional license.

RFC 1.2 With the potential scope being varied, would we need to list subcontractors in with our bid, or would we be able to bring on subcontractors, if needed, at the time of the project scope being presented?

Yes, a list of subcontractors is required.

RFC 1.3 Would any materials or documents in the proposal outline not count toward the 30-page limit (table of contents, inclusion of licenses, org chart. Etc.), or would everything included in the proposal packet count toward the 30 pages?

Please refer to Page 5 of 19 Section 3.0 Item 3.1.7.

RFC 1.4 RFQ – p. 9/19 - 5.1.4 – are the dollar amounts and projects awarded by DCSD to individual firms publicly available?

Yes

RFC 1.5 Appendix D – Exhibit E – 1.1.3 Automobile Liability – is a combined single limit of $1,000,000 acceptable considering Umbrella of $5,000,000 would provide for the $2,000,000 required or is $2,000,000 a must?

$1,000,000.00 is not acceptable. $2,000,000.00 is required.

RFC 1.6 Appendix B - Design Review Submittal Package versus RFQ – RFQu refers to SCL > $5M but the attachment is for SCL> $2M. Is Appendix B the “Minimum Submittal Requirements” for this contract?

Please refer to Revised Appendix B Design Review Submittal Package that is included as an attachment with Addendum No.

2.

RFC 1.7 Attachment C does not seem to be included in the Attachment packet. Is there a location we can access this?

Please refer to Addendum No. 1

ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES

RFC 1.8 On RFQ page 5, under Section 3.0-Requirements, Item No. 3.1.9 states the following: “The selected firm and its sub consultants will be required to meet the insurance requirements of DCSD.” Please also note the following:

On page 12 of Appendix F, Article 8 shows requirements for “Errors and Omissions Insurance”, and Article 9 shows requirements for "Other Insurance", specifically pertaining to Exhibit E on pages 25 and 26 of Appendix F.

Item 1.3 on page 26 of Exhibit E of Appendix F states the following: "In the event that the GEOTECHNICAL, ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES elects to retain subcontractors or sub consultants and the Owner approves said retention, the GEOTECHNICAL, ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES shall require all such subcontractors and sub consultants to comply with the insurance and notice requirements of this Exhibit E…"

Please clarify if subcontractors must meet insurance requirements as shown ONLY in Exhibit E, or if they must ALSO meet requirements shown in Article 8 and Article 9 on page 12 of Appendix F.

It is the contractors responsibility to ensure that all subcontractors are insured.

RFC 1.9 RFQ does not have Exhibit A from Page 3 Table of Contents. Is that only made available to the team that reviews submitted proposals?

Exhibit A will be included with Addendum No.2

RFC 1.10 In relation to Section 4.3.2.1. will we need to provide copies of the licenses or will a reference to their license numbers and expiration dates be sufficient?

No, A copy of all licenses are required.

RFC 1.11 p. 4/19 – 2.0 General scope - refers to construction contract administration services. What is DCSD’s expectation? Is it more of shop drawing review type services or actual contract administration services such as tracking pay items/quantities etc.?

DCSD expects to receive all testing material results during construction.

RFC 1.12 On RFQ page 6 under Section 4.0-Statement of Qualifications, Item 4.3.2.1 states the following: “Firms and sub consultants must be property licensed.

Provide copy of current Georgia Professional Registration for Geotechnical, Environmental and Construction Material Testing.”

Since firms providing Geotechnical, Environmental, and Construction Materials Testing would have an engineering license, please clarify what is meant by "Georgia Professional Registration for Geotechnical, Environmental and Construction Material Testing."

Additionally, sub consultants performing drilling or laboratory services will have licenses pertaining to these services, but not necessarily any kind of license for “Geotechnical, Environmental, and Construction Materials Testing.” Please clarify if licenses for services provided by subcontractors will be required with our submittal.

This is referring to Professional Licenses’.

It is the Contractors responsibility to ensure that all subcontractors are licensed and insured.

RFC 1.13 Can you please clarify how the section 5.1.4. Equitable Distribution of the Initial Screening Criteria applies to firms who have not been awarded any contracts by

DCSD?

Firms who have not been awarded any projects will receive the full amount of points

RFC 1.14 Under General Instructions, section 9.2 it states that “The response shall contain the manual signature of an authorized representative of the responding firm.” Can you please clarify if a digital signature is okay since the response will be submitted electronically?

Digital Signature are not accepted. All documents must be signed and uploaded electronically.

RFC 1.15 On RFQ page 7 under Section 4.0-Statement of Qualifications, Item 4.3.5.2 states the following: “Insurance Capacity: Firms must provide evidence that they have all insurance coverages as specified in Geotechnical, Environmental and Construction Material Testing contract included with this RFQu (See Appendix I).”

Will a sample certificate of insurance be sufficient for this submittal?

Appendix "I" was not included with the RFQ documents. However, Appendix F is a "Continuing Contract for Professional Services" with the DeKalb County Board of Education. Please clarify if "Appendix I" should be "Appendix F."

"Appendix I" is also referenced in Item 10.13 on RFQ page 16 under Section 10.0-Terms and Conditions, as follows: "Appendix I, is the most current version of the DCSD Continuing Contract for Geotechnical, Environmental and Construction Material Testing Services." Please clarify if "Appendix I" should be "Appendix F."

No. An actually Certificate of Insurance is required.

Page 16 of 19 Section 10.13 Appendix I should read Appendix F.

There is no Appendix I this was an error.

RFC 1.16 Under Section 5.0-Initial Screening Criteria on RFQ page 9, Item b under Section

5.1.2.3 lists a requirement for "Job assignment for other projects" to be included on resumes. Does this information need to be included on each individual resume, or can we simply provide a table which illustrates the other projects each team member is working on?

RFC 1.17 On RFQ page 8 under Section 5.0-Initial Screening Criteria, Item 5.1.2.2 states the following: “The firm shall name the actual staff to be assigned to this Project, describe their ability and experience, and indicate the function of each within their organization and their proposed role on this Project. It is the intent that the proposed staff shall be assigned to this Project unless otherwise approved by Owner. The staff shall be present at the time of interview.”

Please clarify what is meant by "staff" in the final sentence of this paragraph, specifically regarding which members of the staff "shall be present at the time of interview."

There is no interview process for this RFQu.

RFC 1.18 On RFQ page 10 under Section 5.0-Initial Screening Criteria, Item 5.1.5.1 states the following: “Indicate your proposed Geotechnical, Environmental and Construction Material Testing Fee for the Services and Work as required by the Proposal Documents and the Owner’s Agreement. Use Owner’s Geotechnical, Environmental and Construction Material Testing Fee Form (Attachment C) included in this Request for Qualifications.”

Please note Attachment C was not included with the RFQ documents. Please provide a copy of Attachment C, and also please provide enough time for review and the submittal of any questions pertaining to this form. If necessary, please extend the due date for questions to allow enough time for review of this form.

RFC 1.19 Under Exhibit E on page 26 of Appendix F, Item 1.3 states the following: “In the event that the GEOTECHNICAL, ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES elects to retain subcontractors or sub consultants and the Owner approves said retention, the GEOTECHNICAL, ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES shall require all such subcontractors and sub consultants to comply with the insurance and notice requirements of this Exhibit E, including but not limited to (a) maintaining the types and amounts of insurance described in this Exhibit E; and (b) having the DeKalb County Board of Education and DeKalb County School District named as additional insureds on all such insurance pursuant to Paragraph 1.2 of this Exhibit E. The GEOTECHNICAL, ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES assumes all liability for its subcontractors’ and sub consultants’ failure to comply with insurance provisions of this Exhibit E.”

Please clarify whether subcontractors are required to submit a Certificate of Insurance (COI) with our qualifications submittal, or upon award of the contract? If the COI needs to be included with the submittal, will a sample COI be sufficient?

Please refer to RFC 1.8.

RFC 1.20 At the bottom of page 27, which is Exhibit F of Appendix F, there is a line for the "Georgia Geotechnical, Environmental and Construction Material Testing Services License Number." Please clarify if this is the license number for the Georgia Engineering Firm providing the Geotechnical, Environmental, and Construction Materials Testing services.

This is referring to all Professional License

ENVIRONMENTAL AND CONSTRUCTION MATERIAL TESTING SERVICES

RFC #1 Page 7 of 7

RFC 1.21 On Exhibit H on page 33 of Appendix F, Item 14 states the following: “The Geotechnical, Environmental and Construction Material Testing Services shall provide Owner a set of “Record Plans and Specifications” within thirty (30) days after execution by the Geotechnical, Environmental and Construction Material Testing Services of the “Certificate of Substantial Completion.” Such “Record Plans and Specifications” shall include any authorized change orders, actual locations of all utility lines, and any other appropriate information. The drawings shall be presented in a Computer Aided Drafting (CAD) format or other format of the Owner’s choice, and the specifications shall be presented in a word processing format of the Owner’s choice.”

Since "Record Plans and Specifications" with authorized change orders, actual locations of all utility lines, and CAD drawings would be provided by architectural and engineering firms providing construction services, and not by engineering firms providing Geotechnical, Environmental, and Construction Materials Testing Services, please clarify what is meant by this paragraph

This non applicable for this project.

RFC 1.22 Section 4.3.2.1. notes that “Firms and sub consultants must be property licensed. Provide copy of current Georgia Professional Registration for Geotechnical, Environmental and Construction Material Testing.” Can you clarify if this refers to PEs and PGs or are you looking for any other specific licensure for the team and/or the company?

This refers to PEs and PGs License.
