TECHNICAL QUOTE INSTRUCTIONS

The technical approach should be specific, detailed and complete enough to clearly and fully demonstrate that the Offeror thoroughly understands the intent of the Statement of Work and can provide the services necessary to meet the stated program objectives. Information on how the requirement is to be organized, staffed and managed shall be included.

Information should be provided which will demonstrate the Offeror’s understanding, development and management of important events or tasks. How the management and coordination of subcontractor efforts shall be accomplished must be explained, if applicable. Proposals which merely offer to conduct a program in accordance with the requirements of the Government’s Statement of Work is considered inadequate.

The technical quote must provide the general background, experience, and qualifications of the organization. It shall also address the Offeror’s prior experience in performing duties similar to those to be performed under the resultant contract. The Quote should describe the approach and the outcome of such work, referencing current and/or prior contracts. Quotes without prior experience similar to the Statement of Work should discuss relevant experience.

Vendors SEQ CHAPTER \h \r 1 shall submit the following Past Performance Information. Identify two (2) contracts for which experience is claimed for similar work performed within the last three years. SEQ CHAPTER \h \r 1Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Include the name of the agency, name of the Contracting Officer and Contracting Officer’s Representative, address, phone number, email address, contract number and project title. SEQ CHAPTER \h \r 1 Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel.

The Government will evaluate technical proposals in accordance with the Technical Evaluation Criteria set forth in the Statement of Work section Technical Evaluation Criteria.

Technical factors are significantly more important than cost or price. It is pointed out, however, that should technical competence between offers be considered approximately the same, then cost could be primary.

C.

Proposed costs/prices will not be point scored but will be analyzed and examined for the purpose of determining the reasonableness of the proposed price and the Vendor’s understanding of the nature and extent of the work to be performed. A final best-value analysis will be performed taking into consideration the results of the technical evaluation, and cost/price analysis.

SEQ CHAPTER \h \r 1The business proposal must contain sufficient information to allow the Government to perform a basic analysis of the proposed cost or price of the work. This information shall include the amounts of the basic elements of the proposed cost or price. These elements will include, as applicable, direct labor, fringe benefits, travel, materials, subcontracts, purchased parts, shipping, indirect costs and rate, fee, and profit.
