Combined Synopsis/Solicitation Mobile Document Destruction Services
SP4705-22-Q-0025
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This is a Request for Quote (RFQ) and the RFQ number is SP4705-22-Q-0025. No formal solicitation will be issued.
This RFQ is being issued to establish a Firm Fixed Price (FFP) Purchase Order to obtain operation, maintenance, service and repair for the collection, on-site mobile shred, and recycle of scrap paper generated at the Andrew T. McNamara Headquarters Complex (HQC), per the attached Statement of Work. This acquisition is not a Defense Priorities and Allocations Systems (DPAS) rated procurement.
This RFQ is being solicited as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this project is 561990 and the size standard is $14.5M. The Product Service Code is R614. The period of performance will be 12-month base period with four 12-month option periods as follows: Base Period:
9/1/2022-8/31/2023; Opt. Year One: 9/1/2023-8/31/2024; Opt. Year Two: 9/1/2024- 8/31/2025; Opt. Year Three: 9/1/2025-8/31/2026; and Opt. Year Four: 9/1/2026- 8/31/2027
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 effective May 26, 2022, Defense Federal Acquisition Regulation Supplement (DFARS), and Defense Logistics Acquisition Directive (DLAD). The complete text of any of the clauses and provisions are available electronically from the following site: http://www. https://www.acquisition.gov.
Additional contract requirement(s) or terms and conditions listed below are necessary for this acquisition and consistent with customary commercial practices.
The following provisions and clauses apply to this acquisition:
FAR 52.212-1, Instructions to Offerors Commercial Items. Addenda to provision 52.212-1 are included herein. The provision 52.212-2 is applicable and specific evaluation criteria included in paragraph (a) of the provision. Award shall be made to the quoter, whose quotation, is evaluated as the lowest priced technically acceptable. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement listed in the Performance Work Statement,
(2) Past Performance and (3) price. FAR 52.212-3, Offeror Representation and Certifications-Commercial Products and Commercial Services; Offerors shall include a completed copy of provision FAR 52.212-3 and its Alternate I with its quote.

FAR Clause 52.212-5 is applicable and properly indicated with which FAR provisions and clauses are applicable to this procurement. See below. Additional Contract requirements:
NOTE 1: Failure to meet the requirements of the SOW will result in rejection of quotation.
NOTE 2: NO partial bids allowed. NOTE 3: The method of payment for this procurement shall be Wide Area workflow. NOTE 4: All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.

FAR 52.217-8 Option to Extend Services (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. DLAD 5452.233-9001 Disputes – Agreement to Use Alternative Dispute Resolution (ADR) As prescribed in 33.214, insert the following provision:
DISPUTES – AGREEMENT TO USE ALTERNATIVE DISPUTE RESOLUTION (JUN 2020)
(a) The parties agree to negotiate with each other to try to resolve any disputes that may arise. If unassisted negotiations are unsuccessful, the parties will use alternative dispute resolution (ADR) techniques to try to resolve the dispute. Litigation will only be considered as a last resort when ADR is unsuccessful or has been documented by the party rejecting ADR to be inappropriate for resolving the dispute.
(b) Before either party determines ADR inappropriate, that party must discuss the use of ADR with the other party. The documentation rejecting ADR must be signed by an official authorized to bind the contractor (see FAR 52.233-1), or, for the Agency, by the contracting officer, and approved at a level above the contracting officer after consultation with the ADR Specialist and legal counsel. Contractor personnel are also encouraged to include the ADR Specialist in their discussions with the contracting officer before determining ADR to be inappropriate.

(f) Ensure the MFT participates in a SAW when it is required, unless a waiver is obtained from the SSM. The requirements for multifunctional teams (MFTs) to participate in a Service Acquisition Workshop (SAW), or equivalent program are provided in DoD Instruction (DoDI) 5000.74, Defense Acquisition of Services, in Section 4: Procedures. See DoD Instructions (https://www.esd.whs.mil/Directives/issuances/dodi/) for a listing of DoDIs. A request for a waiver must be submitted through the DLA Acquisition Operations Division. Coordinate all acquisitions that meet the criteria for a SAW with the SSM.
(g) Refer to DLA Manual 5000.74, Subject: DLA Acquisition of Services, Enclosure 2, paragraph 13 for additional responsibilities.
(S-90) Solicitations and contracts shall include procurement note C05 when the services to be provided require professional employees, and evaluation of proposed key managerial personnel is required to assess the probability of successful performance.
C05 Changes to Key Personnel (OCT 2016) Certain skilled, experienced, professional and/or technical personnel are essential for successful accomplishment of the work to be performed under this contract. These are defined as "key personnel" and are those persons whose resumes are submitted as part of the technical/business proposal for evaluation. The contractor shall use key personnel as identified in its proposal during the performance of this contract and will request contracting officer approval prior to any changes. Requests for approval of any changes shall be in writing with a detailed explanation of the circumstances necessitating the change. The request must contain a complete resume for the new key personnel and any other pertinent information, such as degrees, certifications, and work history. New key personnel must have qualifications that are equal to or higher than those being replaced.
The contracting officer will evaluate the request and notify the contractor whether the requested change is acceptable to the Government.
The Government will award a purchase order resulting from this notice to the responsible offeror whose technically acceptable offer, conforming to the notice, is the best value. The Technical Plan, Key Personnel, Management Plan, and Past Performance, Delivery are significantly more important than price.

2. SITE VISIT
A Site Visit has been scheduled for July 21, 2022. Contractors shall notify the contract specialist, Carlos Vidro-Martinez (Carlos.Vidro-Martinez@dla.mil) no later than July 18, 2022 by Close of Business (COB) that they intend to attend the Site Visit. Upon notification to attend the site visit, please provide the last four (4) digits of your SSN and Date of Birth to Carlos Vidro-Martinez, Contract Specialist and Beverly Williams. Participants shall meet at the front entrance of the HQC no later than 11:00 a.m., July 21, 2022. Only two (2) representatives from each potential offeror are authorized to attend. The Government does
pg. 11 RFQ # SP4705-22-Q-0025 not intend to conduct individual site visits; therefore, offerors wishing to inspect the site should attend in accordance with the aforementioned guidelines of this section. Please arrive at the front gate of Defense Logistics Agency (DLA) at 8725 John J. Kingman Road, Fort Belvoir, VA at least 15 minutes prior to the arranged time in order to secure a visitor’s pass.
Limit the number of attendees to no more than two representatives from each company. To gain access to the installation you will need to have a government issued ID (e.g. driver’s license, state issued photo ID) for every individual, and vehicle registration and insurance for each vehicle. Once you have arrived to the main gate (2nd Gate, right) entrance, immediately, proceed towards the left to the Visitor Control Center (VCC), Building 2420
Any technical questions, requests for clarification or requests for data in connection with this solicitation must be submitted in writing no later than July 25, 2022 by COB and shall be directed to the Contract Specialist and Contracting Officer listed above.
3. Pricing: The Contractors are to provide firm-fixed pricing for the performance period including options to equal a total price. The Contractor is responsible for providing adequate documentation to enable a thorough evaluation of the proposal. The price proposal will reflect the contractor’s understanding of the tasks that contractor is expected to perform. Contractors are required to identify any assumptions that pertain to the prices proposed. See Attachment 3-Schedule B-Pricing.
4. Submission of Proposal:

In addition, include RFQ number, Title of the proposal, CAGE Code, UEI, Contractor name and address, Point of contact name and phone number.

(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov;
and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:
(1) Document type. The Contractor shall use the following document type(s).
(Contracting Officer: Insert applicable document type(s).
Note: If a “Combo” document type is identified but not supportable by the Contractor’ business systems, an “Invoice” (stand-alone) and “Receiving Report” (stand-alone) document type may be used instead.)
