Sub-factor 02: Organizational Requirements
A. Strategic Approaches to a Requirement B. Logistical Approaches C. Conceptual Changes
Sub-factor 03: Business Requirements

(2) Quoters shall present their Technical Capabilities by submitting a narrative detailing your approach to all the sub-factors. The maximum page limitation for the Technical volume is five
(5) pages to exclude an optional cover page. Excess pages will not be considered in the evaluation. Electronic documents shall be submitted as Microsoft Word, Adobe, or Excel format. A cover letter is not required. Quotes shall clearly demonstrate an understanding both general and specific requirements, and convey the Technical Capability for transforming its understanding into the successful performance under the terms of a BPA.
B. Factor 2 – PRICING: Quoters are required to complete the attached Price List (attachment 4).
Submission of a separate price list can be attached if desired.
(1) The Government anticipates overall fair and reasonable competitive pricing; therefore, quoters are encouraged to apply all discounts. Note: The quotes will establish a baseline for pricing evaluation purposes, and could be incorporated within the resulting BPA.
Furthermore, pricing for individual Calls or Orders will be based on the type of event and performance minus the any discounts offered. No retroactive pricing adjustments will be considered for active Calls and/or Orders in progress.
(2) The Government intends to evaluate the pricing quotes based on Lowest Price Technically Acceptable (LPTA) without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government to do so. In consideration, the quoter must provide a competitive fair market price, and the proposed prices are presented in the Price List.
C. Factor 3– PAST PERFORMANCE. The Past Performance information shall be completed and submitted by using the following documents:
Attachment 05—Past Performance References (PPRs) Quoter to Complete Attachment 06—Past Performance Questionnaires (PPQs) Quoter to Complete

As for the PPQs (attachment 6), quoters shall send a blank worksheet to present and/or past Government and/or industry customers. Up to three (3) PPQs will be considered for evaluation; therefore, quoters shall send no more than 3 recent and relevant contracts performed within the last three (3) years prior to the issue date of the RFQ. If the quoter does not have past performance information to render with their quote, a negative response is required.
Quoters shall follow-up to ensure that the Government receives completed questionnaires.
Forms submitted directly to the Government by the quoter will NOT satisfy the requirement for past performance information and will not be evaluated. It is the quoter’s responsibility to ensure that their customers complete the form and return it DIRECTLY to Sandra Smith, Contract Specialist, at sandra.smith.24@us.af.mil by the closing date and time.
Quoters are advised that the Government may obtain past performance information as necessary, including, but not limited to, that contained in Past Performance Information Retrieval System (PPIRS), Contract Performance Assessment Reporting System (CPARS) reports, the past and present efforts provided and contained in the PPRs, PPQs, and/or data independently obtained from other government or commercial sources.
19. Addendum to 52.212-1(g) Contract Award (not applicable to Invitation for Bids). The paragraph is tailored as follows:
The Government intends to evaluate quotes and establish multiple Blanket Purchase Agreements (BPAs) (at least three BPAs) without interchanges with quoters. Therefore, the quoter’s initial quote should contain the best terms from a price and technical standpoint.
However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.
20. Addendum to FAR 52.212-2, Evaluation-Commercial Items (Oct 2014). Addendum to allow instructions for the basis for award.
mailto:sandra.smith.24@us.af.mil
When combined, technical and past performance factors are significantly more important than cost or price factors. The Government will establish multiple Blanket Purchase Agreements with responsible Contractors whose quotes conform to the requirements outlined in this RFQ and provide the greatest overall benefit to the Government based on fair pricing and reasonableness.
Quoters must demonstrate a clear understanding of the nature and scope of the services required.
By submission of its quote, the quoter accedes to all RFQ requirements, including terms and conditions, and technical requirements.
The Government will first evaluate all timely quotes for technical acceptability. To be eligible for award an offer must be technically acceptable. To be acceptable all technical factors must be rated technically acceptable. If, any technical factor is rated below acceptable, the overall quote will receive the rating of the lowest rated technical factor.
A. Factor 1 – TECHNICAL CAPABILITY: The technical volume shall include the sub-factors in the PWS: Management, Organizational, and Business Requirements. For each sub-factor, quoters shall demonstrate an acceptable approach for each requirement and/or services of an individual or group musical entertainment contingent upon the event. The Professional Exemption (attachment 7) must be signed and dated, and included in the technical volume.
Standard of Evaluation: A technical acceptable standard is met by providing sufficient details to support your technical approaches to the requirements described in paragraphs 2, 2.1, 2.2, and 2.3 of the PWS.
The evaluation will specifically focus on the extent, quality and scope of your knowledge and understanding of the requirements described in the PWS. Each sub-factor will be evaluated independently. The overall Technical Capability factor will receive a rating listed below:
Adjectival Rating Description
Acceptable Quote provides sufficient information to demonstrate the ability to provide services as outlined in the PWS.
Unacceptable Quote does not provides sufficient information to demonstrate the ability to provide services as outlined in the PWS.
B. Factor 2 — Pricing: Quoters are required to complete the attached Price List (attachment 4); this includes paragraph 1 of page 1 and the price list found on page 2.
Standard of Evaluation:
The price list and all quoted pricing, fees, rates, percentages, will be evaluated for reasonableness, which may be determined based on prices submitted by the competition, historical pricing, current market conditions, comparison to the Independent Government Estimate, and/or other price analysis techniques.
The Government may require submission of information other than cost or pricing data to the extent necessary to evaluate price reasonableness. After price evaluation is complete, the Government will rank all Technically Acceptable quotes and a determination made of LPTA based on the pricing quotes.
The quotes will establish a baseline for pricing evaluation purposes, and could be incorporated within the resulting BPA. Furthermore, pricing for individual Calls or Orders will be based on the type of event and performance minus any discounts offered. No retroactive price adjustments will be considered for active Calls and/or Orders issued or in progress during the life of the BPAs.
C. Factor-3 — Past Performance: The past performance evaluation will include a confidence assessment using the following data provided by the quoter and other sources:
Attachment 05—Past Performance References (PPRs) Attachment 06—Past Performance Questionnaire (PPQs)
Standard for Evaluation:
(1) Past Performance - The Government will accomplish the past performance evaluation, assigning a performance confidence assessment rating to the quoter’s initial submission based on performance ratings of recent and relevant efforts.
The evaluation will take into account past performance information regarding predecessor companies, key personnel, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the acquisition. In consideration of teaming partners, joint ventures, or subcontractors, the evaluation will include only the critical aspects of the past performance rendered or presented by the quoter.
(2) Recency - Present and past performance efforts will first be evaluated for recency. To be recent, some portion of the performance effort must have occurred within the last three years prior to the issue date of the RFQ. Performance not qualifying as recent will not receive further evaluation or consideration.
(3) Relevancy - The Government will next evaluate the relevancy of performance that qualified as recent. Relevancy includes performance of efforts that are similar or greater in scope, magnitude and complexity for the effort described in this RFQ. Performance qualifying as relevant will be categorized as Relevant or Not Relevant. Performance that does not meet the definition of relevant will not be evaluated for the quality of performance. The relevancy definitions are as follows:
(a) Relevant - Present/past performance effort involved similar scope and magnitude of effort as this RFQ
(b) Not Relevant - Performance fails to meet requirements for relevant performance.
(4) Quality of Performance - Performance efforts that qualify as recent and relevant will be evaluated for quality of performance. Each effort will receive one of the performance ratings:
PERFORMANCE
RATING DEFINITION
Very Good
Performance meets contractual requirements and exceeds some requirements to the Government’s benefit. The contractual performance of the element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were effective.
Satisfactory Performance meets contractual requirements. The contractual performance of the element being assessed contained some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
Marginal
Performance does not meet some contractual requirements. The contractual performance being assessed reflects a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appear only marginally effective or we not fully implemented.
Unsatisfactory
Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance of the element being assessed contains serious problems(s) for which the contractor’s corrective actions appear or were ineffective.
Unknown (Neutral)
No relevant past performance information is available or it is so sparse that no meaningful past performance quality rating can be assigned.
Based on the evaluation of individual performance efforts, the Government will then develop one of the following Performance Confidence Assessments for each quoter whose past performance is evaluated.
PERFORMANCE
CONFIDENCE DEFINITION
Substantial Confidence
Based on the quoter’s performance record, the Government has a high expectation that the quoter will successfully perform the required effort.
Satisfactory Confidence
Based on the quoter’s performance record, the Government has an expectation that the quoter will successfully perform the required effort.
No Confidence Based on the quoter's performance record, the government has no expectation that the quoter will be able to successfully perform the required effort.
Unknown Confidence
No performance record is identifiable or the quoter’s performance record is so limited that no confidence assessment rating can be reasonably assigned.
The Government will generally apply the following relationship between performance ratings and performance confidence. Quoters with no relevant past or present performance history or whose performance record is so limited that no confidence assessment rating can be assigned may receive the rating of “Unknown Confidence” meaning the rating is treated neither favorably or unfavorably.
Quoter’s may be asked to clarify certain aspects of their quote (for example, the relevance of past performance information) or respond to adverse past performance information to which the quoter has not previously had an opportunity to respond. Adverse past performance is defined as past or present performance effort that is rated less than satisfactory overall or any unfavorable comments received from sources without a formal rating system.
D. Selections and Multiple BPA Establishments:
(1) The Government will first evaluate the past performance for the technically acceptable offers with the lowest evaluated reasonable prices. Technical Capability and Past Performance combined are the most significant factors than cost or price. If the technically acceptable quotes with a “Substantial Confidence” performance rating are met by at least three (3) quoters, those quotes represent the fair and reasonable for the Government and the evaluation process stops at that point. At least three (3) BPAs will be established with the responsible quoters whose quotes conform to the requirements outlined in this RFQ and found most advantageous to the Government based on fair and reasonable pricing. A BPA can be established with a quoter without consideration or evaluation of the past performance contingent upon a determination of contractor responsibility for that quoter.
(2) If the technically acceptable quoter with the lowest evaluated reasonable price does not have overall “Substantial Confidence” performance rating, the past performance evaluation process will continue (in order by evaluated pricing) until a technically acceptable offer with a reasonable price is found with an overall “Substantial Confidence” performance rating or until the past performance of all technically acceptable offers with a reasonable pricing are evaluated. At that point, the Government will conduct an integrated price assessment of all technically acceptable offers with reasonable pricing whose past performance was evaluated.
In either event, the Government will establish a minimum of three BPAs to the responsible, technically acceptable quoters with reasonable prices and whose quotes offers the most reasonable value to the Government.
(3) Quoters are highly encouraged to respond with their best technical and pricing quotes in their initial submissions, and each should contain the best terms. FAR part 15 procedures do not apply to evaluation of the BPA quotations and will not be used. A quoter may be eliminated from consideration for a BPA without further interchanges if its technical and/or pricing quotes are not among those quoters considered most advantageous to the Government based on a fair and reasonableness determination.
