About this file

This document is a Request for Quotation (RFQ) issued by the County Commissioners of Charles County, Maryland, seeking qualified contractors to perform road shoulder construction services. The project involves installing approximately 2,500 tons of Asphalt Millings or Grindings to various county road locations to eliminate shoulder drop-offs. Contractors must submit a comprehensive Equipment Inventory List and demonstrate at least five years of experience, including providing three completed public road repair projects within the past five years. The work requires contractors to place and grade asphalt millings along road edges, with individual particle sizes less than 1-inch, and comply with Charles County and Maryland State Highway Administration specifications.

Pricing for the project will be established through Quote Item A1 on the Quotation Form, which covers labor and material for HMA Millings & Grinding Application. Contractors must have equipment in good working order, subject to county inspection before contract award. The County will issue a written Notice-to-Proceed (NTP) and Purchase Order for specific tasks, and contractors will submit monthly invoices for work performed. The project emphasizes coordination with county, municipal, and state agencies, and requires strict adherence to local construction standards and regulatory guidelines. While no specific contract term is explicitly stated, the scope suggests a project-based engagement focused on countywide road shoulder improvement.
