About this file
This Request for Qualifications (RFQ) document is issued by Radford University in Virginia for the prequalification of electrical utility contractors to construct upgrades to the medium voltage power delivery system on the university's Radford, Virginia campus. The project encompasses construction of a new outdoor sheltered aisle metal-clad switchgear with 15kV class and 4.16kV distribution configured in a main-tie-main setup, modifications to the Radford Electric Department air-insulated substation, construction and demolition of overhead 4.16kV circuits, and installation of new ductbanks and cabling with circuit reconfigurations. The project includes working within a state highway right-of-way and coordination with the campus combined heat and power (CHP) generation project. The anticipated construction start date is August 2026 with an initial phase duration of eight months. The non-mandatory pre-submission meeting is scheduled for Tuesday, March 31, 2026, at 2:00 p.m. at the Armstrong Building Conference Room 186 in Radford, Virginia. Written inquiries must be submitted by April 2, 2026, with responses posted by April 9, 2026. Sealed qualifications submissions are due by 2:00 p.m. on April 21, 2026. The qualified firms will receive written notice and a ten-day appeal period before selection to proceed to the RFP stage.
Qualified contractors must hold Class A General Contractor licensing in the Commonwealth of Virginia and demonstrate the ability to self-perform at least sixty percent of core competencies including metal-clad switchgear installation, air-insulated substation modifications, medium voltage cable installation, and termination and splicing tasks. Contractor qualifications will be evaluated on bonding capacity, experience and performance on at least three similar projects completed within the last ten years, judgment history, substantial compliance record, criminal convictions, debarment status, and specific technical qualifications related to metal-clad switchgear, air-insulated substations, medium voltage cabling systems, and SCADA systems. Submission requirements include seven copies of qualification statements with completed CO-16 forms, bonding letters, project listings, organizational charts, key personnel resumes, and a CO-16 Crosswalk of Firm and Key Personnel Experience, along with the State Commissioning Corporation form. The RFQ specifies disqualifying criteria including breach of contract judgments, OSHA violations, liquidated damages on multiple projects, terminations for cause, cure notices, performance bond claims, and various criminal convictions related to contracting, construction, bidding, and ethics violations. All proposal submissions should be directed to Kim Crowe at the address listed, with written inquiries sent to Wayne Hebb via fax or email.

Virginia Contractor License Number:
1. Project Description:
Radford University (RU) seeks qualified electrical utility contractors who also hold Class A General Contractor’s licensing in the Commonwealth of Virginia to construct upgrades to the medium voltage power delivery system on the Radford University campus in Radford, VA. It is the intent of this solicitation to pre-qualify contractors who can self-perform the majority of the electrical project scope without having to subcontract core competencies. The project scope is as follows:
A. Construction of a new outdoor sheltered aisle metal-clad switchgear, 15kV class with 4.16kV distribution. The switchgear will be a main-tie-main configuration having one utility source from Radford Electric Department
(RED) and one from a new campus generation facility. The switchgear will serve six moveable open point distribution loops, each having one breaker on each of the two switchgear buses. Major features include:
a. Significant civil excavation to site the switchgear into an existing embankment
b. Construction of a semi-below-grade cable vault that acts as the foundation for the metal-clad switchgear
c. Rigging and placement of the new switchgear unit
d. Breaking into an existing steam tunnel that is to be converted into an electric utility tunnel, daylighting in the cable vault
e. Interconnection of communications and SCADA controls to other system elements external to the switchgear
f. Coordination with an integration contractor to program the system protection and control features of the switchgear
g. Interface with the campus CHP generation project to coordinate the power interconnection with the generation facility
h. Coordination of NETA accredited testing for testing and commissioning of the switchgear
i. Construction of the gear will be independent of current campus electrical distribution systems until such time as circuits are cut over to the new gear – the gear will be energized and commissioned prior to the first cutover
B. Modifications to the Radford Electric Department air-insulated substation to accommodate the new delivery breaker for the Radford University substation including:
(Rev. 07/22) Page 3 of 9
a. Addition of a new steel-frame breaker bay and 15kV class vacuum circuit breaker as well as disconnect switches and other appurtenances
b. Reconfiguration of buswork in the substation to accommodate changes
c. Integration of the breaker controls and monitoring into the existing RED protection and control system
d. Temporary provisions to maintain service to both the existing RU switchgear and the circuits feeding municipal distribution clients while energizing the new RU substation for cutovers
e. Demolition of the existing RU switchgear and associated buswork once all cutovers have been completed
C. Construction/demolition of overhead 4.16kV circuit on existing poles.
D. Construction of new ductbanks and cabling; interception of existing circuits, and circuit reconfigurations to include:
a. Construction of reinforced and non-reinforced concrete encased electrical ductbanks
b. Interception and extension of existing concrete-encased ductbanks
c. Entries into existing electric manholes to connect new ducts
d. Switching of electrical distribution circuits to transfer loads, maintain temporary connectivity, and effect cutovers to new equipment or cable routes
e. Splicing and terminating new and existing medium voltage cables
f. Scope will include working within a State Highway right-of-way
E. The proposed schedule for this process is as follows:
Anticipated Construction Start Date: August 2026
Anticipated Phase 1 Construction Duration: 8 months
(Rev. 07/22) Page 4 of 9
