About this file

This file is a Questions and Answers document containing clarifications submitted by prospective vendors for SLAC RFP 363235(MC) regarding machining of a 4-Quadrant Accelerator (TID QCM). Four clarification items were submitted between March 3 and March 9, 2026, with responses provided by March 10, 2026.

The clarifications address critical technical and administrative requirements: (1) copper parts are to be delivered without any coatings applied; (2) comparable ultra-high vacuum (UHV) experience from different industries is acceptable as evidence of relevant past performance; (3) electronic or digital signatures from authorized signatories are acceptable for proposal submission; and (4) while an HTS code is not strictly required until shipment, including it with the proposal aids evaluation and award, with TARIC code 7419.91.00.10 noted as appropriate for this manufacturing type, though the final HTS code may change at shipment. All proposals must be received by Tuesday, March 17, 2026, at 5:00 PM PST and remain valid for 90 days. Award will be made using the Lowest Price Technically Acceptable method, with submissions directed to Marlene Curiel.

Section B
In the case of a foreign company, is it mandatory to include an HTS code at the proposal stage? If so, could you please advise which HTS code you would recommend? For this type of manufacturing, we usually use TARIC code 7419.91.00.10.
3/10/2026
While an HTS code is not strictly required until the time of shipment, including it with the proposal helps clearly define the goods for evaluation and award. The recommended code appears appropriate for this requirement; however, the final HTS code may change at the time of shipment.
