RFP RFP26006435 - AGENCY SOLICITATION SPECIFICATIONS
TITLE: DCAMM Pastore Campus Complex Ms4 Stormwater Compliance
SECTION A. BACKGROUND
The Rhode Island Department of Administration, Division of Capital Asset Management and Maintenance holds a MS4 Stormwater Permit on the Pastore Campus Complex in Cranston, RI. During the 2025 MS4 Evaluation Inspection representatives from the Rhode Island Department of Environmental Management conducted a thorough review of the campus permit and an advanced inspection of the campus itself and found that there were multiple deficiencies within both entities. RIDEM is requiring that all said deficiencies be addressed and until they are addressed the MS4 will remain non-compliant.
DCAMM is looking to solicit qualified firms to bring the Pastore Campus back in compliance with RIDEM in accordance with the MS4 General Permit. All deficiencies are required to be addressed and remedied.
DCAMM to provide awarded vendor original constructed Stormwater Management plan and all data/documentation that has since been obtained for the Pastore Campus.
SECTION B: SCOPE OF WORK AND REQUIREMENTS
The scope of work includes:
1. Stormwater Management Program Plan (Part IV of the MS4 General Permit):
a. The stormwater management program plan is a consolidation of all the MS4’s regulatory requirements and it contains a description of all programs and procedures (including standard forms to be used for reports and inspections) that are implemented and enforced to comply with the MS4 General Permit. As such, this document is meant to be a current (working) document that is updated when procedures change and should be made available to MS4 staff for guidance and training as needed.
b. DCAMM is requesting that the SWMPP be brought up to date and all new programs and procedures are included in this working document.
2. Illicit Discharge Detection and Elimination (IDDE)(Part IV.B.3 of the MS4 general Permit):
a. A second dry weather sampling event was performed in the Fall of 2025 to address part of this deficiency.
b. DCAMM is requesting that any and all information/data be compiled and submitted to RIDEM in accordance with the governing regulations.
This proposal should also address the development and document of
2023-1.v2.04222024 RFP – Agency Solicitation Specifications Page 2 of 4 Revised 4/22/2024 procedures for investigation and enforcement of IDDE for staff to ensure that illicit connections and non-stormwater discharges to the system are prohibited, identified, and corrected. Part of this procedures requires RIDOA DCAMM to ensure that maintenance staff are trained on how to identify potential illicit discharges and connections in the field, who to report to, and what next steps to take when issues are observed. All procedures and record keeping strategies must be documented and prepared in a Standard Operating Procedures document that can be incorporated in the updated SWMPP.
c. Locate all connections to catch basins that discharge to the waters of the State from the concrete troughs encasing the abandoned steam pipes, sample the discharge at all connections in accordance with the MS4 guidelines. Submit results to RIDEM. If said results confirm that the discharge contains only uncontaminated groundwater the SWMPP must be updated to reflect the presence and location (s) of this Allowable Non-Stormwater Discharge.
3. Construction Site Stormwater Runoff Control (Part IV.B.4 of the MS4 General Permit) and Post Construction Stormwater Management (Part IV.B.5 of the MS4 General Permit):
a. DCAMM is requesting that a standard operating procedure document be created to facilitate the required inspections at construction sites and to ensure that the BMPs are constructed in accordance with the approved plans. These inspections and documents need to meet the requirements of the MS4 General Permit.
4. Pollution Prevention and Good Housekeeping (Part IV.B.6 of the MS4 General Permit):
a. DCAMM is requesting that a list of MS4-owned or operated structural BMPs, their locations, a description of each BMP, and provide adequate records of inspections and maintenance of these BMPs. Firm is required to provide O & M (Operations and Maintenance) plans for each structural BMP to better guide the appropriate maintenance needed for each structural BMP and release this documentation to the maintenance staff/contractors.
b. DCAMM is requesting the assistance of developing procedures for proper disposal of waste removal from the MS4 and waste from other municipal operations, including accumulated sediments, floatables, and other debris.
5. DPW Facility/Industrial Activity (Part IV. B.6.b.5 of the MS4 General Permit):
a. DCAMM is requesting that either a SWMPP be created for the Power Plant facility located at 13 Power Road or apply for authorization to discharge industrial stormwater under the RIPDES Multi-Sector General Permit.
b. DCAMM is requesting the development of a SWMPP for the new fuel depot being constructed on Pontiac Avenue.
c. Develop procedures to minimize erosion of road shoulders and roadside ditches by requiring stabilization of those areas.
DCAMM will evaluate firms on a technical basis first and then move onto cost proposals. Please do not submit a cost proposal with the technical proposal. Please see below regarding the solicitation process.
