About this file
This addendum modifies the Request for Proposal issued by the Indiana Department of Administration on behalf of the Indiana Department of Health for Wisewoman and Indiana Breast and Cervical Cancer Program (IN-BCCP) data management and claims adjudication services under RFP 26-85965. The solicitation seeks a qualified contractor to develop and implement a single integrated, web-based system to manage data submissions, maintain searchable databases, facilitate coordination between regional coordinators and providers, support nurse case management, process provider reimbursement claims, and support program organization. The system must serve approximately 4,000 women annually through IN-BCCP and 500 women annually through WISEWOMAN, with capacity to scale for additional early cancer detection programs. The original submission due date of May 28, 2026, at 3:00 PM Eastern Time has been extended to June 8, 2026, at 3:00 PM Eastern Time. A pre-proposal conference is scheduled for April 29, 2026, at 9:00 AM Eastern Time, with a deadline for written questions on May 6, 2026, at 3:00 PM Eastern Time. The contract term is five years from execution with one optional one-year renewal available for a potential total of six years.
The addendum indicates that a new Q&A Response Template will be uploaded on or before May 28, 2026. The RFP evaluation criteria allocate 55 points for management assessment and quality, 25 points for cost, and 5 points each for Buy Indiana Initiative compliance, minority business commitment, women business commitment, and veteran-owned business commitment. Subcontracting goals require respondents to commit 8 percent of contract value to Minority Business Enterprises, 11 percent to Women Business Enterprises, and 3 percent to Indiana Veteran Owned Small Businesses. The State strongly prefers cloud-based solutions deployed within a state-owned cloud tenant on Microsoft Azure or Amazon Web Services. All proposed subcontractors must be certified through the State of Indiana Certified M/W/IVOSB list or the Federal Center for Veterans Business Enterprise VETBIZ prior to the proposal due date. The contractor must achieve 98 percent claim payment accuracy and submit claims within 14 days of receipt, with payments to providers issued within seven business days of receiving funds.
