About this file
This is Amendment No. 3 to RFP No. 27-5832 issued by the University of Hawai'i System's Office of Procurement Management for video production services in Honolulu, Hawai'i. The amendment, effective October 7, 2026, extends the proposal deadline to 2:30 p.m. on October 14, 2026, for electronic submission through Hawaii's HIePRO procurement system. The scope encompasses production of nine unique video concepts across four series: three system promotion videos, three online degree program videos, one Direct2UH admission video, and two University of Hawai'i at Manoa recruitment videos. All deliverables must be produced in both horizontal (16:9) and vertical (9:16) formats, with various cutdowns and radio spots required. Filming is estimated at up to one-half day (six hours) per concept on O'ahu, with the contractor expected to complete all services within six consecutive calendar months from the Notice to Proceed, with a tentative start date of November 1, 2026. Contract award is anticipated October 19, 2026.
Amendment No. 3 specifically supersedes the University's responses to Questions 19 and Question 20 regarding production scheduling and supplemental recording requirements. The amendment clarifies that the University will make reasonable efforts to accommodate back-to-back filming schedules within a single production window when feasible, subject to availability of schedules, talent, locations, and other project requirements. Additionally, while the University expects production to be completed within the designated five half-day filming period, supplemental audio or voiceover recording may be scheduled in coordination with the awarded contractor if required by talent, scheduling, or project needs, with any such recording to be determined after project commencement. Qualified offerors must demonstrate a minimum of ten years' experience in recruitment and marketing campaigns for higher education institutions, including at least three years executing full video production pipelines. Pricing shall be submitted as a total cost quotation inclusive of all hardware, software, labor, materials, resources, travel, overhead, and applicable taxes.
