About this file
This is a Proposal Cover Page, Checklist, and Certification Form for the 2026 Centers for Advanced Technology (CAT) Program Request for Proposals (RFP 26-6181), administered by the Empire State Development Division of Science, Technology & Innovation Centers for Advanced Technology Program in New York State. The RFP seeks proposals from applicant institutions and consortiums to establish or enhance Centers for Advanced Technology focused on one of eight designated technology areas: Artificial Intelligence, Life Sciences and Enabling Sciences, Nanotechnology, Semiconductors and Microelectronics, Photonics and Imaging Science Systems, Energy Systems, or Advanced Manufacturing. Applicants must submit a comprehensive proposal package including a completed cover page, proposal narrative (not to exceed 15 pages), executive summary (one page maximum), table of contents, alphabetized glossary of terms, curriculum vitae and biographical sketches of key personnel, organizational chart, project summary templates for committed projects, and completed budget forms. The proposal must demonstrate compliance with matching fund requirements, appropriate use of ESD funds, and adherence to all specified formatting guidelines. Authorized representatives from the applicant institution and any consortium members must sign the certification form, with signatures required from both the Vice Provost or Vice President of Research and the institution's Authorized Organizational Representative.
Applicants may request up to $903,954 in ESD funds for year one, with the understanding that actual awards may differ based on state fund availability. Proposals must include committed matching funds meeting the specific thresholds outlined in the RFP. The program includes set-asides for Service-Disabled Veteran-Owned Businesses (SDVOB) at 6.00 percent and Minority/Women Business Enterprises (MWBE) at 30.00 percent. Each CAT must establish an Industrial Advisory Board comprising representatives from companies operating within the proposal's designated technology focus to ensure ESD resources are invested in areas with commercial relevance to New York State industry. The certification requires applicants to attest that internal institutional policies regarding industry collaboration, intellectual property, confidentiality, and other governance matters align with CAT Program goals and will not impede the center's ability to achieve program objectives. Failure to include any required sections, follow specified formatting requirements, or submit properly executed certifications will result in proposal rejection without review.
